NSW Deputy-Premier, Minister for Regional New South Wales and Liberal MP for Monaro, John Barilaro, ignores council and communities strong opposition to mining within the Clarence River catchment area

Clarence Valley Council’s only declared politically-aligned councillor, Greg Clancy, tabled a motion at yesterday’s March 30 CVC meeting, to restate CVC’s anti-mining stance.


At the November 24, 2020, CVC meeting, councillors voted six to one (Cr Baker was opposed and councillors Williamson and Kingsley were absent) to “oppose mining in the Clarence River catchment”.


Councillor Clancy’s motion – tabled after the Independent’s editorial deadline – is a response to Deputy Premier John Barilaro’s letter to CVC, which rejected CVC’s plea to impose a moratorium on mining in the Clarence Valley’s river catchment.


Following the November decision, CVC wrote to Mr Barilaro, NSW Minister for Energy and Environment Matt Kean, state Member for Clarence Chris Gulaptis and federal Member for Page Kevin Hogan – Mr Barilaro responded on behalf of himself and Mr Kean; Mr Gulaptis and Mr Hogan had not responded, according to CVC’s meeting papers.


Councillor Clancy’s motion sought to “thank” Mr Barilaro “for his response on behalf of the Minister for Energy and Environment Matt Kean”, and to “advise that CVC was not seeking an explanation of the process of developing mining in the Clarence Valley, but was advising the state government of its strong opposition to mining in the Valley”.


The rest of his motion stated: “Advise [Mr] Barilaro that the council, representing the community’s strong opposition, is seeking support for the Clarence Valley to be identified as a no-go zone for mining due to its almost unique natural and cultural values, many of which depend on the Clarence River, and which support essential and valuable industries contributing to the local economy;


Write to the Premier of New South Wales, Gladys Berejiklian, advising her of Council’s resolution and seeking her support for a moratorium on mining in the Clarence Valley;


[and], write to the adjoining councils that have responsibility for areas draining into the Clarence River catchment requesting that they support council’s stand and ask them to pass resolutions to oppose mining in areas affecting the Clarence River catchment.”…...

In last week’s story, ‘Greens councillor revisits CVC’s anti-mining stance’, the Independent outlined a motion put to the March 30 Clarence Valley Council (CVC) meeting, however, the motion was deferred to the April meeting.


Councillor Greg Clancy withdrew his motion when it became apparent that time was running out as Councillors discussed technical issues regarding how the motion should be put.

Deputy Premier John Barilaro and the National Party continue laying waste to regional New South Wales

 

NSW Deputy Premier, leader of the 18 member parliamentary National Party and Minister for Regional New South Wales, John Barilarosits atop a portfolio which holds in its departmental domain an est. 40 per cent of all NSW residents, in around 99 local government areas which produce approximately one-third of the total NSW gross state product.


Barilaro has gathered his own party members as minsters with responsibilities within the department - Nationals MLA for Northern Tablelands and Minister for Agriculture and Western New South Wales Adam Marshall and Nationals MLC and Minister for Mental Health, Regional Youth and Women Bronnie Taylor.


There does not seem to be a NSW Liberal Party politician within cooee of the relatively new 'purpose built' regional department.


The only function NSW Premier and Leader of the much larger parliamentary Liberal Party, Gladys Berejiklian, appears to now have with regard to those regional areas of the state is to act as a rubber stamp of approval for Barilaro's wishes - apparently out of fear he may still follow through on his threats to destabilise the state government.


There is little doubt that Berejiklian was weakened by the barely disguised guerrilla war Barilaro conducted (after losing the battle to amend the Land Services Act) using mainstream media as his weapon.


This is the current state of play à la Barilaro when it comes to forests and biodiversity in regional NSW.....

More than 62% of harvestable native forests were damaged in the catastrophic 2019-20 bushfires, according to the NSW government’s own records. Up to 10% of native hardwood forests were lost. Nearly 3 billion animals were killed or displaced, with about 8,000 koalas incinerated on the mid north coast of NSW alone. Some 113 animal species were identified as the highest priorities for urgent management intervention.


Despite this unprecedented damage to forests and wildlife, Deputy Premier John Barilaro is determined that industrial-scale logging will continue in NSW’s burnt and unburnt forests.


When the Environment Protection Authority sought a voluntary halt to logging in a number of state forests in March last year, after intervention by John Barilaro, the NSW Forestry Corporation rejected the request. Barilaro also holds the portfolio of Regional New South Wales, Industry and Trade, which covers the timber industry.


The EPA report says logging continued “because John Barilaro asked the [Forestry Corporation] to deliver on contractual obligations”.


Moreover, in the latest round of bushfire recovery pork barrelling announced by Barilaro, he awarded more than $38 million of the $177 million to timber/forestry projects.


These grants came on top of some $46 million that Barilaro’s Department, Regional NSW, awarded to the Forestry Corporation under bushfire recovery measures for urgent infrastructure repairs, nursery expansions and replanting the forest.


Barilaro’s Department of Regional NSW claims that forestry and related industries are responsible for more than 22,300 jobs.


Yet a 2016 report by The Australia Institute estimated that just 600 people were directly employed in the industry. The TAI report also put the economic losses of the native forest industry in NSW at $79 million over the past seven years, meaning that not only are taxpayers propping up an unviable industry, they are also propping up an industry that is adding to environmental destruction.


The Forestry Corporation also rejected a plea from the EPA for extra site-specific conditions to protect koalas.


Environment Protection Authority review


Four months ago, in September 2020, the EPA published a review it had commissioned from Dr Andrew Smith, an acknowledged expert in forest planning and management.


His review was the result of a consultation between the EPA and the Forestry Corporation to develop a suite of site-specific operating conditions to manage environmental risks associated with timber harvesting in burnt landscapes – a result of a “critical shortage of timber” after the bushfires.


Dr Smith’s findings were concerning. In particular Dr Smith noted:

  • Recovery times are likely to be up to 45 years for the koala and 20-120 years for the Greater Glider and Yellow-bellied Glider.


  • Fauna populations are at risk of elimination by timber harvesting under the normal Coastal Integrated Forestry Operations Approvals and cause catastrophic population decline in species such as the Koala, Greater Glider and Yellow-bellied Glider.


  • There should be a halt to logging of all unburnt and lightly burnt forests within the net harvest area for 12 months.


But the Forestry Corporation rejected his recommendations and advised the EPA that it intended to return to harvesting in September 2020 as it is “legally obliged to do so in order to meet supply commitments”.


Scientists, conservation organisations, and local communities are appalled by ongoing logging of burnt forests at a time when NSW native forests and wildlife need time to recover. Indigenous rights of native title holders whose land includes forests are also  ignored.


Vulnerable and endangered species


The Forestry Corporation also approves its own harvest plans and is responsible for reporting non compliance.


An analysis of the harvest plans on the Forestry Corporation’s website demonstrates that almost every wildlife species included in logging plans for the north-east forests is either listed on the schedules of the Biodiversity Conservation Act or the Commonwealth EPBC list as vulnerable and endangered species.


Recommended recovery plans have not been developed as required and a significant number of affected species are under consideration for upgrading to endangered status by the Federal Threatened Species Scientific Committee.


NSW shuts down opposition


The Berejiklian government has also gone to great lengths to ensure no legal challenges can be mounted to prevent this industrial scale logging of NSW forests and the loss of biodiversity. The Premier’s actions strike at the heart of democracy…..

NSW Deputy Premier & Nationals MP for Monaro John Barilaro proves once again that he doesn't understand that mining & overdevelopment has marked downsides for communities in north-east NSW


On 3 February 2021 NSW Deputy Premier, Minister for Regional New South Wales, Nationals MP for Monaro and apologist for unrestrained land clearing, logging of our remaining native forests, barely regulated urban development and mining in sensitive water catchments, John Barilaro, relaunched the government’s three-year-old 20-Year Economic Vision for Regional NSW at Sanctus Brewing Company, in Townsend in the Lower Clarence Valley.


Now that so-called economic vision for the North Coast originally relied heavily on expansion & diversification of tourism and agriculture – but with Barilaro’s ‘vision refresh’ of this 20-year plan he is now pushing the barrow for his mineral ore mining, coal seam gas drilling, native timber logging and land developing mates.


Under the guise of a state government response to the CVOVID-19 pandemic the push to overturn the moratorium on coal seam gas mining in the Northern Rivers region from the Clarence Valley up to the NSW-Qld border no longer talks of “gasfields” but hides the intent behind the terms “resources for regions” and the stealthy push to divert Clarence River catchment water is secreted behind the term “water security” and a Mole River dam.


Last year north-east NSW discovered one of the legislative mechanisms Barilaro plans to use to lay waste to this region and it wasn't pretty - involving as it does the possible extinction of a unique Australian species, the Koala.


His speech of 3 February 2021 confirms he still intends to lay waste.

Deputy Premier John Barilaro kindly allowed the Independent to ask two questions before he adjourned to the media wall, where the press corps awaited.


GH: In November 2020, Clarence Valley Council resolved to, and I quote, “oppose mining in the Clarence River catchment [and] … seek the support of both state and federal governments, to impose a moratorium on further mining exploration licences and to cancel existing licences”, largely due to the threat it poses to the Clarence River (the lifeblood of the valley’s key industries, tourism, agricultural and fishing): how will the NSW Government protect the valley’s tourism, fishing and agricultural sectors from any potential mining disaster if the government continues encouraging miners to explore for minerals that will be in demand as we transfer towards renewable energy?


JB: If you were listening to what I said earlier, that is going to happen naturally. We’ve always had coexistence with mining, agriculture [and] our coastal and environmental habitats – we’ve always done this, protect the environment and find ways to do it. The whole mining world is going to change in time; we’ll go with that. We’ve identified where coal mining will continue in this state; other areas have been ruled out. It was our party that ruled out coal seam gas.


GH: The minerals of interest in the Clarence Valley are those you spoke about regarding renewables.


JB: And it’s very possible, but you talk about mining in a way that it is bad, that it can’t be done in a safe way. So my answer is we’ll continue to do what we’ve always done: work with the communities, work with the mining sector and make sure that we only mine in areas we are comfortable with.


GH: But I said it was Clarence Valley Council that made the [no mining decision] decision.


JB: Sorry, I missed that.


GH: And soon there will be a 10,000-plus signature petition tabled in parliament on the issue, from local people.


NOTE: Mr Barilaro made no comment regarding the petition.


GH: You also talked about keeping kids in the community. Your ‘Economic Vision for Regional NSW’ emphasises moving more people into the regions, however, yesterday’s ABS figures show there has been a record amount of city to region migration. This, in turn, has exponentially increased property prices (as MC Mat Moran alluded to in his speech), which, in turn, increases the cost of rental properties. Given that people in the regions earn substantially less than their city counterparts, how will the government address the property market imbalance as cashed-up city dwellers purchase properties and make it harder to find affordable accommodation or purchase property in certain regions?


JB: With property comes jobs, with industry comes jobs. You want to attract more people into the regions; councils have got to unlock more Greenfield sites, more supply, to put downward pressure on prices. What we’ll do and have always done…. And I’ve been speaking with the planning minister about his work with local government, about the supply side of the development arm of residential property. The reality here is we want to see the future of the regions grow; to do that you have to attract the people to the regions. Otherwise, government services are cut, or government services are not invested in – this is the fine balance. I’m not going to limit the opportunities for the regions because we have an issue around the price of property, when we know we can resolve that through more Greenfield sites. Again, good planning gives better outcomes.


GH: So it’s a long-term strategy?


JB: Yes, long-term, thank you.

One of the looming threats to NSW forests in 2021


Hunter Energy Limited, formerly Hunter Energy Pty Ltd, was registered on 6 March 2018.


Its current spokespersons appear to believe that cutting down native forest to supply a power plant with biomass is a “closed loop” with no cilmate or environmental consequences.


However, according to the U.S. Energy Information Administration; “although the CO2 released from biofuel or bioenergy combustion is assumed to be fully accounted for by the uptake of carbon during the growth of the feedstock used to produce the biofuels or bioenergy…..analysts have debated whether the increased use of biomass energy may result in a loss of terrestrial carbon stocks and foregone future sequestration by natural vegetation. The initial loss of carbon stocks in natural vegetation cleared to grow biomass feedstocks and the foregone future removal of CO2 are not captured in energy sector emissions.”


Dependent on species, it would probably take 25 years for a single tree to store est. 400 to 544 kilograms of carbon dioxide. Eucalypts reaching 8 meters in height might store up to 1 tonne of carbon


So when one is cut down after 25 years and burnt that’s basically how much initial greenhouse gas emissions are released back into the atmosphere from the tree itself – where emissions will remain until 25 years later when hopefully another tree has survived long enough to store a similar amount of carbon.


Multiple that first tree by the up to 1.8 to 3 billion 25 year-old trees estimated to be annually required to feed Hunter Energy’s proposed Redbank Power Station fuelled by biomass and, one begins to see that biomass-generated power is not a closed system at all – it is simply one predicated on at best naked hope and at worst a complete denial of climate change realities regarding Australian native forest tree growth.


Nevertheless, the Berejiklian Coalition Government under blackmail threat by Deputy-Premier and Nationals MLA for Monaro John Barilaro, will push ahead with legislation which allows biomass logging in north east New South Wales.


Logging which would lead inevitably to the destruction of our remaining closed-cover mature native forests.


In this Barilaro will be aided and abetted by NSW Nationals MLA Chris Gulaptis and Nationals Federal MP for Page Kevin Hogan.


BACKGROUND


According to Wikipedia:


On 5 October 2013, Redbank Energy’s wholly owned subsidiary Redbank Project Pty Ltd (Redbank Project) was notified by its secured lenders of the appointment of receivers to Redbank Project, Redbank Construction Pty Ltd and the shares in Redbank Project held by Redbank Project Holdco Pty Ltd,[5] with debts of $192 million.[6]

In Oct 2014, receivers KordaMentha announced immediate closure of the Plant with its remaining assets including the turbine, generator and plant and equipment to be sold.[7]

On 17 September 2015 Redbank Energy (REL) announced that its wholly owned subsidiary, Biogreen Energy Pty Limited (Biogreen), had purchased the land, plant and equipment and water rights owned by Redbank Project for $5 million, but that it intended "to commence the work to raise the funds necessary to recommence the operation of the Redbank Power Station".[8][9]

On 25 August 2016 Redbank Energy issued the following statement to shareholders via the ASX. "In response to shareholder enquiries, Redbank Energy Limited (ASX: AEJ) (REL) wishes to provide the following market update. Unfortunately, REL will be removed from the ASX official list on 29 August 2016. The immediate catalyst for delisting will be the non-payment of the 2016/17 ASX annual listing fee, which falls due on 27 August 2016. The reason for REL not paying the 2016/17 ASX listing fee is because REL will automatically be suspended on 9 October 2016 due to continual suspension." Redbank was subsequently delisted from the close of trading on Monday, 29 August 2016 pursuant to Listing rule 17.15.[10]

On 10 April 2018, Fairfax Media announced that the power plant could be restarted in Q1 2019 to provide cheap off-the-grid power for blockchain mining applications.[11]

This time Redbank will be housed in a new company called Hunter Energy, which was set up by a bunch of former Australian Power & Gas execs, and acquired Redbank in 2018. (It is run by Richard Poole, a former investment banker and Cascade Coal director).


Hunter Energy has turned the dormant Redbank into a "green energy power plant", according to marketing materials in front of potential investors, able to produce enough energy to power 200,000 to 250,000 homes using waste biomass for fuel.


Hunter Energy wants to switch the plant on by the end of this year to provide what it says would be around the clock and reliable baseload power with zero net emissions….

As glaciers, ice sheets, and the poles continue to melt due to the human impacts on the environment it is bordering on criminal for the Australian and NSW governments to be supporting the increase of CO2 in the atmosphere, let alone clearing and burning trees for biomass energy production.


According to studies being done on the East Antarctic Ice Sheet reported in phys.org it is becoming clear ‘that increasingly warming climate, as expected for the near future, the East Antarctic Ice Sheet could be less stable than previously thought’.


The future melting of polar ice sheets and the associated rise in global sea level as a consequence of climate change will have a substantial impact on low-elevation coastal areas.’


Yet the Federal government is promoting a gas led COVID-19 recovery, the NSW government has facilitated the approval of the Narrabri Gas Project, and the biomass Redbank Power Station near Singleton appears to be planning a reboot.


The imminent rebooting of the mothballed Redbank Power Station (near Singleton) with north-east NSW’s forests will make it Australia’s most polluting power station and an existential threat to the future of our children and wildlife,’ according to the North East Forest Alliance (NEFA).


According to NEFA Hunter Energy is currently seeking expressions of interest for timber from across north-east NSW to fuel their Redbank Power Station, with plans to restart the facility in mid-2021 fed by native forests to make it one of world’s ten biggest biomass power plants.


The claims are that it will power 200,000 homes, which was identified in 2017 North Coast Residues Report as requiring one million tonnes of biomass to be taken from north-east NSW’s forests and plantations each year, with 60 per cent of this coming from private forests,’ said NEFA spokesperson Dailan Pugh.


This is sheer madness as burning this volume will release some 1.8 million tonnes of CO2 into the atmosphere each year to fuel climate heating, increased droughts, heatwaves, and more intense bushfires, while increasing forest degradation and hastening species extinctions.


The community needs to urgently speak up to stop the NSW and Commonwealth Governments from allowing this environmental disaster,’ Mr Pugh said.


NEFA have said that biomass is even more polluting than coal and releases up to 50 per cent more CO2 to generate the equivalent amounts of energy.


Then there’s all the CO2 released by machines during logging and in hauling the wood from across north-east NSW to Singleton,’ said Susie Russel from NEFA.


It will be a nightmare for rural communities with thousands of extra trucks plying narrow rural roads, crossing small deteriorating bridges, passing through peaceful villages and then roaring down the Pacific Highway to Redbank.


This will be subsidized by taxpayers under the pretense that burning trees is renewable energy as the trees will regrow and decades or centuries later take up the carbon released by burning them.


We are in a climate emergency and cannot afford to spew millions of tonnes of additional carbon into the atmosphere at a time when we need to be urgently reducing atmospheric carbon, and we need to leave our trees alive to do it as they are the only viable means of carbon capture and storage,’ Ms Russell said.


Mr Pugh continued, ‘Our suffering forest wildlife will be impacted most severely as forest degradation skyrockets with all those previously uneconomic trees taken……


NEFA have said that biomass is even more polluting than coal and releases up to 50 per cent more CO2 to generate the equivalent amounts of energy. [my yellow highlighting]

Upon re-start, Redbank will be one of the largest green baseload renewable energy providers in NSW and the ONLY existing facility capable of providing urgently required green 24/7 baseload power, adding to grid stability.

Calls to halt new logging in bushfire impacted areas in New South Wales are not going away

 

Matters are not going exactly to plan for NSW Deputy-Premier, Minister for Regional New South Wales and Nationals MP for Monaro, John 'Barracuda' Barilaro.


With only another four weeks to the end of 2020 his timetable for legislative and regulatory changes, allowing farmers and developers to commence virtually unregulated clearing of native trees and vegetation before state parliament and local government return from the two-month holiday break, is now seriously behind schedule.


Neither mainstream nor social media has let go of the idea that it is environmentally destructive to be logging already bushfire-impacted forests and clearing what remains of koala food and shelter trees in the face of a looming extinction crisis and increasing climate change.


And when it comes to the Premier, despite his best efforts Barilaro hasn't managed to weaken her enough to cause a parliamentary leadership challenge in the NSW Liberal Party.


He is not yet the kingmaker he so obviously wants to be, even though he is casting less than subtle hints across the paths of journalists that Gladys Berejiklian is off her game, tired, making mistakes and that "A break would do her good" .

More than 60 per cent of North Coast forests and 80 per cent of South Coast forests were burnt in the 2019–20 black summer fires. Since that point issues around the management and logging of these and other forests have been highlighted and ‘the Guardian has revealed that the Natural Resources Commission (NRC) will likely be engaged to conduct a review to “consider the standards that should be in place for forestry operations after bushfires.”,’ said Independent NSW MLC Justin Field.


Mr Field has called on the NSW government to give an undertaking to NSW coastal communities that new approvals for logging in the state’s badly burnt public state forests will not be approved until a review by the state’s Independent NRC is completed.


It’s one year to the week since the devastating Currowan fire took hold on the South Coast. The community always understood business as usual wasn’t possible after the fires but the politics has been slow to move and a lot of damage has been done,’ said Mr Field.


This review is a political fix to try to find a circuit breaker in what has been an escalating public conflict between John Barilaro’s department and the NSW EPA. The NRC are effectively being asked to be the arbiter in this disagreement.


Logging breaches


In part this review is in response to numerous EPA stop-work orders and investigations into breaches by Forestry Corporation under the burnt forest logging rules.


I am seeking an undertaking from the Government that new approvals for logging in bushfire affected forests will not be granted until we’ve seen the outcome of the review,’ Mr Field said.


The review comes after a public dispute between Deputy Premier John Barilaro’s Department of Regional NSW and the NSW Environment Protection Authority over the ‘site specific operating conditions’ the EPA had put in place to minimise environmental damage of burnt forest logging,’ says Mr Field.


The dispute had led to the EPA warning Forestry Corporation that plans to move back to logging under pre-fire conditions would likely breach the NSW Forestry Act which requires ecologically sustainable forest management practices. ‘


Local Greens Member for Ballina Tamara Smith told Echonetdaily that, ‘The Greens oppose logging in native forests on a good day, let alone after catastrophic bushfires and the subsequent destruction of wildlife and biodiversity on an unprecedented scale in NSW last summer.


I and thousands of environmentalists begged the government to send in ecologists after the fires last summer not loggers, but they did any way.


The idea that with 1.7 degrees of global warming already locked in that logging of native forests is even on the table is the kind of environmental vandalism that future generations will study as pivotal to sealing a fate of extinction for koalas and platypus and countless other species,’ said Ms Smith…...

NSW’s EPA has issued stop-work orders to the state-owned Forestry Corporation for breaches 
of its licence in bushfire-hit forests on the north and south coasts.

The New South Wales government is planning a review of forestry operations in bushfire-hit coastal regions as tensions mount between the environment regulator and Forestry Corporation. 


The review, which is still to be formally commissioned, will probably be carried out by the state’s Natural Resources Commission (NRC), government sources have told Guardian Australia. 


The state’s Environment Protection Authority (EPA) has issued the state-owned Forestry Corporation with a series of stop-work orders this year for breaches of its licence in bushfire-hit forests on the south and north coasts. 


Last month, the EPA started five prosecutions against Forestry Corporation in the land and environment court for alleged breaches of its licence in a forest near Coffs Harbour. 


Because of the destruction caused by the bushfires, the EPA had set stricter standards for logging operations covered by the coastal integrated forestry operations approval (IFOA). 


The EPA’s application of the post-bushfire rules has frustrated the industry and the Department of Regional NSW wrote to the agency in September to say forestry believed environmental protections set out in its approval remained adequate after the fires. 


But MPs and residents of coastal NSW have been dismayed at the logging of fire-affected habitat given the scale of disaster and its effect on threatened plants and animals, including koalas. 


The planned review will consider the standards that should be in place for forestry operations after bushfires and try to chart a path back to the use of the coastal IFOA. 


The NRC provides independent advice to government and was the agency that delivered the report on the Barwon-Darling water-sharing plan, which found the riverine system was in crisis. 


The independent MP, Justin Field, who is based on the south coast, asked the forestry minister, John Barilaro, about the “now-public dispute” between the EPA and regional NSW and what the government was doing to ensure forestry operations were ecologically sustainable. 


Field told Guardian Australia the NRC “will effectively be the arbiter in the disagreement between Forestry Corporation and the EPA over what logging could sustainably happen in burnt forest”. 


“This is in response to numerous EPA stop-work orders and investigations into breaches under the burnt forest logging rules,” he said. 


“I welcome this review. The public has recommended that business as usual after the fires is not possible.” 


He said an independent assessment of the impact of logging on burnt forest and wood supply was appropriate. 


“I hope this leads to a conversation about a transition away from public native forestry to plantations and private land forestry.” A spokesman for Barilaro would not confirm a formal review......
