Park Watch group forms as a fight back against the Berejiklian Coalition Government's ongoing cutbacks to the NSW National Parks and Wildlife Service

The NSW National Parks and Wildlife Service staff in restructure meltdown due to executive and ministerial incompetence according to Park Watch

A new group known as Park Watch comprised of concerned, former National Parks and Wildlife Service (NPWS) officers, scientists, botanists, researchers and former high ranking government officials have received information from serving NPWS officers of a pending mass no confidence vote in the NPWS executive due to incompetence, bullying, the direct appointing of favourites, loss of positions for those who speak-out and, continual lack of consultation.

Park Watch spokesperson on National Park Operations, Mr Ross McKinney has stated that “Under the Berejiklian Government the 10 years of relentless NPWS ‘decimation-by-restructure’ has caused the highest rates of employee stress that has now reached a point where sources within the NPWS are concerned that some staff may be at serious risk of harm.

“I have recently seen a letter of desperation written by a staff member to an NPWS executive Director which paints a disturbing picture of what is happening to staff in this once, world renown organisation. Unfortunately, based on the present NPWS executive’s record, the letter may prove to be career ending for this courageous officer but it clearly demonstrates the anger and sheer desperation of the remaining staff in NPWS”, Mr McKinney said.

“Other sources from within the NPWS have also mentioned a groundswell of Branch based staff who want to send a formal no-confidence message to the government over the existing NPWS executive’s inability to consult, continual movement of the restructure goalposts, lack of leadership and direction, unmanageable workloads, bullying, the direct appointment of favourites to positions that clearly should have been advertised and the loss of positions held by those who have spoken out against the restructure, not to mention the massive funding cuts and decade long restructure time frame”, he said.

Mr McKinney went on to say, “Based on the numerous pleas for help from NPWS staff and information they have provided to Park Watch, it is obvious the  Berejiklian Coalition Government is hell-bent on dismantling the NPWS by setting it up to fail completely, well before the 2019 March election. The NPWS failure as a conservation land management agency then allows the government to introduce a ‘common-tenue’ approach to the state’s remaining forested areas as proposed by Timber NSW, which essentially opens the State’s protected areas to destructive logging operations.


Park Watch - Who are we?

Park Watch is a group of people concerned with the sound management of protected areas so that the diversity and beauty of our natural wild places and landscapes is maintained for all to enjoy - now and by future generations.

The group came together when former staff of NSW National Parks and Wildlife Service started to hear about the NSW Coalition government's proposed cut- back in NPWS staff.  Despite the NSW Government hosting an international World Parks Congress in 2014, that made a “Promise of Sydney”, to not regress on looking after our national parks and natural reserves, we are seeing an attack on the national parks workforce underway now. 

Park Watch believes it is important to alert the public to the consequences of the cut backs to visitor services, control of weeds and introduced animals, loss of species, wildfires, degraded walking tracks and vandalising of our natural areas.

Reef destroying cruise ship given NSW Government permission to enter the Clarence River in October 2018


This was the NSW Berejiklian Government in roll-over-the-top-of-Clarence-River-Estuary-communities mode, courtesy of Nationals MP Andrew Fraser and Minister for Roads, Maritime and Freight Melinda Pavey with the Minister for Transport and Infrastructure Andrew Constance in an October 2017 media release:


An investigation into a new International Cruise Ship Terminal for the NSW mid North Coast will start as part of a future transport blueprint, with Coffs Harbour and Yamba identified as potential locations.

Minister for Roads, Maritime and Freight Melinda Pavey, Minister for Transport and Infrastructure Andrew Constance, alongside Member for Coffs Harbour Andrew Fraser announced the start of investigations as part of the launch of the government’s Future Transport 2056 strategy.

“This is a major step, with the need for a facility being recognised in the 10 to 20 year horizon, so early investigations can begin now”, Mrs Pavey said.

The new facility has the potential to link in with North Coast tourist hotspots and part of the process will look at how to integrate the proposed port with the wider area.

“The Cruise Industry is booming and is set to get bigger in coming years. A cruise terminal would give the region a share of that industry,” Mr Constance said.

Future Transport 2056 is Transport for NSW’s new strategy to meet our transport needs over the coming four decades and is currently seeking community feedback.

“The strategy has a strong focus on regional NSW, with an emphasis on customer needs, better connectivity and growing regions,” Mr Fraser said.

What this does not say is that Future Transport 2056 only mentions Yamba twice.

The first time in the dot point sentence; Maritime infrastructure development (e.g. Coffs Harbour/Yamba).

The second time in another dot point one liner; Coffs Harbour / Yamba cruise terminal/ infrastructure development.

In a section titled Our Customers the draft plan makes the generic one sentence statement; Improve public transport connections to arrival and departure points such as airports and cruise terminals.
The media release talks of a need for “investigation” and a plan to consult with the community in Grafton – not downriver at the  two communities most affected, Yamba or Iluka.

Despite the claims that Yamba is only a “potential” location, Roads, Freight & Maritime Minister and Nationals MP for Oxley Melinda Pavey blithely announced in the Clarence Valley Independent that the first cruise ship will moor in the Clarence River estuary in October next year:

The NSW Tourism plan outlines a commitment to a Cruise Development Plan over the next 10 years to develop the state’s tourist economy into the future,” Ms Pavey’s office wrote in an emailed response.

“The plan identifies the North Coast as being the most visited regional destination in NSW and the cruise industry offers further opportunities to strengthen that.

“There is considerable interest across industry and community in using the North Coast of NSW as a place for ships to berth.

“In fact, operators are already beginning to look at destinations such as Yamba for smaller cruise vessels. “

On this, Ms Pavey’s office said: “In October 2018, the Cruise Ship Caledonian Sky plans to stop off at Yamba as part of the Australian Coastal Odyssey.”

This will be the small cruise ship Caledonian Sky, a 26 year-old 90m long vessel which has seen better days, with a carrying capacity of 114 passengers.


What Minister Pavey was careful not to point out is that this same small cruise ship ran aground and smashed a wide area of pristine coral reef in Raja Ampat, Indonesian Papua, in March 2017, with the damage area extending 18,882 sq. metres. The majority of this area being heavily damaged and even reefs receiving medium damage only having a 50% chance of survival .

The situation was allegedly made even worse when a tugboat helped pull the vessel to deeper waters.

According to Rappler.com, 14 March 2017:

"JAKARTA, Indonesia (UPDATED) —The government of Indonesia had harsh words for the captain of cruise vessel MV Caledonian Sky, which was responsible for destroying a huge amount of coral reefs in Raja Ampat, Papua.

The damage by Caledonian Sky which was captained by Keith Michael Taylor was devastating and irreparable," said a statement from Djoko Hartoyo of the Information and Law Bureau of the Coordinating Ministry for Maritime Affairs, released on Tuesday, March 14.

"The destruction of Raja Ampat coral reefs which were developed by nature for hundreds of years was done in less than one day by Caledonian Sky and its Captain. It is simply impossible to restore that part of Raja Ampat. Fish that were normally seen in that particular were all gone."

The statement then went on to suggest that Taylor cared little about the destruction he inflicted.

Melinda Pavey’s desire to keep this incident under wraps comes as no surprise, given that this cruise ship would have to navigate a relatively narrow passage past the culturally significant coffee rock reef, Dirragun, which is now covered by Native Title.

Perhaps it is time for concerned Lower Clarence residents to start contacting the minister in order to express their views on her grand plans for the Port of Yamba at:

Taranaki Daily News, 15 February 2013, p.3:

Talking of visitors, we turn to the good folk of the cruise ship Caledonian Sky and their Wednesday visit to New Plymouth. A smartly dressed reporter at this paper had the gumption to approach a pair of these travellers to see what they thought of the city. It didn't quite go according to plan, with the English pair mistaking him for a hawker and rudely demanding identification. Come now, chaps, the reporter didn't ask you for identification. Mind you, it was obvious you were from a cruise ship. The expansive waistlines, white walk socks and boorish behaviour gave it away.

TROBRIAND Islanders have threatened to "block or disrupt" future visits by tourists to protest the alleged dumping of rubbish by cruise ship.

Kudeuli and Wapaya villagers on the island of Kitava, which is part of the famed Trobriand Islands group, have alleged that the cruise ship MV Caledonian Sky dumped bags of rubbish on their beaches after a recent visit.

The villagers took pictures of empty bottles of wine, can drinks and plastic bags which they alleged were dropped off by five dinghies not far from their villages. The rubbish eventually washed up on their beaches while heavy items sank to the bottom of the ocean, the islanders claimed.

The Jakarta Post, 17 March 2017:

Coordinating Maritime Affairs Minister Luhut Binsar Pandjaitan has said the captain of UK cruise vessel MV Caledonian Sky, which recently ran aground in Raja Ampat, West Papua, had previously made a similar mistake, in which his vessel entered shallow waters in Medan, North Sumatra, destroying sea biota in the area.
“We have data on the ship captain’s mistake in Medan,” said Luhut on Thursday.

So how much Centrelink client debt was not debt at all in 2015-16 & 2016-17?


Australian Minister for Social Services Christian Porter is quick to point the finger but often very slow with concrete answers, so it is always a boon when annual departmental reports are published.

In September 2017 the latest DSS annual report was published.

Although carefully disguised in the wording "waived or written off"; by adding the 2016-17 annual report's financial statements together with the previous year’s annual report, one finds that the admitted amount of false client debt generated by Centrelink’s disastrous attempt to match Australian Taxation Office data with its own client records could possibly be as high as $264.645 million over a two financial year period.

As challenging a Centrelink debt letter was a distressing and often extremely difficult obstacle course for many welfare recipients, these hundreds of millions of dollars represent the determination of hundreds of thousands of ordinary Australians to fight back against false claims made on their wallets by government and the besmirching of their reputations.

On 26 October 2017 The Canberra Times reported that; Human Services official Jason McNamara told a Senate estimates hearing that in 202,000 cases where the department finalised the debt amount, 49,000 welfare recipients who received letters since the 'robo-debt' program started in July 2016 were found to owe nothing.

That means that 25.25% of these 202,000 debt notices were false claims as the Centrelink client was found to owe nothing.

In July and August this year Centrelink sent out a total of 114,000 debt letters.

At least est. 28,785 of these letters will probably represent a false claim of debt.

I hope all Centrelink clients who received one of these letters are querying each and every one.

Abbott's love affair with US 'hate group'

In January 2016 sacked former Australian prime minister Tony Abbott addressed a far-right Christian ‘hate group' in New York USA during the parliamentary break, on the subject of family values and marriage.
On 23 October this year the Courier Mail reported:

backbencher and staunch “no” advocate, Tony Abbott has made the decision to return to the US at the end of the month and once again address the Christian right-wing organisation, the Alliance Defending Freedom (ADF).

Defined by the Southern Poverty Law Centre (SPLA) in the US as an anti-LGBTI hate group, the ADF not only supports the recriminalisation of homosexuality — in the US and overseas — but according to the SPLC website, it has also “defended state-sanctioned sterilization of trans people abroad; has linked homosexuality to paedophilia and claims that a ‘homosexual agenda’ will destroy Christianity.”

Abbott states he’s “honoured” to be invited to speak to this group again…..

While his first trip to the US to speak to the ADF last year drew raised brows and concerns, this second trip is obviously timed to ensure Abbott will not only have whatever ammunition he needs to water down any consequent legislation arising out of a conscience vote on SSM, but also demonstrate his zealotry towards another cause that, post being PM and regardless of his party’s position, he’s made his own.

This second time around Abbott once again turned to family values and marriage, with the addition of the same-sex marriage postal survey currently underway.

Offering up gems such as these: 

“Romantic love alone can’t always sustain the life-long commitment and the shared sacrifice for the common good that’s at the heart of marriage. We will all lose, in the brave new world of same sex marriage, if commitment is watered down; and if fewer people marry, fewer couples have children, fewer relationships last, and fewer children have stable homes” 
and 
“Campaigns for same sex marriage and the like are a consequence of our civilizational self-doubt and the collapse of cultural self-confidence. The decline of belief has meant a reluctance to assert principles and a fear of giving offence. We find it hard to say “no” to gays who want to marry; just as we’re finding it hard to say “no” to Muslims who want several wives. We’re reluctant to let Christian parents take their children out of sex education classes; but once the local imam gets involved, I suspect, our cultural diffidence and our double standards might start to run the other way. Here in America, organisations like the Alliance Defending Freedom are a sign that Western civilisation still has its friends. The organisation in Australia, as yet largely informal, as yet basically ad hoc, as yet nameless, that has sprung into being to defend marriage shows that, in my country too, there remain embers of respect for our traditions.

Another Liberal federal politician bites the dust - months after he knew he was in the wrong


By mid-July 2017 Green senators Scott Ludlam and Larissa Waters resigned because they discovered they held dual citizenship and were therefore elected unlawfully to the Australian Parliament. More politicians followed, admitted their standing was in doubt because of dual citizenship.

On 27 October 2017 the High Court of Australia upheld the wording and intent of Sec 44 of the Australian Constitution concerning the ineligibility of dual citizens to nominate for election to the federal parliament.

Former police officer and Liberal Senator for Tasmania Stephen Shane Parry knew he was in trouble from the beginning of this saga in July - after all he was aware his father William Parry migrated from the U.K. in 1951 and lived in Australia for the next sixty-four years until his death.

Yet Parry chose to wait until 31 October 2017 to own up to having sat in parliament unlawfully for the last twelve years and then resign.

ABC News, 1 November 2017:

Liberal senator Stephen Parry has confirmed he is a British citizen and will now resign from the Parliament.
Yesterday, Senator Parry revealed he had doubts about his citizenship status because his father was born in the UK, and emigrated to Australia in the 1950s.
He has now released a statement saying the British Home Office confirmed he is a citizen by virtue of his father's birthplace.
In a letter to his Senate colleagues, he wrote it was "with a heavy heart" he had to inform them he would be submitting his resignation as Senate President and as a Tasmanian senator to the Governor-General tomorrow.

Once again the Liberal Party is not covering itself in glory.

The Age, 2 November 2017:

Communications Minister Mitch Fifield knew for weeks that Stephen Parry could be a dual UK-Australian citizen, but said nothing after the then Senate president confessed to him.

Mr Parry also confided in an unnamed member of the outer ministry about his citizenship concerns. He revealed the concerns after former cabinet minister Fiona Nash referred herself to the High Court.

Fairfax Media has been told Mr Parry was advised not to go public ……
