It's pretty tough when even your so-called mates cannot get your name correct

Such was the level of mirth at the table of knowledge at the local watering hole yesterday a couple of the lads were thinking seriously they'd need to ring 000 and get an ambulance to take a few of their mates to the local hospital with instructions they have their sides sewn up - you see, they were splitting their sides while laughing after they read a piece in Monday's Daily Examiner.

The piece, titled Weekly Whispers, carried a copy of part of a NSW Farmers Association's notice of a meeting of its Grafton Branch. According to the notice, the special guest at the meeting would be Clarence MP Steve Gulaptis. 
Yep, that's right Steve Gulaptis!

In some circles the current Member for Clarence is referred to as Mr Walker (a.k.a The Phantom).

NSW Nats MP Chris I will not will let you down Gulaptis was born in West Australia and now lives in Maclean in the Clarence Valley.
Two facts which shoulld be firmly fixed in his 57 year old noggin by now.
So what's this doing on his Facebook page? Is he saying he was born in The Scottish Town?

Twitter offers up a political ghost to follow

Last week Twitter made this helpful offer to follow a ghost.

This is hardly Twitter's fault because disgraced former Nationals MP Steve Cansdell refuses to alter the profile attached to his inactive but visible Twitter account @stevecansdell.
No wonder that, almost seven months down the line, some voters in Clarence are confused about who represents them in the NSW Parliament.

Pacific Highway politics - now and then. According to NSW North Coast MPs and others

Recently Commonwealth-State funding arrangements for Pacific Highway upgrades have been in the news, with the NSW O’Farrell Government waxing eloquent about the alleged unfairness of the Federal Gillard Government.

Even though the NSW Premier has known for at least ten months that funding provisions in the AusLink agreement were going to be enforced by the Federal Government.

A tendency to point the finger, assign blame and pass the buck appear to be prominent character traits of Australian politicians of all political persuasions - as illustrated in the quotes below.

However current and past Nationals MPs Fraser, Gulaptis, Hartsuyker and Causley, both in and out of government, have raised this tendency to an art form - ignoring as they do the terms and conditions of successive AusLink Memorandums of Understanding between the Commonwealth and NSW, commencing during the initial terms of the Federal Coalition Government led by John Howard and the NSW Labor Government led by Bob Carr.

NOW

Here is the NSW Nationals Coffs Harbour MP and Assistant Speaker Andrew Fraser on 22 February 2012 according to that NSW Hansard:

I move:
That this House calls on the Commonwealth Government to agree to maintain the historic 80:20 Commonwealth-State funding formula to ensure the completion of the Pacific Highway upgrade by 2016.

This is NSW Nationals Clarence MP ‘Steve’ Gulaptis popping up in support on the same day:

…Those on the other side should be encouraging their cohorts in the Federal Parliament to agree to the 80:20 split so that we can meet that 2016 deadline. I commend the motion to the House.

While this is Federal Transport Minister Antony Albanese according to ABC Mid North Coast NSW on 1 March 2012:

The New South Wales government says it cannot afford a 50-50 split and the 2016 duplication deadline may have to be shelved.

It wants the Federal government to pay 80 per cent of the project costs.

But minister Anthony Albanese says that's not the deal that was agreed on.

"It's in writing, it's part of the Auslink agreement developed by the Howard government 50-50 funding.”

THEN

The Northern Rivers Echo reporting on NSW Nationals Clarence MP Steve Cansdell on 14 March 2011:

The National Party’s Steve Cansdell has also made a similar promise to have a major upgrade of the Pacific Highway completed by 2016.

On 27 October 2009 NSW Nationals Coffs Harbour MP Andrew Fraser was calling on the NSW Government:

The Pacific Highway is a state road that effectively causes the loss of one life a week. The state government should pour the money it receives from the increased registration charges for heavy vehicles back into regional roads.

While Federal Nationals Cowper MP Luke Hartsuyker was saying in the House of Representatives on 27 February 2006:

that the Pacific Highway is a State road designed, built, owned, and maintained by the New South Wales State Government;

And again on 8 February 2006

The Pacific Highway, of course, is a New South Wales state government road, designed, built, owned and maintained by the New South Wales government. It does receive substantial funding under AusLink…..

With the NSW Roads and Traffic Authority stating in 2006:

The Pacific Highway between Newcastle and Brisbane forms part of the Australian Government's AusLink National Network.

This was NSW Labor Minister for Roads Joe Tripodi  answering a question in the Legislative Assembly concerning the Howard Government’s Auslink agreement on 14 September 2005:

The NSW Government was forced to sign up to the Federal Government s Auslink agreement on roads and transport funding or risk losing Federal roads funding altogether.

(1) and (2) The NSW Government had been trying to negotiate a better deal for the State, but the Federal Government had refused to budge.

The bottom line is that signing this agreement means NSW has to pay an extra $298 million for roadworks but not signing would have cost us $940 million. This is because Auslink means the States have to foot the bills for maintenance and safety works which used to be funded by the Commonwealth.

It was either sign up and get some funding or don t sign and get nothing.

Under the Auslink agreement, the Federal Government reduced funding levels for maintenance, and stops the funding of safety and urgent minor works.

Further back, this was the Federal Nationals Page MP and member of the Howard Government Ian Causley speaking at the Pacific Highway Summit on 13 May 2005 regarding federal government plans to create Auslink and implement the National Land Transport Plan:

Project costs will be shared with the State Government, 50/50 agreement has been requested.

GIVING WIKIPEDIA THE FINAL WORD

Pacific Highway:

The Pacific Highway was never part of the Federally funded system of National Highways. This appears to be because when the Commonwealth funding of the 'national highway' system began in 1974, the longer New England Highway was chosen rather than the Pacific Highway as the Sydney–Brisbane link due to its easier topography and consequent lower upgrade costs.
Yet the highway was undeniably heavily used by interstate traffic and its upgrade was beyond the resources of the New South Wales Government alone. The NSW Government and the Commonwealth Government argued for years about how the responsibility for funding the highway's upgrade should be divided between themselves, only coming up with a mutually acceptable upgrade package just after the 1996/1997 financial year. The Highway is now part of the AusLink National Network and new projects are funded 50/50 by the Federal and State governments.

Cansdellgate - up to episode 10001 and there's more to come

A correspondent to The Daily Examiner has thanked the paper for running a piece last week (Was it the ghost of Steve? 29/2/2012) about Hansard inadvertently showing the former and disgraced MP for Clarence Steve Cansdell as having voted in parliament recently, despite the former MP having hastily resigned from parliament as a consequence of failing Stat Decs 101.

FUNNY STORIES

Thanks for your funny story about how Steve Cansdell still gets to have his vote recorded in the NSW Government six months after he resigned.

Would be even funnier if it wasn't serious.

Nevertheless, I'm sure there are some other funny stories with which you can entertain readers no end, by adding a little detail.

Firstly, isn't it funny that Mr Cansdell is still driving when he supposedly lost his licence due to losing all points as a serial speeder?

Secondly, who owns the car?

Wouldn't it be funny if the NSW Government has forgotten to repossess it?

And the ultimate funny story: if a statutory declaration is made falsely under the Oaths Act, there has historically been a mandatory four-year jail term - no ifs or buts.

If Mr Cansdell has admitted to such a falsehood, isn't it funny the law is not applied and taxpayers are pacified with the old "ongoing investigation" furphy?

Is this like the "ongoing investigation" of Wollongong council's planning decisions, involving many other state members?

How funny is that?

NSW Parliament 2012: The Ghost Who Votes

When political tragics in the NSW state electorate of Clarence started to call the new member of parliament ‘Steve’ Gulaptis MP (because there appeared to be less than a finger width difference between disgraced former Nationals MP Steve Cansdell and his replacement Nationals MP Chris Gulaptis) it was a bit of an ‘in’ joke which grew organically on Google.

However, the joke seems to be on the O’Farrell Government for the identity confusion has spread farther than expected.

Although Cansdell resigned in September 2011 and, is awaiting the outcome of a police investigation into his own actions, he is still voting in the NSW Legislative Assembly in 2012 according to Hansard in proof edition on 22 & 23 February.

I understand that now the joke is very public there is a bit of a scramble to correct the record to show that it was actually parliamentary novice Gulaptis who was voting. However, these snapshots preserve The Ghost Who Votes for posterity.

Although the transcription error possibly originated with tellers on the floor of the Chamber, one has to wonder if Premier O'Farrell's relentless pursuit of cost-cutting and industrial reform within the public service may be having a demoralising effect on Hansard staff.

So is he the brawler, the boozer or the cheater?

Nats MP ignores local crime stats and tries on a bit of Goorie bashing while pretending that he isn't

The Daily Examiner on 17^th February: “EIGHT to 10 juvenile offenders, mostly residing in Ngaru Village, are holding the town of Yamba to ransom on the issue of crime, Member for Clarence Chris Gulaptis said yesterday. Mr Gulaptis said police had informed him that the removal of these career criminals from the system would not only scuttle the need for a 24-hour police station in Yamba, but would help stop younger residents being led astray.”

Perhaps this political nong might like to read Uses and abuses of crime statistics which was published by Don Weatherburn in November 2011 and BOCSAR's Clarence Valley LGA excel tables (2.9Mb) which cover crime records from 2006 to 2010 before talking through his rear end.
It was left up to the police to hose down the more outrageous of the crime rate claims and Yaegl elder Veronica Pearce to label the media response for what it is - "highly offensive to the indigenous community", "sensational reporting", "racist" in places and "irresponsible and damaging".

Member for Clarence's website: an update

The lads at the local watering hole have started a tipping competition involving three local event. All that's required to enter their competition is to provide the dates when the following three events will occur.

1. Completion of the dual carriageway for the Pacific Highway,

2. The Member for Clarence, "Steve" Gulaptis' webpage is finished (a copy of it as it currently appears is shown below), and

3. The former and disgraced Member for Clarence appears in court in relation to his falsification of THAT statutory declaration.

Member for Clarence: take your pick, 'Steve' Gulaptis or 'Chris' Cansdell

It seems there's a good deal of confusion in the electorate of Clarence as to who the current Local Member is and who might be pulling the Member's strings.

A couple of wags at the local watering hole reckon the surnames Cansdell and Gulaptis along with the given names Steve and Chris have become interchangeable. So much so, says my mate Robbo, that on any given day the local MP might be Chris or Steve. Robbo reckons that's going to come in real handy for the MP over the festival season - the MP can be in two places at once, party-partying (ho ho style) and driving along the Pacific Highway looking for speed cameras.

'Steve' Gulaptis, please stand up

Confused constituents in the electorate of Clarence continue to ask: Who is the local MP? Is it Chris or is Steve still somewhere on the scene?

'Steve' Gulaptis MP gets a chance to prove how effective his representation is for Clarence

The Nationals Glove Puppet for Clarence, ‘Steve’ Gulaptis has his first chance to prove his metal.

The former disgraced MP for Clarence, Steve Cansdell, promised air-conditioning for Yamba Public School on Angourie Road.

The school is approximately 5m above sea level and around 1.5 kilometres inland as the crow flies from the higher sheltering coastline.

Now the O’Farrell Coalition Government and Education Minister Andrew Piccoli has decided Summer cooling of class rooms (which can experience up to 30 degree plus indoor temperatures) is unnecessary because the Yamba Pilot Station on a sea promontory at around 27m above sea level gets a regular ‘breeze’.

So far all Gulaptis has done is bleat in The Tele – time to do more ‘Steve’!

What NSW Nationals 'Steve' Gulaptis MP for Clarence isn't saying

This is what the new Clarence MP 'Steve' Gulaptis was telling The Daily Examiner as he posed for photographs:

Mr Gulaptis said he still felt humbled to be elected, but couldn't wait to get behind the desk and get to work on solving the problems faced by his constituents and the electorate.

Mr Gulaptis said the new Grafton bridge, the Pacific Highway upgrade, law enforcement in Casino and the Lower Clarence, health and employment, especially in Grafton after recent job losses, were key issues he would focus on.

He said as the communities in the electorate are so diverse and face different issues, he would be spending a lot of time travelling and talking to locals about what issues are important to them.

He said his focus in Parliament will be to push strongly for funding on issues facing the Clarence electorate.

Now the election is over and his est. $180,000 plus taxpayer-funded salary package is assured, there is no mention of protecting the Clarence River from inappropriate open cut gold mining and toxic antimony mining –  which have the potential to place underground aquifers and the river system at risk to the detriment of the economic well-being of downstream communities.

Nor is there mention of proposed and exisitng coal seam gas mines, or ground water extraction levels and waste water associated with this industry which are likely to compromise water and food security across the NSW North Coast unless a legitimate halt to uncontrolled industry expansion is legislated. 

Nothing about the O'Farrell Government's intention to complete the power generation infrastructure sell-off which is bound to impact on hip pockets in a region known for its low household incomes.

Complete silence about any intention to fight a proposal which is still being considered by government - replacing Grafton prison with a privately financed, constructed and operated centre.

Not even a mention of Steve's favourite subject - bats! A subject that is in the process of being placed in his too hard basket now he is in office.

One suspects that his vision really extends no further than his old role of managing roads, rats, rubbish and greasing the wheels for the white-shoe brigade.

Seems the electorate of Clarence has a phantom Local Member

Despite being declared the winner of the 19 November by-election a week ago and being sworn in as the Member for Clarence last Friday a happy snap of Chris Gulaptis is yet to appear on the NSW Parliament's website.

A couple of mates at the local watering hole reckon the no-show by Gulaptis on the parliament's website is easily explained.
One mate reckons the photographer couldn't manage to get the new MP's head in the photo shoot - a panorama shot was required.
Another mate reckons that because the new local MP wears the label "Steve Gulaptis" the delay in getting an image on the site is due to a problem in getting a composite shot of Steve and Chris.
The first mate also reckons teams of carpenters have had to be urgently employed at parliament house and the local MP's electorate office. The reason >>>>>>>> tops of doorways have had to be widened to enable Gulaptis to get his swollen head through them.

Did Steve Cansdell really resign or did he just decide to operate though a glove puppet?

If the fact that disgraced former Nats MP for Clarence Steve Cansdell was such a big part of the Chris Gulaptis campaign in the Clarence by-election gave more than a few people on the NSW North Coast pause for thought, then some statements and media reports since could be viewed as alarming.

This is Gulaptis after claiming victory:

“Mr Gulaptis said he will follow in the footsteps of his hard-working predecessor…. Mr Gulaptis said he would be talking to Mr Cansdell about these and other issues, as he had a lot of respect for what he achieved and knowledge he gained after more than eight years as member for Clarence.”

Gulaptis’ elevation to Clarence MP is so ambiguous that on the 18th November this year the Murdoch media itself was confused enough to think that the new member of the O’Farrell Government is none other than that right-wing chimera “Steve Gulaptis”:
