Let’s keep Queensland water raiders proposed Kia Ora Dam and pipeline a figment of their fevered imagination


If ever their was an example of a shared delusional disorder it is the belief that the Clarence River system has spare capacity to sustainably water share with the Murray-Darling Basin......

The Chronicle, 4 September 2019, p.16, excerpt: 


Southern Downs: The Southern Downs Regional Council has endorsed and will submit to Infrastructure Australia a list of five key infrastructure projects which support the future infrastructure challenges and opportunities facing the Southern Downs. 

The council resolved at the August general meeting to submit the following projects for consideration: 

Pipeline diversion of water from the Clarence River in NSW to Tenterfield, Southern Downs, Western Downs and Toowoomba...... [my yellow highlighting]

It comes as the council [Toowoomba Regional Council] starts confidential discussions around long-term water strategies, which could include new pipelines from northern New South Wales or even a new dam within the region. 

Water and waste chair Cr Nancy Sommerfield said she had been in constant discussions with Water Resources Minister David Littleproud about a new pipeline from the Clarence River in NSW. 

“The Clarence River is something I’m looking to talk about – there’s been a lot of work done on that, and I’m going to Canberra to speak with the minister soon,” she said. 

“I really do like the idea of getting water from the Clarence, because it also solves issues for the Southern Downs.”  [my yellow highlighting]

Let’s keep Kia Ora Dam a figment of imagination
It comes as no surprise that all four councils currently calling for the damming and diversion of water from the Clarence River system at Maryland River are themselves part of the Murray-Darling Basin group of councils.
It also comes as no surprise that three of these councils are in southern Queensland.
Just like Clarence Valley Council and its predecessors, these four councils have known for decades that they faced a future where diminishing regional water resources and increasing demand would make reliable water supply an issue for local governments.

However, unlike Clarence Valley Council and its local communities, these councils did not attempt to future proof their water supplies until it became a matter of urgency for their own communities.

One could almost feel sorry for them until one realises that at least one of the Queensland councils has started to explore new dam and pipeline options in its own backyard.
So why this push to dam and divert water from the Clarence River system? Well, it seems the best option in the Southern Downs region is considered way too expensive by the council there.
One has to suspect that some bright spark on this council decided that if all three Queensland councils joined forces and included a NSW council for good measure they could get Commonwealth and NSW state funding for a dam twice the size with minimum cost to their own coffers.
In 2017 Southern Downs Regional Council even published the name of this proposed 20,000-30,000 megalitre dam to be sited in the Upper Clarence catchment – it’s called the “Kia Ora” dam.
To date these wannabee water raiders have apparently not even undertaken an up-to-date desktop study on the feasibility of this dam and pipeline proposal.
Yet still they call for a dam which has the potential to reduce the Maryland River below the dam wall to a trickle even after it recovers from the present drought, and the potential to place the Upper Clarence water supply and environmental water flows at greater risk.
It is interesting to note the Environmental Impact Statement for the proposed Emu Swamp Dam in southern Queensland mentions previous consideration of “Kia Ora” by Sinclair Knight Merz:
“The Kia Ora dam site on the Maryland River in NSW has been investigated (SKM 1997b, 2007c) but it is not considered to be a viable option. A preliminary analysis suggests that, at full development, the site might be able to provide the required water supplies.
However, more detailed yield assessments for other dam sites in the area have shown that these preliminary assessments have all over-estimated the available yield. It is likely that further work would demonstrate that even the indicated yield is not available.
This site also carries risks arising from the reliability of information that was available to be used in the assessment; the unknown foundations; the high dam wall; the unknown side-spillway foundations; cross-border water transfers and delays and costs arising from the inability of the SSC to use its legislated powers (eg for compulsory land acquisition) in NSW.”
It seems these four councils are not facing the reality of their situation as well as failing to recognise that the Clarence Valley already shares water with a much larger regional population to the south of its own borders and cannot safely increase its water sharing arrangements.

For communities such as Tenterfield Shire, whose very survival is quite possibly on the brink without a long-term water plan, tapping into nearby available resources could be what is required to keep crops in the ground and families from moving away. 

The difference between life and death. For the Toowoomba, Western Downs and Southern Downs councils in the northeastern pocket of the failing Murray-Darling Basin, growing populations coupled with water scarcity is a worrying conundrum. 

The headwaters of the Condamine River, which forms part of Australia’s longest river system with the Murray and Darling rivers, rise on Mt Superbus east of Warwick. Less than 50km away as the crow flies is the proposed Maryland Dam site on the Clarence River earmarked by the mayors of those four council areas as top priority in a list of projects to be presented to Infrastructure Australia. 

But as one reader exclaimed when they told me they saw the plans on Southern Downs Regional Council’s Facebook page yesterday morning: “You’ve got to be kidding me. It’s like going to the bank and saying ‘We’re going to rob your bank, watch out’.” 

Any plan to divert water from one system to another leaves a deficit – environmental and economic – where it came from in the first place.

Pipe Dream 

 I have just read this article with great concern and I hope Mayor Simmons and CVC are not waiting for these other councils to get in touch with them before they do something about their proposal to divert our precious Clarence River. 

No offence, but I think this decision is above your tier of government, so I would strongly advise that you take a more proactive stance on this issue. 

We have seen already the damage done by misguided water allocations in the past, (think Murray-Darling as an obvious example), probably half the reason these electorates are running out of water. 

 As I’m sure you are aware, we are in the midst of a severe drought, so this apparently small percentage of fresh water that we take out of the Clarence catchment would in real terms be most of the water currently going in, leaving very little to actually continue on to the sea. What a lot of people fail to realise is the Clarence is tidal to above Grafton. 

This excess fresh water, that we apparently have, mixes with salt water from the Pacific Ocean to form what is known as brackish water and is responsible for its own, very diverse, lifeforms. Ribbon grass, other plants, fish and a great deal of other lifeforms rely on this brackish water. It also carries sediment and nutrients vital to the bottom end of the river and the ocean to sustain life the whole way down.......

As a 55-year-old, third-generation born and bred Clarence Valley local, a surfer, fisherman and son of a professional fisherman, I have had a great love and association with the Clarence and the ocean and would hate to see it destroyed by narrow-minded bureaucrats. 

It would be nice to think it will continue in its present form for my children and theirs.

And the tale of Rous County Council decision making under new pro-dam majority continues......

During last week’s Rous County Council (RCC) meeting, Cr Big Rob spoke of contact he had with Professor Stuart White regarding the proposed Dunoon Dam. 


 Professor White is the Director of the Institute for Sustainable Futures at UTS in Sydney where he leads a team of researchers who create change towards sustainable futures through independent, project-based research. 


 With over twenty years experience in sustainability research, Professor White’s work focuses on achieving sustainability outcomes at least cost for a range of government, industry and community clients across Australia and internationally. 


The Echo spoke to Professor White who made a late video submission to Rous that missed the deadline. A representative of Rous said it was too late to be screened in public access and was ‘forwarded to all Councillors on the morning of the Council meeting for their info’. The rep also mistakingly thought the video was a submission from the Northern Rivers Water Alliance who already had a space in Public Access

During the meeting Cr Rob did not give Councillors all of the information he received from Professor White. 


At the meeting, Cr Rob said: ‘I circulated an email overnight relating to the experts that have been relied on – Professor Stuart White for example. You know, his position was the cost and when I made inquiries with Professor White, he finally agreed that yes, that dam should be considered. So if you take the cost out of it, then his position [is] all options on the table, the dam must be considered because that is one of the options.’ 


The Echo asked Professor White about his conversation with Cr Rob because Cr Rob’s comments seemed to be at odds with the information Professor White has been giving other interested parties. 


‘I have not spoken to Cr Big Rob,’ said Professor White. ‘I only had email correspondence. 


‘My position on the Dunoon Dam is clear and I’ve been public about it: it is too expensive, too risky, not useful for the purpose it is intended for, and not needed within the planning horizon. This is before considering the environmental and Aboriginal heritage risks.’ 


Time to rule out dam 


Professor White said that this does not mean the Dunoon Dam, or any supply option should not be considered and investigated alongside other options. ‘It is just that under any reasonable analysis it would be rejected. The proponents have already had a chance to make their case, at great public expense, and my view is that this case has not been made, so it is now reasonable to rule the Dunoon Dam option out.’ 


‘My understanding of the decision by Rous last year was to reject it primarily due to the Aboriginal heritage considerations, which are of course very important and remain very important.’ 


The Echo does not know if any Rous Councillors saw this submission before they voted 6 to 2 to put the dam back on the table.  [my yellow highlighting]

The Hon. Dr PETER PHELPS: Are there any rivers in northern New South Wales which sow significant outflows of fresh water to the sea which could be used for damming purposes?
Mr HARRISS: The only one that has been investigated over many years was the Clarence River and that has been shown that it would be both uneconomic and have significant environmental impacts as a consequence. One of the things that have been demonstrated for years is coastal diversions. It is all right in the Snarly because you have quite a substantial catchment area and you have a number of sites for dams—Jindabyne, Eucumbene, Talbingo, Bowen. In the coastal ranges further north around the Clarence to get that catchment area to fill the dam you have to have the dam located further down to get enough water so it cannot be at the top. Further down you locate that dam, the higher the pumping cost to get the water back over the top or the tunnelling cost to get it through the dam. For that reason it has shown that it would not be economically beneficial to construct a dam to divert water from the coastal side into the western side because there would be no activity currently which would generate revenue on the megalitre of water……..
The Hon. Dr PETER PHELPS: Presumably, given what Mr Harriss said earlier about us having dammed every river in New South Wales that it is economically viable to dam, those proposals would be only catchment augmentation.
Mr WEBSTER: What was economically viable 30 years ago might not be now because the value of water changes as an input into various primary production processes. While it appears that the large storage sites have been taken, there may be opportunities.
The Hon. Dr PETER PHELPS: Just not on the Clarence River.
Mr HARRISS: There are opportunities on the Clarence River. What was proposed during the drought—and Malcolm Turnbull promoted it—was to build that dam but then to pipe the water up to south-west Queensland, not to move it into western New South Wales, which was the original proposal. That might have been a bit more economically viable if we were recovering the cost through urban population charges as opposed to the rate charged per kilolitre. However, Queensland was not remotely interested in that. There are some sites, and we mentioned Birrell Creek dam, which is not a big site. There is also the Welcome Reef site near Braidwood. That proposal has been around for about 40 or 50 years. There are some sites. However, the point was made that where it was easy to build a dam 50 or 60—
The Hon. Dr PETER PHELPS: So the low hanging fruit is gone.
Mr HARRISS: Yes.

I absolutely condemn the placement of this information on the WikiLeaks website - it's a grossly irresponsible thing to do and an illegal thing to do [Julia Gillard in The Age, 2 December 2010]

Is it just me or does anyone else think Prime Minister Gillard is being a little too cute in attempting to characterize the release of cables such as the one below containing this inaccurate, out-of-date list (and cables containing well-known tittle tattle concerning the former PM and former Foreign Minister) in that way?

Almost every one of these cables was first published by one of its newspaper partners which are disclosing them (The Guardian, the NYT, El Pais, Le Monde, Der Speigel, etc.). Moreover, the cables posted by WikiLeaks were not only first published by these newspapers, but contain the redactions applied by those papers to protect innocent people and otherwise minimize harm...... How can it possibly be that WikiLeaks should be prosecuted for espionage, but not The New York Times, or The Guardian, or any other newspaper that publishes these cables?

The dysfunctional state of the US State Department that would allow such a massive breach is of course the unmentionable throughout this whole affair. It is not the first time. At another period of dysfunctionality in the US government, when the Vietnam War was starting to go wrong, we had the release of the Pentagon Papers detailing Washington’s role in the conflict. At that time it was dropped into a furious public debate about a war that the US was starting to lose. This time a whole lot of stuff is being released into nothing.

Outlines the triggers that we use to introduce or revoke water restrictions.


Purpose


To introduce or revoke water restrictions on the use of reticulated water in the Clarence Valley as required in accordance with the triggers nominated in the procedures and in compliance with relevant Acts.


This policy applies to all properties using water supplied by Council’s water supply infrastructure. The policy does not apply to the use of water from sources that are not part of Council’s water supply infrastructure such as farm dams, watercourses, bores, and rainwater tanks on properties that have no connection to Council’s water supply.

NOTE: A major change in Water Restrictions V5 is that the trigger for imposition of Level 1,2, 3 & 4 water restrictions will no longer be the volume of water remaining in the Shannon Creek Dam, but the combined water volume in Shannon Creek and Karangi dams. This in effect will allow water extraction (without accompanying Level 1 water use restrictions) to continue after Shannon Creek Dam water levels have fallen below the current trigger point of 80% of this dam's water storage capacity.


On 17 June 2021 Shannon Creek Dam was 84% full and Karangi Dam was 99.2% full. This means that Permanent Water Conservation Measures are in place for the Clarence Valley -  the use of sprinklers and unattended hoses is banned permanently between the hours of 9am and 4pm every day when evaporation is at its highest. However, there are no restrictions on handheld hoses or micro-sprays and drippers/sub-surface irrigation.


Given that Coffs Harbour City LGA contributes little to water storage in Karangi Dam (water supplied by Orara & Nymboida Rivers & Shannon Creek Dam) and nothing to storage in the Shannon Creek Dam (water supplied by Nymboida River) and, with no backfeed to Clarence Valley LGA according to Karangi Dam's daily data, it will be the higher water use of Coffs Harbour, with an est. resident population 33 per cent larger than Clarence Valley's population, which will all but guarantee that a return to Level 1 restrictions will likely occur before Spring arrives - even though the entire north-east region of NSW is now drought free and expecting more rain.


However it is not just the size of Coffs Harbor City's population which makes its water extraction levels potentially problematic. It's the fact that the resident population does not live in the Clarence River catchment area which leads to widespread misunderstanding of: (i) the boundaries of the actual catchment area; (ii) the highly variable nature of rivers within the system; the actual volume of freshwater flows; and (iii) the point at which the 394km long Clarence River itself - from its rising near Rivertree to its emptying into the sea at the tidal estuary mouth - starts to become saline and increasingly unfit for human and animal consumption as well as unfit to use for irrigation. That point is approximately at the end of the first 286km of its journey to the ocean. The combined average annual flow from the freshwater tributaries as this flow enters the Clarence River tidal pool appears to be in the vicinity of 3,072,884ML, which is perhaps a better indicator than the annual water exchange that occurs between the ocean and the estuary.


Clarence Valley residents will recognise these basic misunderstandings in this quote on Coffs Harbour City Council's website:


Regardless of whether the water supplying Coffs Harbour City Council residents comes from the Orara River or the Nymboida River, our water all comes from the same catchment.


The mighty Clarence River catchment is 22,716km2 in size, making it the one of the biggest river systems on the east coast of Australia.


The Clarence River catchment headwaters are found around Dorrigo to the south, near Glen Innes in the west, the NSW/QLD border near Woodenbong in the north and along the Richmond Range to the south of Whiporie out to the coast where the Clarence River empties into the Pacific Ocean at Yamba. It is estimated that the average annual flow of water in the Clarence River at Yamba is 5 billion litres.”

Rous County Council extends deadline to comment on proposed Dunoon/Channon dam until 9 September 2020

In July 2020 Rous County Council announced the proposed Future Water Project 2060 – a $245 million plan the county council states will future-proof the community’s drinking water supplies.

The revival of the concept of a second dam on Rocky Creek, near Dunoon, sparked debate across the Northern Rivers and the Dunoon Dam Proposal Action Group was formed.


The Daily Telegraph, 11 August 2020, p.11:

A community group opposed to a possible dam in Dunoon have continued their push to raise public awareness surrounding the issue.

The proposed 50 gigalitre Dunoon Dam is part of Rous County Council’s Future Water Project 2060 but has caused controversy, with the group concerned about the project’s impacts on sacred Aboriginal sites and The Channon gorge.

The group held a stall at The Channon Markets on Sunday — the first time they held an official activity against what they describe a “destructive dam”.

People need to be aware that it’s happening here, it’s like (800m) from the bridge near here,” group member Terri Nicholson said.

The group is urging Rous County Council to investigate alternative water conservation methods.

Some of the alternatives are strong demand management, use purified, recycled water, water tanks to name a few,” Ms Nicholson said.

On Friday, the proposal’s submission timeline was extended until September 9 by Rous County Council for the public to have their say.

Mary Valley celebrates Garrett's decision to veto Traveston Dam proposal


It has been a long fight against the proposed Traveston Dam for Mary River catchment communities in Queensland, and they now have what is hopefully a long respite from any talk of new dams with Federal Environment Minister Peter Garrett's announcement rejecting the dam on solid environmental grounds.

Everyone who took part in this marathon lobbying deserves congratulations - from the Save the Mary River co-ordinating committee and those who turned out at protest rallies right down to anti-dam letter writers and tweeters. Collectively they have been a pattern card of perseverance in the face of tremendous political pressure.

NSW Northern Rivers residents will remember that the 2006-07 proposal to dam the Clarence River was at one time linked to Queensland Government plans for water security in the south-east of that state.

The Courier Mail said it all early today:

THEY screamed, they hugged, they danced and tears of joy rolled down their cheeks.

After an eerie few moments of silence as more than 100 protesters and supporters put down their glasses and held their breath to watch federal Environment Minister Peter Garrett deliver his verdict on the Kandanga Hotel's bar television, complete pandemonium erupted as soon as he said the word "no".

Nobody heard any more of his speech. The cheers almost lifted the roof off the pub as farmers, business folk, mums, dads and kids were swept up in the moment of joy after 3½ years of fighting the proposed $1.8 billion Traveston Crossing Dam.

The overwhelming feeling was one of relief – and disbelief.

Hard-core protesters who had spent the morning grimly putting more "no dam" information into mail-outs and arranging protest signs for tourists passing by on the Mary Valley Rattler steam train had to pinch themselves.....

Most had expected the dam would get the green light, with even more conditions added to the 1200 already imposed by the Queensland Co-ordinator General. Secretly they had prayed for the best but expected the worst.

How does one know that a particular water security solution is probably a bad idea? It is supported by the NSW National Party

 

Rous County Council is the regional water supply authority providing water in bulk to the Council areas of: Ballina (excluding Wardell); Byron (excluding Mullumbimby); Lismore (excluding Nimbin); and Richmond Valley (excluding land to the west of Coraki). A population of around 100,000 is serviced by this water supply system with the actual area of operations being approximately 3,000 sq kms.


Its constituent councils have at least 83,051 person who are eligible to vote in local government elections.


On the basis that allegedly around 10 per cent of of the district population and, 3 out of a total of 43 councillors in the 4 constituent local government areas, supported further investigation of the now rejected Dunoon Dam proposal, NSW Nationals MLA for Clarence & Parliamentary Secretary for Agriculture and Forestry Chris Gulaptis is yelling about the democratic process.

ROUS County Council needs to use some common sense in developing its future water strategy according to Clarence MP Chris Gulaptis.


Mr Gulaptis, who was also the Parliamentary Secretary for Agriculture and Forestry, said he was disappointed the majority of Rous councillors ignored the overwhelming wishes of the community at Wednesday’s extraordinary meeting and abandoned investigations into Dunoon Dam as an option.


Councillors voted 5-3 to keep Dunoon Dam out of the region’s future water strategy and instead tap into groundwater aquifers in Alstonville and Tyagarah, which Mr Gulaptis said the most recent studies showed was very limited.


I applaud councillors Robert Mustow, Sandra Humphrys and Sharon Cadwallader for supporting the wishes of over 11,000 petitioners and written submissions who were in favour of the Dunoon Dam proposal being further investigated,” he said.


The five opposing councillors showed a complete disregard to the community consultation process and the community has every right to lose confidence in them and the democratic process. It quite rightly is a slap in the face to local democracy.


Water is one of the most basic elements we need to survive, and I acknowledge the vision of past Rous councillors who recognised this and purchased land for a dam to secure the water needs for a growing population.


I find it staggering the majority of current councillors are prepared to ignore this longstanding strategy along with disregarding the wishes of the overwhelming majority of the community whose submissions supported investigating the dam as an option.


I acknowledge that desalination, recycling and extraction from the aquifers is an option, but so too is the dam.


I strongly believe all options should all be on the table, including the dam, for investigation to assure the community that Rous has been thorough in arriving at the best option for the region’s future water needs. “It is often said that local government is the government closest to the people. Clearly that is not the case of the five elected councillors in this instance, who are ignoring the will of more than 10,000 constituents.”

Tweed Shire Council is strongly alerting its residents and ratepayers as to the current situation and what may lie ahead.


The Echo, 27 September 2023:


Following the devastating floods of 2022 we are back to dry weather. The Bureau of Meteorology (BOM) has declared an El Nino weather pattern and it has predicted that there will be less-than-average rainfall in the Northern Rivers this year. Tweed Council is reminding residents and visitors that it is important to save water as we head into dry weather.


Without significant rain, the Tweed will head into water restrictions, with restrictions for Tyalgum looking likely in the next few weeks,’ said Tweed Shire Council’s (TSC) water and wastewater business and assets manager Michael Wraight.


We source our water from the Tweed River at Bray Park and Uki, plus the Oxley River at Tyalgum. The river flows are down and the weir pools at Bray Park and Tyalgum are drying up.


While Clarrie Hall Dam is currently sitting at 98 per cent capacity, it will now drop about 1 to 1.5 per cent, per week, as we start releasing water to supply the Bray Park Weir – the source of water for most of the Shire.


We will trigger level 1 water restrictions when the Clarrie Hall Dam level drops to 85 per cent.


Restrictions at Tyalgum will be introduced sooner. The flow of the Oxley River at Tyalgum is down to a trickle and the weir pool there is dropping fast.’
