This is what est. $50 billion dollar spend of taxpayer money by the Abbott-Turnbull-Morrison Government has delivered in rural and regional Australia.....

As far as stories about inept management go, the bungled provision of National Broadband Network (NBN) services for the residents of Woombah features a tangled web of politics, bureaucracy, obfuscation and buck passing. 


Seven years after the process began; a recent survey conducted by the Woombah Residents Association has revealed that 60 per cent of the village’s residents are still unable to connect to the NBN. 

The association has written to Page MP Kevin Hogan, Minister for Communications Paul Fletcher and Deputy Prime Minister Michael Mc Cormack expressing their dissatisfaction. 

The COVID-19 lockdown has served to amplify the problem, with one frustrated couple, Robin and Einion Thomas, writing to Mr Hogan: “After contacting your office my email was sent to [NBN Co’s regional manager] Ian Scott. 

“He phoned me and suggested, as we had been unable to connect to the fixed wireless tower, a satellite service would be a good option, [however], a 300Mb plan I saw was for $200 per month. 

“It was also suggested we keep our ADSL line, as satellite is limited and ADSL would be needed if we wanted to do streaming, video conferencing and working with cloud-based services. 

“…Right now [the ADSL] is struggling and this is putting additional pressures on us in our home-based working environment. 

 “Neither of the suggestions made by Ian [is] workable, acceptable or affordable to us.” 

The saga began in April 2013 when Woombah residents were informed that a 40 metre high fixed wireless (NBN) tower was going to be erected at 97 West Street – within weeks a group of residents known as the Woombah Tower Action Group (WTAG), began lobbying to prevent its construction. 

The tower was erected in December 2013 and was commissioned in March 2015. 

As it turned out WTAG’s failed campaign was on the money when it was revealed that fewer than two in ten residences were covered by the tower’s broadcast footprint. 

One of the group’s members, Dane Webb, wrote to Page MP Kevin Hogan, declaring at the time: “This has to go down in history as one of the most ridiculous exercises ever, as it [the tower’s service area] covers – wait for it – TWO complete streets and a few partial streets.” (‘NBN tower fails to deliver’, Clarence Valley Review, March 23, 2015).... 

A panacea to the problem appeared to be close in March/April 2019 when NBN Co’s regional manager, Ian Scott, advised the Woombah Residents Association that two towers – one at Mororo and another at Palmers Island – would provide NBN services to Woombah residents. 

However, according to residents, things have not improved since the towers were commissioned. 

On May 12 the residents association wrote in its media release and/or correspondence: “Despite the huge expense involved in building these additional towers fewer than 40 per cent of our community members can successfully access the NBN fixed wireless internet. 

“Woombah has a population of approximately 1,000 residents and is dependent on tourism, farming and fishing. “It is the second fastest growing community in the Clarence. 

“The population is set to expand over the next year with the development of 147 new homes in a caravan park in the village. 

“…We note that a recent media release from [Communications Minister Paul Fletcher’s] office stated: ‘The importance of fast, affordable broadband delivered quickly has never been clearer than during the current COVID-19 pandemic (27/4/2020).’ 

“We agree wholeheartedly with your statement and would like to draw your attention to the problems we in Woombah face connecting to the NBN.”

According to finder on 21 May 2020, by the end of June 2020 it is expected that:

By the end of the rollout, roughly 40% of premises will be connected via Fibre to the Node or Fibre to the Basement (also known as Fibre to the Building) – the vast majority of these will be Fibre to the Node. 

Fibre to the Node connections still rely on the copper phone lines to cover the last few hundred metres, while Fibre to the Basement runs copper into the basement of multi-dwelling buildings and relies on the building's copper wiring. 

Meanwhile, around 12% will be dependent on Fibre to the Curb, reliant on much shorter copper runs, while 19% will be lucky enough to have Fibre to the Premises running all the way into their home. 

That leaves 21% using the HFC (hybrid fiber-coaxial) cable networks, 5% on fixed-wireless and 3% on SkyMuster satellite.

Evidence koalas still living in Iluka area in 2020

The words excited and elated aren’t often associated with the discovery of poo, but last week in Iluka they certainly were. 


The devastating impact of bushfires on the koalas across the North Coast has been well documented and teams continue to scour bushland to try to assess the impact on local populations. 

NSW National Parks has been at the forefront of the effort, undertaking bushfire recovery surveys with the help of local Landcare groups and volunteers. 

So when Iluka Landcare volunteer Jeff Thomas found a number of koala scats at the base of red gums in the area between Iluka Bluff Rd and Iluka, he was understandably excited. 

“I couldn’t wait to ring Kay Jeffery, president of the Iluka Landcare group, and tell her and the Landcare team the good news.” 

The find was significant as the area had been regenerated through years of hard work by the group to clear lantana and wattle which had been planted after sand mining ceased on the peninsula. 

“I was so excited when we found the scats, particularly in an area that has been ­restored,” Mr Thomas said. 

“It’s good to see all their hard work paid off.” The discovery was aided by Max, one of NSW National Parks’ canine recruits who has been specially trained to sniff out and find koala scats. 

Ms Jeffery was overjoyed to hear the news, as the Landcare veteran said it was the culmination of a vision. 

“I was absolutely elated to hear that all the hard work and careful planning 24 years ago had resulted in koalas ­inhabiting the site,” she said....

Tommy's standing guard on the front line of the Cane Toad Biosecurity Containment Zone

As the reach of the cane toad marches ever farther south, the Clarence Landcare Toad Busters have engaged an enthusiastic recruit on the front line of the Toad Biosecurity Containment Zone.

Tommy is an English Springer Spaniel trained to sniff out cane toads and his work with trainer Steve Austin is helping to trial the effectiveness of sniffer dogs in detecting new cane toad arrivals.

This project is supported by North Coast Local Land Services, through funding from the Australian Government’s Wildlife and Habitat Bushfire Recovery Program.

Fig Forest, Clarence Landcare’s Cane Toad project coordinator, says that Shark Creek, in the lower Clarence, is just beyond the biosecurity containment zone for toads.

Tommy lets us know if any toads have hopped this far yet,’ Mr Forest. ‘Thankfully no toads were detected.

How the Clarence Valley handled the Spanish Influenza pandemic in 1919 - with discipline it only took around 14 weeks to eradicate that health menace

After scouring old newspaper clippings, a Yamba researcher has some interesting insight into the similarities between two pandemics separated by more than a century. 

Using historical records accessed from the comfort of his home, John McNamara – research officer at the Port of Yamba Historical Society – has been busy piecing together the Clarence Valley response to the Spanish flu pandemic in 1919. 

“What stood out was mainly the similarities between what happened then and how it has been dealt with now,” he said. 

“Closing the borders and restricting travel, it is pretty similar to what they have done now.” Using the articles from The Daily Examiner and The Clarence River Advocate, Mr McNamara was able to get a picture of how it affected different parts of the region. 

“The first case was a prisoner that came up on the ships from Sydney – then when the first case was reported in Grafton and they stopped travel,” he said. 

At the beginning of the outbreak Grafton City Council requested the Health Minister place restrictions on people coming from Sydney to Grafton by rail or steamer. 

The council wanted to prevent anyone travelling at all unless they had a “clean health certificate”. 

By the end of the outbreak Grafton Base Hospital had been “absolutely handed over” for the treatment of influenza patients, with 500 cases treated there. 

The Lower Clarence fared better, with Mr McNamara unable to find a single confirmed case in Yamba, though there were isolated outbreaks elsewhere. 

The response in the Lower Clarence began with a public meeting on February 3, 1919, where a central committee was formed and “arrangements were immediately made to combat the scourge”. 

“An isolation ward was then established at Maclean Showground and the first patient was admitted on May 20, and up to the end of that month eight patients were admitted.” He said when the quarantine centre closed in mid-August, they had treated 46 patients.“The Lower Clarence managed to escape the worst effects of the virus thanks to the swift quarantine response by the government and by the end of August 1919 was declared virus-free,” Mr McNamara said.

Covid-19 testing in the Clarence Valley in February to April 2020


As of 20 April 2020 there were 56 confirmed COVID-19 cases in the Northern Rivers region.

Eight of these cases were found in the Clarence Valley.

By 20 April 2020 records show testing had been undertaken in a number of Clarence Valley post codes:
  • 21 COVID-19 tests had been conducted in postcode 2453, which covers Dundurrabin, Tyringham, Clouds Creek, Wild Cattle Creek and 16 other locations.
  • 13 COVID-19 tests had been conducted in postcode 2469, which covers Woombah, Tabulam, Ewingar, Moraro, Paddy's Flat and over 40 other locations.
  • 13 COVID-19 tests had been conducted in postcode 2466, which covers Woody Head, Iluka and The Fresh Water.
  • COVID-19 tests had been conducted in postcode 2465, which covers Harwood Island.
  • 109 COVID-19 tests had been conducted in postcode 2464, which covers Yamba, Woolowyah, Angourie, Freebirn Island, Micalo Island and Yuragir.
  • 110 COVID-19 tests had been conducted in postcode 2463, which covers Maclean, Townsend, Gulmarrad, James Creek, Brooms Head, Palmers Island, Ashby, Tullymorgan and 10 other locations.
  • 22 COVID-19 tests had been conducted in postcode 2462, which covers Wooli, Minnie Waters, Ulmarra, Tucabia, Coldstream and 7 other locations.
  • COVID-19 tests had been conducted in postcode 2461, which covers part of South Grafton.
  • 340 COVID-19 tests had been conducted in postcode 2460, which covers Grafton, Nymboida, Coutts Crossing, Copmanhurst, Jackadgery, Baryugil, Lawrence, and over 30 other locations.
The Clarence Valley had a resident population of 51,662 people in 2019 and testing up to 20 April 2020 does not appear to have exceeded est. 1.2% of this population.

NSW Department of Health guidelines are that testing only occurs when a person presents with upper respiratory symptoms, such as a fever, sore throat, dry cough, breathlessness. Therefore any asymptomatic virus carriers slip through the net.

Despite the limitations of the 'flattening the curve' public health response to COVID-19, there has been no new cases in the NSW Northern Rivers region for the last 6 days and none in the Clarence Valley for the last 21 days.

I'm not exhaling yet, but this is a hopeful sign.

The times are not kind to the elderly living alone

Elderly Clarence residents without internet access and mobile phones have been left to fend for themselves, one Coutts Crossing resident claims.
“Lola”, 64, says elderly people have been forgotten as the community sets up systems to navigate enforced coronavirus disruptions.
Without internet or a mobile phone, Lola has found it difficult to access many services set up to help during the crisis.
A telling encounter was a call to a major supermarket to find out options for setting up a home delivery service.
“I don’t want to go shopping for food,” she said.
“I have medical reasons and they’re asking us to self-isolate.” Lola called the company’s helpline but found it less than helpful. “They put me on hold for so long the battery in my landline handset went flat,” she said.
“When it recharged I rang again and eventually I got a recorded message to email my request to the company.” Lola said she did not have family or friends in the region and had found going shopping a nightmare.
“There’s nothing on the shelves,” she said.....
“Last time I went shopping in Grafton I had to go to four different supermarkets and I still couldn’t find everything I needed.” The rules designed to discourage hoarders had not helped.
“I want to buy enough so I don’t have to go shopping again for at least two weeks,” she said.
“The two-pack limit is no help to me at all.” She has been less than impressed with other shoppers, who appear to pay no attention to social distancing rules.....
Even for the elderly with Internet connections life is increasingly difficult.
Coles does not home deliver to anyone except those already registered with NDIS, Red Kite or My Aged Care - in other words predominately people who already have home care packages or other forms of assistance.
Woolies doesn't deliver to the Lower Clarence but will supply by Australia Post an $80 basics box of mainly low nutrition/ high sugar & salt canned and packaged food of its own non-negotable choice and again, people have to already be registered with the same three agencies. Although proof of eligibility may be widening so it might be wise to contact customer service to check.

Clarence Valley asks day trippers and holiday makers to kindly stay away during 2020 COVID-19 pandemic


The COVID-19 infection has already arrived in the Clarence Valley and now the first case of local transmission has been reported.

Despite this, holiday destinations - particularly on the Clarence Coast - are still seeing day trippers and holiday makers arriving in the valley.

....Last week Clarence Valley Council closed one caravan park and slapped restrictions on four others in an attempt to stop “unnecessary travel” in the area and general manager Ashley Lindsay has told people to stay away.

“We really wish this was the time for holiday-makers in our communities, but unfortunately it is not,” Mr Lindsay said. “We really want you to stay home this year.” 

Council is also asking local real estate agents and Airbnb operators managing holiday rentals to “do the right thing” by discouraging unnecessary domestic travel into the Clarence. 

It is an issue keenly felt in the coastal towns of the Lower Clarence as residents report a steady number of tourists still heading to beaches and towns on the weekends. 

Angourie resident Eden Hage was so concerned he was planning on putting up signs warning people of the dangers of travelling during the current crisis. But someone beat him to it, erecting a sign at Angourie Point – telling people to stay away. 

“People aren’t happy,” he said. Just about everyone I spoke to was flabbergasted at the amount of tourists still coming. 

“It is pretty concerning, especially for the elderly around here and the people that have health issues already. “It is just ignorant and arrogant that people are not taking this seriously.” 

Mr Hage was pleased council had closed or restricted the caravan parks, but he wanted other accommodation businesses to follow their lead to stop the flow of tourists ignoring government advice. 

At the time of print there were more than 150 accommodation listings across the Clarence on Airbnb alone and Mr Hage said it had to stop, either voluntarily or via stricter government measures. 

“It seems ridiculous some people’s incomes are stopping but there are still advertisements for holiday letting,” Mr Hage said. 

“It is just a total disregard and is putting a lot of vulnerable people at risk. 
“The message from the Prime Minister is not getting through. “We need leadership on this because there is a risk of people losing their lives.” The issue has been brought to light across the county in recent weeks as a number of coastal and rural areas receive a number of non-residents opting to wait out the pandemic in more remote locations. 

Airbnb has offered full refunds to those who booked accommodation before March 14 with a check-in date between March 14 to April 14. 

Hosts can also cancel without charge or impact to their superhost status.....

Of the NNSWLHD cases, currently 4 COVID-19 patients are being cared for in hospitals, 1 of these is in ICU elsewhere in NSW. 4 people are considered to have recovered.

They will be contacted daily to check that they are well and anyone who develops COVID-19 symptoms will be tested for the virus.

The Daily Examiner, 30 March 2020, p. 1:

The number of confirmed cases of COVID-19 infections in the Clarence Valley has jumped in the past few days, with NSW Health updating its official figures.
The Clarence was listed as having seven positive Covid-19 tests as of 8pm Saturday, a jump from the 1-4 infections that had been reported since NSW Health began breaking down figures into local government areas last week.
It came as the numbers across the Northern NSW health district showed a big ­increase, with the total of ­confirmed cases rising to 33 at 8pm Saturday, up from 25 a day earlier.
In our neighbouring councils, it is reported that both the Ballina and Lismore council areas each have 1-4 cases, Byron have five, Coffs Harbour 7, Tweeds Head 12, while Richmond Valley and Kyogle have no confirmed cases.
The Public Health Unit is following up close contacts of cases who are located within NNSWLHD, who are being asked to self-isolate for 14 days from last contact with the confirmed case.....

COVID-19 Pandemic 2020: across the Clarence Valley major retailers have shut up shop


Across the Clarence Valley major retailers have shut up shop.

The Daily Examiner, 26 March 2020:

Mosaic Brands, which owns Rivers, Millers, Noni B, Autograph, Crossroads and Rockmans, among others, announced it would be closing its stores as of yesterday evening and stood down 6800 staff.

When The Daily Examiner contacted one local retailer affected by the announcement, staff had not yet been told they would be stood down.

The move will have significant ramifications for the Clarence, with at least eight stores being affected, seven of which are situated in Grafton Shoppingworld.

Carol Durrant, assistant manager at Rockmans on Prince St, said while the impact could be “disastrous” for the local economy in the long term, it was not unexpected.

She said there had been a significant decline in the number of shoppers during the past week.

“Well, we knew it had to come as both my daughters are in retail in Queensland and they had been shut for the last week – it had to come,” she said.

Ms Durrant said the downturn in shoppers was a sign the community understood the new social distancing measures.

“I think people are realising it is non-essential and we haven’t seen a soul all day,” Ms Durrant said.

“They are really getting the message.” For anyone who ventured into Grafton Shoppingworld it was impossible not to notice the impact the pandemic was having at a local level.

The chairs have been removed from the food court with the recently announced ban on indoor eateries and there were few people out shopping.

Mosaic Brands said in their announcement the measures were temporary. “All team members affected by the store closures will be stood down with access to leave entitlements while the group reviews government support schemes that may be available to them,” they stated.

“The group has recently seen a significant drop in store traffic and revenue, a direct result of the community’s response to the COVID-19 outbreak and the government’s social distancing recommendations.” A Grafton Shoppingworld spokesperson said the announcement would affect seven stores in the centre but noted the centre would remain fully open.

“The centre is constantly liaising with all relevant authorities and will follow all directives in regard to its operation to ensure a safe environment for all,” the spokesperson said.....

COVID-19 cases quickly climbing in the NSW Northern Rivers region


COVID-19 infection rose from 7 to 17 cases within a 24 hour period in the NSW Northern Rivers region. Total number of cases now stands at 22 individuals.

Northern NSW Local Health District (NNLHD), media release, 24 March 2020:

10 new cases of COVID-19 have been confirmed within the Northern NSW Local Health District (NNSWLHD) since our last update, bringing the District’s total to 17 cases.
The Public Health Unit is in the process of contacting close contacts, and investigations are underway to determine the sources of these cases.
The confirmed cases to date are spread across the length of the Local Health District, from Clarence right up to the Tweed Valley.
We’d like to thank those who have been cooperating with our Public Health Officers to date, working with our staff and self-isolating correctly at home.
We can’t emphasise enough how important it is for all our community to heed the advice of authorities in efforts to slow the transmission of the virus.
It’s critical to adhere to self-isolation guidelines if you’ve been instructed by health authorities or mandated to quarantine as a result of overseas travel.
For general members of the public, the most important things you can do at the moment are:
  • practising good hygiene – hand washing or sanitising, and coughing/sneezing into a tissue which you then discard
  • staying at home if you’re sick
  • minimising close contact with others by following the social distancing measures.
It’s also important to remember that locations where cases live, work or have visited don’t pose an ongoing risk to members of the public. If you are considered a close contact of a confirmed case, a Health officer will contact you directly.
COVID-19/flu clinics
COVID-19/flu clinics are established at The Tweed Hospital, Lismore Base Hospital and Grafton Base Hospital, open from 10am to 6pm daily.
These clinics are for those most at risk with respiratory symptoms or fever, those returning from overseas or in contact with a COVID-19 case, or people like our health workers. It is vital that these respiratory clinics are not overwhelmed with people who are not in the high risk groups, which could result in delays identifying those most vulnerable. People without symptoms do not need to be tested.
The symptoms of COVID-19 include fever, cough, headache, runny nose, or shortness of breath. Anyone with symptoms should isolate themselves from others.
Identification and isolation of contacts is a critical measure that limits the spread of COVID-19. Compliance with self-isolation by all contacts and returned travellers is essential.
When social distancing actions are combined with good personal hygiene measures the spread of an epidemic through the community can be slowed.
This helps protect the most vulnerable members of the community. It also reduces the impact of the epidemic on essential, life-saving health services by reducing the size of the peak of the epidemic so health services can continue to provide high quality care to all patients.

  • Case 18 – currently not residing in Northern NSW LHD, in home isolation
  • Case 19 – in home isolation after returning from overseas
  • Case 20 – in home isolation after returning from overseas
  • Case 21 – in home isolation, source currently being investigated
  • Case 22 – in home isolation, source currently being investigated
The Public Health Unit is following up close contacts of cases who are located within NNSWLHD, who are being asked to self-isolate for 14 days from last contact with the confirmed case.
They will be contacted daily to check that they are well and anyone who develops COVID-19 symptoms will be tested for the virus.
If you are considered a close contact of a confirmed case, a Health officer will contact you directly.
 The cases for NNSWLHD include:
  • 15 overseas acquired cases
  • 2 contacts of a confirmed case/ or in a known cluster
  • 2 contact not identified

Of these previous 17 cases, 14 are currently in self-isolation at home and two are in hospital. One person is considered to have recovered.

Clarence Valley 2020: For the first time since WWII Maclean's Highland Gathering has been cancelled


On 16 March 2020 the organiser's of the Highland Gathering at Maclean NSW - due to be held on 10 & 11 of April - announced it will not be held this year due to national restrictions in place with regard to large groups during the the COVID-19 pandemic.

Secretary of the Lower Clarence Scottish Association Alister Smith told The Daily Examiner“We obviously have a lot of people within the particular age range that are susceptible. It’s a very difficult decision when you think the last time we’ve had to cancel the gathering was for World War II.”

Participating bands, solo players, stall holders and sponsors will be contacted in coming days to make arrangements for repayment of any fees.

In the Clarence Valley at least 17.5 per cent of the populaion are 70 years of age or older and, health authorities have identified the elderly as being more vulnerable to infection.

Topsoil loss during 2020 flooding in the Clarence Valley

Anyone travelling around the recent flood-affected areas of the Valley, including along the Clarence River itself, couldn’t fail to notice the chocolate brown colour of those floodwaters.

The Orara River was particularly bad, and after the floodwaters had receded, council needed to use a front end loader to scrape thick layers of deposited mud off some roadways and bridges. The paddocks alongside creeks were likewise buried beneath a thick layer of mud.

This was always to be expected if torrential rain occurred soon after the bushfires, especially with ash washing off the bare ground into waterways.

But these floods brought more than ash. This was topsoil, something that is in short supply across much of the Australian continent. We are told that globally, some 24 billion tonnes of topsoil are lost annually through erosion, and Australia’s contribution is shameful, given we are a supposedly developed country with sufficient resources to protect this precious commodity.

Wind and water are the two main forms of erosion.

Both can be significantly mitigated simply by maintaining a good vegetation ground cover. Without that cover there is nothing to hold the soil, and this past season has highlighted that fact.

Firstly there was drought, and overgrazing to the point where only bare soil remained, resulting in one huge dust storm after another for months on end.

Then the bushfires destroyed what vegetation the livestock had left. Then came the floods, ripping apart fragile unprotected stream banks, and washing them downstream to the ocean.

Even without bushfires we lose far too much soil to erosion, and again, poor livestock management is largely to blame.

Many Australian rivers and creeks have no adequate vegetation to buffer against erosion and fewer still are fenced to exclude cattle.

As a result, these animals congregate along waterways, trampling banks, and browsing any available vegetation, so their impact is even greater than fire.

Landowners have a responsibility to manage erosion on their properties and to consider what they are leaving for future generations. If we are to solve the erosion problem, livestock management must be a focus point.
