It was no part of the
agreement made in 1951 by Japan that research related to whales conducted by
any individual State or group of States should be subjected to collective
control by IWC Contracting Governments, or to control by the IWC itself.
The Government of Japan also asserts that its goodwill has been taken advantage of.
Words fail me when listening to Japan’s position in this matter…….
