The Trouble With Water: not a good look for the National Party of Australia



On 1 June 2017 former NSW Minister for Natural Resources, Lands and Water (23 April 2014 - 2 April 2015) and current Nationals MP for Barwon, Kevin Humphries, announced that he will retire at the next state election in March 2019.

In the wake of the 24 July ABC “Four Corners” revelations of large-scale water theft under the Murray-Darling Basin Plan, Humphries has been referred to the NSW Independent Commission Against Corruption (ICAC) by the Labor Opposition.

Hot on the heels of this program came another announcement on 31 July 2017.

Former NSW Minister for Primary Industries (3 April 2011 - 2 April 2015) with responsibility for lands & water and current Nationals MP for Cootamundra, Katrina Hodgkinson, announced her retirement effective mid to late August 2017.

Hodgkinson denies any connection between her sudden retirement and those Four Corners revelations.

However it should be noted that it was on the joint watch of Humphries and Hodgkinson that the position of NSW Water Commissioner responsible for the overall management of the State’s surface water and groundwater resources was axed and the NSW Office of Water was reformed as part of the Dept. of Primary Industry maintaining overall responsibility for accepting and assessing applications to change water access licences and operating the Water Access Licence Register.

High volume water theft appears to have become easier on the watch of these two National Party politicians.

All that would be needed for a trifecta of retiring state politicians associated with water resource policy would be for the current NSW Minister for Primary Industry, Minister for Regional Water and Nationals MLC, Niall Blair, to announce an unexpected desire to spend more time with his family and pursue other interests.

Any further scandal surrounding the management water resources in the NSW section of the Murray-Darling Basin and this may well be a distinct possibility - or even more media coverage like this perhaps?

The Daily Telegraph, 2 August 2017:

A NATIONALS minister is pushing Cabinet colleagues to change irrigation laws to retrospectively justify a decision by his department to give a major political donor and cotton farmer more rights over the precious Barwon-Darling River.

The Daily Telegraph can reveal that Primary Industries Minister Niall Blair is behind a push to alter an element of the Barwon-Darling Water Sharing Plan.

It comes after his department in 2016 overruled what it called “minor” error in the law to grant extra irrigation rights to Brewarrina cotton farmer Peter Harris.

A department briefing, seen by The Daily Telegraph, said the error was impacting on “some users wishing to trade between river sections covered by the plan”.

The briefing was written shortly after Mr Harris was given extra rights.

Mr Harris gave $10,000 to the National Party prior to the 2011 election in combined personal donations and those made by his company.

Its understood an internal Coalition fight has broken out between Mr Blair and current Water Minister Gabrielle Upton , who is resisting the changes. The revelations come as several inquiries have been launched into the alleged water theft on an industrial scale of precious resources across the basin…….

The Daily Telegraph has obtained another document showing that the retiring Ms Hodgkinson changed the water sharing plan to benefit irrigators after lobbying. She was water minister at the time.

In a 2012 letter to lobbyist and cotton farmer Ian Cole, Ms Hodgkinson wrote: “Following consideration of a number of WSP (water sharing plan) matter raised with me, I ­requested the Office of Water to make several amendments which I believe now present a fair and equitable outcome for all.”

The Minister for the Environment and Liberal MP for Vaucluse Gabrielle Upton's obvious reluctance may be due to her appreciation of a change in wind direction within the national electorate on the subject of Murray-Darling Basin water allocations.

The present Deputy Prime Minister and Australian Water Minister, Barnaby Joyce, is also in a somewhat precarious position – less to do with his manifest inadequacy as a federal minister and more to do with his stated motives for seeking to add the water ministry to his portfolio responsibilities.

Santos in the Pilliga could mean light and fugitive emissions pollution for Siding Spring Observatory


The Santos Narrabri Gas Project Environmental Impact Statement (EIS) covering the Pilliga region is on public exhibition until 22 May 2017 and submissions can be made online by concerned individuals until then.

Santos plan to build an 850 coal seam gasfield near Siding Spring Observatory has been submitted to the NSW Govt. They plan to triple the amount of pilot flares and double the amount of huge flares, adding damaging light pollution to our region in defiance of the recent declaration of this area being Australia’s only Dark Sky Park recognised internationally.

This submission has been written to draw attention to the unacceptable impacts of Santos current plan with light pollution from their upcoming 850 gaswells and flares near Siding Spring Observatory. It is a simple solution, as recommended by the NSW EPA to enclose all flares, not just for emissions and cleaner burning, but also to reduce the amount of unnecessary light pollution from giant flames lighting the night sky.

Siding Spring Observatory is Australia’s only unique science research facility using the largest optical telescopes for astrophysics and astronomy. First established in Coonabarabran NSW, on the Warrumbungle Ranges in the 1960’s it was built here because of the dark skies in this region. While there is historic value of this site from telescopes established over 50 years ago, this observatory hosts the largest optical telescopes from national and international universities and research entities. Not only hosting the largest, this site hosts the second, third, fourth, fifth largest telescopes etc in Australia, playing a key role in science research across the Southern Hemisphere. Over 50 telescopes are listed across the site being used by over 30 universities, institutions and private businesses using cutting edge technology, with some of the most advanced telescopes being used is astrophysical research. Future plans include another 50 telescopes to be built on site within the next decade. All this is reliant on keeping the dark sky dark! If this area was to lose the dark sky, this observatory would not be replicated again in Australia, but moved elsewhere in the Southern Hemisphere.

From 2013 onwards light emissions from the Santos gasfield exploration have increased to the point that, just the Bibblewindi large flare and unmanned facility alone, creates more light pollution than the entire town of nearby Coonabarabran with over 3500 people residing there. Santos have listed plans to triple the amount of pilot flares and double the amount of large flares including constructing 50 metre high flare stacks, with an average 30 metre high flame above it. Nowhere do they list the EPAs recommended practice to enclose flares, as has been done in NSW areas such as Gloucester. Enclosing flares is the only acceptable mitigation to protect the scientific community from the unnecessary light pollution they plan to emit. Siding Spring Observatory already has to deal with light pollution from existing mining and regional towns. Even Sydney itself, from over 400kms away can affect research from its light glow.

Santos are a lot closer than this. Every bit of extra light pollution is making it more difficult to continue the leading scientific research, and while each pollute in different levels, most consider they aren’t doing any damage. But it’s the combination with the existing light sources, adding a cumulative effect which is becoming worse as more pollution is created.

In summary, this is a simple fix in this case, as while Santos building infrastructure is willing to comply with shielded lights for buildings, they need to go a step further and enclose all current and future flares as the NSW EPA recommend. It is the only acceptable solution.

Siding Spring Observatory - A Priceless Resource Under Threat

Astronomers at Australia’s world-leading Siding Spring Observatory are becoming increasingly concerned about the potential threat to the observatory from adjacent coal seam gasfields. 

So much so that leading astronomers Robert McNaught and Malcolm Hartley have taken their protests directly to Santos.

Astronomer McNaught commented, “To put at risk the world class status of Siding Spring Observatory is both illogical and galling. It’s also infuriating that community concerns are being trampled upon by both government and industry.” 

The threat of light pollution from gas flares and infrastructure (expected to equal that of a reasonable sized town) and the increase of particulates in the air from flares, increased traffic on unsealed roads and clearing, has prompted the protest against Santos.

Other concerned astronomers and the community of Coonabarabran are united against coal seam gas (CSG) developments in the area.

The iconic observatory has been an important scientific tool and economic boon for the Coonabarabran area and Australia for over 50 years, with 30,000 visitors annually, many of them school children and family groups. About $5 million dollars is injected into the local economy each year.

The Federal Government has highlighted the protection of the observatory as one of the key areas it will be looking at in the Environmental Impact Statement of the Narrabri Gas Project, because of its importance to the regional economy and the national astronomy sector.

The site was chosen due to its high elevation, low humidity, non-turbulent atmosphere, clean air and clear night skies. These attributes bring astronomers from around the globe.

Siding Spring is the largest optical astronomy research centre in Australia, now with 47 Australian and international telescopes, and with more international and local research institutes looking to expand, including Japan and the US. 

More than $100 million worth of research equipment is located at the observatory.

Siding Spring employs many technical and maintenance staff, with around 40 living in Coonabarabran and another 50 (not including astronomers) living in Sydney and Canberra.

The observatory has been integral in the discovery of many comets, asteroids and galaxies and is renowned throughout the world.

Recent discoveries include the oldest known star, the largest comprehensive mapping of the universe in the world, and an intensive study of the closest known super nova.

The Siding Spring Observatory survived destruction during bushfires in 2013 and is now under threat by the proposed Santos coal seam gas developments in the Pilliga Forest and future expansion into other PELs including the Liverpool Plains and Coonabarabran itself.

The threat to Siding Spring Observatory is just one of many issues created by proposed Santos CSG developments that have led to community solidarity against Santos in Coonabarabran and opposition in the surrounding area.

As well as light pollution, astronomers are concerned that material dispersed from mining operations will be corrosive to telescope lenses. Siding Spring has around 50 high-grade telescopes pointing at the heavens.

Peter Small, who provides technical support for Siding Spring, said an existing mining operation at Boggabri already gives off more light than the neighbouring towns of Narrabri and Gunnedah.

“We get light pollution from that – we even get light pollution from Sydney, which is 400km away, so you don’t have to be that close,” he said.

“This will reduce visibility. If there’s light pollution from anywhere, never mind about the gasfields, this site becomes unviable. It would shut down and all those local jobs would be lost.

Climate change, farming, food & families in Australia


“The price, quality and seasonality of Australia’s food is increasingly being affected by climate change with Australia’s future food security under threat….

Australia’s food supply chain is highly exposed to disruption from increasing extreme weather events driven by climate change, with farmers already struggling to cope with more frequent and intense droughts and changing weather patterns.” [Climate Council, October 2015]

It used to be said of Australian families that generally they were only one generation away from the farm and it used to be noted that in the suburbs spreading out from major metropolitan areas in the 1950s and 60s these families lived in relatively small houses on quarter acre lots.

Families then were still close enough to the means of food production to understand the importance of both climate and weather and often supplemented the family diet with chooks in the backyard, along with a couple of fruit trees and a vegie patch. In outer metropolitan and regional areas there was often a rain water tank attached to the house long after town water became available.

Australia is one of only a handful of countries that produces more food than it consumes and most Australians have access to an abundant and safe food supply. But Australia is also considered one of the most vulnerable developed countries in the world to impacts of the changing climate. Rising temperatures, increased frequency and intensity of extreme weather events, and declining water availability in some of our most important agricultural regions pose significant risks for the nature, distribution, quality, and affordability of our food supply. At the same time, the Australian and global population continues to grow, competition for arable land continues to intensify, and our natural resource base continues to degrade, placing ever-increasing demands on food production systems.

Up to 70% of Australia’s wine-growing regions with a Mediterranean climate (including iconic areas like the Barossa Valley and Margaret River) will be less suitable for grape growing by 2050. Higher temperatures will continue to cause earlier ripening and reduced grape quality, as well as encourage expansion to new areas, including some regions of Tasmania.

Many foods produced by plants growing at elevated CO2 have reduced protein and mineral concentrations, reducing their nutritional value…..

Australia is projected to be one of the most adversely affected regions from future changes in climate in terms of reductions in agricultural production and exports.

Climate impacts on agricultural production in other countries will affect our competitiveness, especially if warmer and wetter conditions elsewhere boost production of key products such as beef and lamb.

This report noted:

Ø    Harsher climate conditions will increase use of more heat-tolerant breeds in beef production, some of which have lower meat quality and reproductive rates.

Ø    Heat stress reduces milk yield by 10-25% and up to 40% in extreme heatwave conditions.

Ø    The yields of many important crop species such as wheat, rice and maize are reduced at temperatures more than 30°C.

Ø   Climate change is increasing the variability of crop yields.

Ø    Food prices during the 2005- 2007 drought increased at twice the rate of the Consumer Price Index (CPI) with fresh fruit and vegetables the worst hit, increasing 43% and 33% respectively.

Ø   Cyclone Larry destroyed 90% of the North Queensland banana crop in 2006, affecting supply for nine months and increasing prices by 500%.

Ø   The 2009 heatwave in Victoria decimated fruit crops, with significant production losses of berry and other fruit crops.

Ø   There is typically less than 30 days supply of non-perishable food and less than five days supply of perishable food in the supply chain at any one time. Households generally hold only about a 3-5 day supply of food. Such low reserves are vulnerable to natural disasters and disruption to transport from extreme weather.

Ø    During the 2011 Queensland floods, several towns such as Rockhampton were cut off for up to two weeks, preventing food resupply. Brisbane came within a day of running out of bread.

Perhaps it’s time to pick up the phone and call your local state and federal members of parliament to ask them what they and their political party are actually doing - by way of implemented policies and/or legislation - to protect your family’s food and water security now that climate change is a fact of life.
