A federal election musing: The cat pack met last night to discuss our two-legged servants and Minnie the Mooch from Maclean told us that she had heard that someone at Tweed Heads had given Matthew Fraser a new nickname; LNP Fraser the living conditions eraser. I snorted milk through my nose!
A stupefied musing: We moggies love our catnip but even under the influence we know who makes the rules about our supply; the two-legged can openers. Not so the lovers of another 'herb': About 40 people have arrived outside Page MP Janelle Saffin's Lismore office to protest against cannabis laws and the jailing of a man for providing marijuana at Nimbin. The protesters marched from the Police Station and Court House to Ms Saffin's office calling for the release of "Tony Cleverman", otherwise known as Tony Bower. The protesters have said Mr Bower had been providing them with marijuana for medical purposes until he was arrested about a year ago. Ironically, neither the courts, nor the police, nor Janelle Saffin have much ability to influence cannabis laws, because the laws fall under the NSW Government's criminal code. *snigger*
A reading the DEX musing: On the second last day of April The Daily Examiner cheekily ran a rumour; Word on the street is it's never too late for a career change. One Valley man who either grew tired with politics or politics grew tired of him, will be starting a new life in, er, tyres. More on this in coming weeks. One local wag emailed North Coast Voices and asked; Will he specialise in retreads?!?
A Lawrence Reservoir musing: Following on the heels of bacterial contamination in the small Maclean Lookout reservoir and bacterial contamination in Minnie Waters’ town water supply; on April 16 Clarence Valley moggies had all heard a strong rumour doing the rounds that council management forgot to tell the contractor sandblasting paint off the Lawrence water reservoir that this paint was in fact lead-based. Consequently no special measures were taken and paint flakes and dust spread onto at least one neighbouring property leaving council with a hefty clean-up bill. The figure being bandied around is $100,000 and counting. That would buy a lot of cat food!
A moggies are boiling musing: I've been told that moggies all over the Lower Clarence are yowling at the top of their voices in sympathy, because The Daily Examiner put a billboard outside news agencies saying that Grafton Gets Its Voice. But when their humans opened the newspaper they were left speechless because the story was all about a couple who used to live in Maclean - a good 50km away from that presumptuous little upriver city.

A Terrible Tones musing: What 60 Minutes revealed about the new and improved Tony Abbott: * He’s a crap surfer * He admits to using “product” in his hair and Margie let slip that he combs over the bald spot. * He is still telling pork pies - insisting that his extreme views about women were from “thirty-five years ago”. * He’s also still riding herd on Margie when she’s in front of the camera.
A when map makers go wrong musing: Even cats can count - we always know when the clock shows that it's dinner time! So why is it that the staff at one particular North Coast council created not one, but six proposed plans of the same section of an existing main road and recorded a different total road area on most of these plans.
A court musing: Now which magistrate said this about THAT protest? Never in the history of man has one small protest generated so much paperwork.
A naming ceremony musing: My little canine friend Veronica Lake tells me she overheard her human laughing about the fact that NSW Nationals Member for Clarence Chris Gulaptis has yet another nickname - The Missing MP.
A royal rage musing: Which member of Clarence Valley Council's management team is fast gaining a reputation for shouting down the phone first rather than giving any sort of answer to polite enquiries from local media?
A commercialism gone mad musing: On the third day of 2013 The Northern Star reported sighting Easter hot cross buns for sale. Is this a record and will chocolate eggs follow next week?
A pedestrian rages musing: Almost as a logical consequence of Clarence Valley Council management removing part of the Yamba Road Cycleway, there appears to have been an upswing in local pavement rage. I'm hearing that one older man refused to move for a cyclist using the same section of the so-called ‘shared’ footpath running alongside Yamba Road near the marina. Loud words ensued and a threat to go down to the police station to sort the matter out. Allegedly a push was also involved.
An Obeid-esque musing: Wags following the latest ICAC inquiry have renamed Mt. Penny near Bylong as the money mountain grows to $30 million. It's now being called Mt. Pennies.
A list keeps growing musing: Which council general manager on the NSW North Coast is now rumoured to have specifically mentioned or implied the D word - defamation - to one local journalist, two regional editors and one pensioner? Rocky the Mutt tells me his hoomin would not be surprised to find that the next person to hear from the GM will still going to primary school.
A bad show musing: Which council general manager on the NSW North Coast is rumoured to have threatened a local journalist with a defamation action if he reported in-depth on the carriage of a planning matter currently before council?

Lismore then; Lismore now
In 2010 Lismore City Council installed water bubblers in the Lismore CBD to provide free filtered water. It was (and still is) a terrific example of how local government can play its part in reducing the demand for purchased water and help get rid of plastic bottles.

A politician to whom bald-faced political lying is as natural as breathing in and breathing out
This was Australian Opposition Leader Tony Abbott on 21 May 2013 during a doorstop interview:
Last week in the Parliament, I announced what I think is a breakthrough initiative for the families and the workers of our country. We will get rid of the carbon tax but we will keep the tax cuts and the pension and benefit increases associated with it. So instead of being just compensation, they will be real tax cuts and real pension rises. That means that when you’re doing your weekly, your fortnightly or your monthly budgets on the kitchen tables, the family kitchen tables right around Australia, you will be significantly better off under the Coalition, because no-one will lose any money, but everyone will lose the carbon tax. You won’t lose any money, but you will lose a carbon tax and that’s good for families. It’s good for households and it’s good for workers….
So there it is again. Under an Abbott government we, the ordinary voters, won’t lose any money. This is a bald-faced political lie.
Because Abbott has previously stated to the Australian Parliament and elsewhere that he will remove the following:
Income Support Bonus worth $210 a year to eligible single people and $350 to couples and paid to those receiving Abstudy Living Allowance, Austudy, Exceptional Circumstances Payment, Newstart Allowance, Parenting Payment, Sickness Allowance, Special Benefit, Transitional Farm Family Payment and Youth Allowance. It would appear that the majority of Australian households and workers will lose money if a Coalition Government is elected and, Mr Abbott said more spending cuts would be announced before the September 14 election.
Ross Leigh of Brisbane cynically suggests that the new Coalition campaign slogan should be; Over the next five years, we promise to take $15,000 off every Australian! Sorry, we promise to save $75 billion. He may be right.

Hit and run driver tweets to brag about her actions
This young woman has since deleted her Twitter account and appears to have taken her Facebook page offline.
However, as ever, if it was up on the Internet it is almost inevitably retrievable and, this tale is still there for all to see on Topsy.
The Telegraph UK 20 May 2013:
A spokesperson for the police force posted on Twitter: "we have identified parties believed involved and are progressing".
The rider involved, Toby Hockley, 29, was taking part in the organised Boudicca Sportive ride in Norfolk on Sunday and claims that he was knocked down by a car coming in the opposite direction, five miles from the finish of the 100-mile event.
He suffered a "bruised shin and a sore elbow" and says that he considers it to have been a "miraculous escape".

One more reason that Clarence Valley Council should replace that missing section of the Yamba Road Cycleway sooner rather than later

Earlier this month, a group of cycling friends travelled from Queensland's Sunshine Coast to the Clarence. This was our third visit in less than five years and again Maclean was the base.
The Lower Clarence is a delightful area to cycle and among our wonderful experiences, starting on day one, was the ferry ride from Yamba to lunch at Iluka before returning to Maclean via Ashby and Harwood (pub).
Day two we were on a back road near Tucabia when a car pulled up. Out jumped a local lass amazed to see such a group and proceeded to take our photos. Lunch was at the Ulmarra pub.
Day three we were invited to ride in the Woodford Island fun ride organised by Maclean Rotary. Day four was an early morning sprint out to Brooms Head before our departure.
Everyone was again taken by the beauty of the region and appreciated the consideration given by motorists on roads that were not always cyclist friendly.
Our group of about 30 would have put about $15,000 into the local economy for our stay.
Cycling is a massive growth area driven by baby boomer retirees. With money well spent on improving cycling facilities in the Clarence (eg paths/lanes Maclean to Yamba; sealing road between Ashby, Tullymorgan and Lawrence; and road markings to make motorists aware of cyclists) there would be a huge financial boost to the area.

A CSG well is created by drilling through layers of earth and rock up to 1000 metres below the surface. Multiple layers of steel casing and cement are pressure injected so the well adheres to the surrounding rock.
A strong seal prevents gas or fluid leakage into permeable layers, including aquifers.
The process of drilling and installing the well can take over a month. Before activation, the well is subjected to a high pressure test. A geophysical logging tool is lowered into the well hole to inspect the casing and ensure it meets Government standards.
These measures limit the potential for CSG drilling activities to interfere with water resources and the environment. [NSW Government website]

I refer to your article (Elliot at MardiGrass for CSG petition, DEX May 6).
NSW Trade & Investment's Division of Resources and Energy has launched a comprehensive resource to provide residents and landholders with factual information on coal seam gas.
CSG is already part of the state's energy mix but many people do not understand what the resource is, how it is explored and extracted, and the regulations that govern the industry.
Companies that drill for gas in this state operate in a tightly regulated environment that ensures our valuable land and water resources are not damaged.
Residential areas are also protected by a 2km exclusion zone that prevents CSG exploration and production near homes.
A new website provides residents and landholders with specific information on CSG, including maps, videos and fact sheets. The public can also join the conversation on Facebook and Twitter by following links on the site.

Brad Mullard's letter (DE May 10) assuring us that coal seam gas miners in this state "operate in a tightly regulated environment" is nothing but a con job.
The industry is clearly more highly regulated in NSW than Queensland; that's partly the reason why Metgasco and others have moved out temporally.
However, the tight regulations do not alter the required infrastructure of a gas field.
On the day Mr Mullard's letter was published, I read another letter from a lady who had just returned from a trip to the south Queensland CSG fields to see for herself what is happening there. She was clearly distressed and very angry with our politicians at what she saw.
She spoke of broken communities, of meeting a farmer who has considered suicide because a nearby compressor station stops him from sleeping and his farm is no longer a farm due to gas wells.
She describes the dangers of driving on roads that are clogged with mining trucks; and visiting the township of Chinchilla and the difficulty she had spotting a child, a farmers wife, or any person that did not wear a yellow vest.
There are distressing reports of being stalked, harassed and filmed by male security guards, "in packs of three", when they stopped to photograph a compressor station 750 metres away.
The writer describes the endless land clearing for infrastructure, the seemingly hundreds of kilometre- long toxic waste-water holding ponds, and scores of compressor stations that look and sound like international airports.
She concludes that she saw no co-existence with farming, and in fact the mining was "forcing people away from the district, and that's the way the miners like it".
A few weeks ago I watched a Queensland farmer say that he never thought he'd see the day when Australian police would force their way past Australian farmers to allow foreign-owned mining companies to trash their land.
Dart Energy and Metgasco have gone from the Northern Rivers for the time being, but the potential danger of the region suffering the same impacts as Queensland has not.
Our State Government representatives still appear to believe their own rhetoric, trotting out media releases about how water and human health will be protected, and clearly still support CSG mining despite overwhelming opposition from the majority of people they claim to represent.
I wonder why?

Mr ABBOTT —Compulsory superannuation is one of the biggest con jobs ever foisted by government on the Australian people. If the Prime Minister (Mr Keating) was a private businessman, chances are that he would be before the courts for false and misleading advertising. The basic objective of compulsory superannuation is that the government is taking our money now so that it does not have to pay us a pension when we retire. The government is making us worse off now so that it will be better off in the future.
Over the last six months, the employer of a constituent of mine has paid $993 into his compulsory superannuation fund. The fund charged $28 in administration, bookkeeping fees, et cetera, and earned $38 in interest. My constituent should have been $10 better off. However, the government has charged $208 in contributions tax so that my constituent is actually $198 worse off over the last six months. This is the fine print that the Prime Minister never tells you about—the fees, the charges and, above all, the taxes. I say to the voters of Australia, `Beware! There is no pot of gold at the end of the superannuation rainbow. Any money you put in is your money and you are certain to get back less than you put in.'

What Abbott's axing of "the twice a year supplementary allowance to people on benefits" would mean to the Northern Rivers
In his Budget Reply Speech of 16 May 2013 the Australian Opposition Leader Tony Abbott stated:
Tonight, I confirm that we won’t continue the twice a year supplementary allowance to people on benefits [Hansard,16 May 2013,p.91].
The only supplementary allowance which appears to fit Tony Abbott’s wording is the Income Support Bonus.
This seems to be confirmed by the following media report:
These figures equal the annual amount of the Income Support Bonus.
The Income Support Bonus is paid to those receiving the following:

Circumstances Payment

Allowance

Given demographics across the Northern Rivers, if the Gillard Government were to be defeated and this payment were to cease sometime after September 14, then a conservatively estimated 40,000 residents will be missing out on money they first began to receive on 20 March 2013.

Under an Abbott government around 10,000 people in the Page electorate would no longer receive the Income Support Bonus, a similar number would lose out in the Lyne electorate and, even higher numbers in the Cowper and Richmond electorates.
Most of these would be single parents, families on low incomes and the unemployed.

Liberal-National Party Coalition shows its true colours - seeks to weaken the Environment Protection and Biodiversity Conservation Amendment Bill in relation to coal seam gas mining
Liberal-National Party Coalition shows its true colours on CSG
The Liberal-National Party Coalition has shown, without a doubt, that they are just paying lip service on Coal Seam Gas issues until the election.
The Coalition in the Senate is trying to weaken the Federal Government’s ‘water trigger’ legislation with an amendment that would hand environmental assessment powers to the states.
The Federal Government’s Environment Protection and Biodiversity Conservation Amendment Bill, brought in to tighten up our water protection related to CSG activities, was passed in the House of Representatives in March.
The Coalition didn’t vote against the bill in the House, but is now going to put an amendment that would weaken these protections by allowing the Commonwealth to refer scientific assessments back to the states.
Liberal Senator Simon Birmingham, the Shadow Parliamentary Secretary for the Environment, has told the Senate that the Coalition doesn’t like the legislation, but because of the community concerns they wouldn’t oppose it.
But they are clearly working hard to wind back any water protections.
It is there in Hansard, in black and white, the Liberal Senator saying they won’t oppose it because that would let the Government politicise the issue.
But Senator Birmingham said: “… we will work to fix these issues should we succeed later this year.”
And Senator Birmingham is clear about the parts of the legislation the Coalition doesn’t like; the very sections of the legislation that could protect our region.
The Coalition doesn’t believe the water protection should apply to the exploration phase or drill test sites.
And they don’t want the bill to apply to any areas already being assessed, so no scrutiny whatsoever.
Senator Birmingham said: “If this bill has to pass, it should only apply to new applications and not to those where the process is already underway.”
Again, this would offer no protection to the CSG sites in the Northern Rivers.
I fought hard and worked with the Federal Environment Minister Tony Burke to find ways to protect our water, and our farmers from harmful CSG, and the EP & BC Amendment Act offers that protection.
This week’s Senate debate has shown without a doubt that with a Liberal-National Party Government we would see a pro-CSG environment minister determined to wind back any protections.

By the time the Tele revealed that Entsch knew Michelle Rowland wanted to return to her 14 month old sick child it was done and dusted - once more the Coalition had demonstrated that the Opposition benches are inhabited by mean characters.

Lower Clarence residents need to boil their water due to E. coli contamination

16 May 2013General Manager: Scott Greensill BOIL WATER NOTICE – Lower Clarence water supply areas Regular monitoring for E. coli bacteria in the Lower Clarence water supply system is conducted by Clarence Valley Council. Recent monitoring has shown E. coli to be present in the Lower Clarence water supply system. As a precaution you are advised that water for consumption should be brought to a rolling boil. Water should then be allowed to cool and stored in a clean container with a lid and refrigerated. This boil water notice applies to consumers in the Lower Clarence including the following areas: Maclean, Brooms Head, Yamba, Harwood, Ashby, Iluka, and areas in between these towns Cooled boiled or bottled water should be used for drinking, cooking, washing raw foods (such as seafood or salads), making ice, and cleaning teeth. Dishes should be washed in hot soapy water or in a dishwasher. Children should take bottled or cooled boiled water to school. Precautions should be taken until further notice. You will be advised when the boil water notice is lifted. E. coli itself is generally not harmful but its presence in drinking water indicates that the water may be contaminated with organisms that may cause disease. The NSW Department of Health advises that special care is advisable for certain consumers at this time, these include people with severely weakened immune systems (the immunosuppressed), individuals receiving dialysis treatment, and aged individuals. Please contact your doctor or local Public Health Unit (02 6620 7585) for more information. Council, in conjunction with the NSW Department of Health is investigating the problem and is carrying out rectification works including cleaning reservoirs, flushing of mains, supplementary chlorine dosing, and additional surveillance.
