So you think it is a good idea, Gladys, allowing a small cruise ship into a relatively shallow Port of Yamba?


The Clarence River Estuary is part of the largest combined river-ocean commercial fishery on the Australian east-coast.

It also contains the Port of Yamba at its mouth.

Every vessel entering the port has to navigate past a coffee rock reef protected by Native Title which curves around the entrance waters.

The navigation channels these vessels sail range in depth from 3m to 5.5m on a good day.

This port can safely take vessels with an overall length of no more than 120m, a maximum beam of 20m and a draft limit of 5m or less.

Even small recreation boats straying a few feet out of the main navigational channel can sometimes get stuck in shifting mud banks. While the Yamba-Iluka ferry has been known to find itself momentarily stuck in sand within feet of the wharf in Yamba Bay.

This is the port that NSW Premier Gladys Berejiklian has given the nod to as a cruise ship destination if the October 2017 announcement by two of her ministers is any indication. Minister Pavey’s office afterwards stating that the first small cruise ship is to arrive in October 2018.

That ship has been identified as the Caledonian Sky, a 26 year-old, 90.6m long vessel with 4200 gross tonnage, a beam width of 15.2m, maximum draft of 4m and a carrying capacity of 114 passengers.

This first cruise ship visit has been approved ahead of any investigation of estuary/port conditions and capacity, community consultation or practical preparation.

But what could possibly go wrong? It’s a small cruise ship, right? It will get in and out of the port OK, won’t it?

Well let us look at other small cruise ships which were not making their very first visit to the area in which they were sailing……..

A limited selection of typical maritime incidents involving small cruise ships 

8 July 2008 - Spirit of Glacier Bay grounded just after 7am (local time) today near Glacier Bay in Alaska. The ship had 51 people on-board. No injuries were reported. Unclear whether the grounding was caused by human error or a mechanical or electronic malfunction.

9 September 2009The Balmoral anchored off Portree, Skye with severe gales preventing it from berthing in the harbour. The liner departed Invergordon on 7 September with a reported 18 cases of the highly infectious novovirus among its 1,280 passengers and 516 crew.

23 May 2010 - Deutschland moored at the quay in Eidfjord in Norway when a fire broke out in the engine room. The 608 passengers were evacuated safely and 205 crew stayed on-board to help battle the fire. Damage was contained to an isolated area and limited with the help of fire doors.


29 August 2010 - M/V Clipper Adventurer  ran aground Friday when it hit a rock. It was carrying 110 passengers on a cruise through the Northwest Passage when the mishap happened. No injuries have been reported among the passengers and 69 crew members on board. In 2017 a Canadian court ordered the owners to pay pollution related costs and fines arising from the incident finding the Coast Guard properly warned the Clipper Adventurer's crew of the rock shelf through a notice to shipping, which was not on board the ship. The court wrote "as it was, this nonchalant attitude put the lives of close to 200 souls at risk." A total of 13 tanks aboard were breached during the grounding. Some of those tanks held fuel, freshwater and sludge.

15 September 2011 - MS Nordlys was sailing from Bergen, Norway to the town of Kirkenes when fire broke out in the engine room of the cruise ship with 207 passengers on-board.  Passengers were safely evacuated from the ship at the port of Alesund, Norway. Two crew members were killed and nine others were taken to the hospital for treatment. The investigation concludes that the fire probably started when a diesel leakage was ignited coming into contact with an un-insulated indicator valve on starboard main engine. The most probable cause of the diesel leakage was fatigue fracture in the feed pipes for a fuel injection pump due to the pump being loose. AIBN is of the opinion that insufficient job specification in the shipping company’s maintenance system had contributed to the fuel injection pump not being sufficiently fastened and to the indicator valve not being sufficiently insulated.
3 June 2012Independence allegedly discharge of soapy water into the harbour at Bar Harbor from the cruise ship as it was tied up to the town pier. The water was effluent from clothes washing machines on the ship; the overboard discharge valves to the forward washing machines had been left open. 

21 May 2013 - MS Serenissima, which had 112 people on board, became stuck in sand and gravel at about 18.30 on Monday 20 May. It was refloated at about 01:10 after an earlier attempt failed due to high winds.

11 May 2015 - MV Hamburg grounded on charted rocks near the New Rocks buoy in the Sound of Mull, Scotland with 461 persons on board. There were no injuries but the accident caused considerable raking damage to the hull and rendered the port propeller, shaft and rudder unserviceable. Ship’s captain plead guilty to two charges.
12 August 2015State of Alaska issued cruise ship operators 18 notices of violation involving 48 instances of excessive air emissions since 2010. Each violation of law carries a fine of approximately $37,500. Between 2009 and 2013 Alaska reportedly issued 174 Notices of Violation for cruise ships discharging in violation of Alaska Water Quality Standards.
23  December 2015 - Star Pride while passing through UNESCO World Heritage Site Coiba National Park on 22 December hit some slightly submerged rocks while attempting to navigate through a shallow channel. The ship underwent repairs in this delicate ecosystem.

31 March 2016 - Adventure Hornblower was attempting to dock at the Navy Pier in downtown San Diego, California. As the vessel made its approach to the pier, its bow unexpectedly swung to starboard and allided with the pier’s passenger embarkation dock. The ship then accelerated forward until it struck the seawall at the foot of the pier. Eight passengers sustained minor injuries in the accident. The allision caused nearly $1.06 million in damage to the vessel, pier, and seawall.

14 October 2016Pacific Princess struck a breakwater at Villefranche-sur-Mer (port to Nice, France) at 6am. The accident occurred in rough seas, with strong winds of over 50 mph (80 kph), causing the ship’s portside hull to hit rocks at the harbor’s entrance. Just as the vessel passed the harbor’s opening in the breakwater, a sudden gust of wind hit and skidded it into the breakwater’s wall. 

2 September 2016 - SeaDream I with 105 passengers and 61 crew caught fire off Naples, Italy. The vessel was making a voyage between Amalfi and Palinuro in Tyrrhenian sea, but one of the generators suffered failure and started smoking. The thick smoke and flames engulfed the whole engine compartment, causing damages to the engineering. Local authorities dispatched tug at the scene of the accident, which towed the cruise ship to Naples

19 December 2016 -  Spirit of Baltimore cruise ship captain fell asleep while navigating the ship on 28 August. Unattended, the boat with approx. 400 passengers veered off course and crashed into two moored recreational boats and floating pier at Henderson’s Wharf Marina in Fells Point, Maryland.

12 March 2017 - MV Caledonian Sky hit coral reefs at Crossover Reef, inflicting significant damage to one of the world's most biodiverse reefs on 4 March. It has been voted among the best diving spots in the world According to NSW Minister for Roads, Maritime and Freight Melinda Pavey this cruise ship will be mooring in Yamba in October 2018. This ship is a repeat offender having previously damaged coral off Medan in Sumartra.

5 April 2017 - L'Austral grounded on 9 January 2017 at Snares Island with hull breached and one ballast tank damaged. It then grounded a second time in Milford Sound on 9 February.

By now, Premier Berejiklian, you may be entertaining the idea that lining up the small regional port and town of Yamba for cruise ship visits may not be the best idea your government has floated.

But that's not what this port expansion push is really all about, is it Gladys?

No, your government has decided that all three small regional ports ideally should become multipurpose ports which include commercial shipping, cruise shipping and defence facilities as well as extensive channel & mooring area dredging to at least an 8m minimum with channel access suitable for ships 300m long - which is as long as a Panamax super freighter.

Sadly, in the future there won't be a viable, biodiverse, seafood rich, clean and green Clarence River Estuary if the Berejiklian Coalition Government has its way.

ICAC investigating water theft and allegations of NSW government corruption involving party donors


Eventually full details of this investigation will become public, as it cannot seriously be thought to be in the public interest for the NSW Independent Commission Against Corruption (ICAC) not to publish findings.

The Australian, 27 October 2017:

ICAC has begun a preliminary ­investigation into whether NSW public officials favoured Nationals donor and irrigator Peter ­Harris by not prosecuting him over ­alleged water theft.

The Independent Commission Against Corruption is also investigating whether public officials made decisions in favour of western NSW irrigator and lobbyist Ian Cole by changing water sharing arrangements to benefit him.

A day after The Australian ­revealed that the corruption watchdog was investigating a case where Multicultural Affairs Minister Ray Williams wrote to ­Primary Industries Minister Niall Blair asking for prosecutorial ­action against constituent Garry Bugeja to be dropped, it has emerged that the NSW government is facing a ­series of inquiries over its water policies.

The Berejiklian government is facing the real spectre of a public ICAC inquiry potentially involving the two ministers and at least one former primary industries minister, Katrina Hodgkinson, just months out from the 2019 state election.

ICAC is investigating whether former deputy director-general of the Department of Primary ­Industry Gavin Hanlon disclosed confidential information to ­Barwon-Darling irrigators, allegations that have been the subject of a government inquiry and led to Mr Hanlon’s resignation.

The commission is also understood to be looking at whether any public official failed to properly investigate or prosecute Mr Harris, a cotton farmer from Moree, in northern NSW. ICAC is also understood to be investigating why the department’s strategic investigations unit was disbanded, leading to the abandonment of several water compliance operations.
There is also an investigation into whether any public official acted inappropriately in making changes to the Barwon-Darling Water Sharing Plan to benefit ­irrigator Mr Cole.

Another line of investigation is understood to be whether any person improperly gave access to departmental files and confidential material for the benefit of Mr Harris. Investigations into Mr Cole are understood to also involve whether pumps were attached to a property and were authorised by the department in breach of water laws…..

It was revealed earlier this year that Mr Blair sought law changes which may have benefited Mr Harris by retrospectively approving water-trading rights granted to him that appeared to not comply with the law. But Environment Minister Gabrielle Upton blocked the changes.

Mr Blair also legislated to allow past illegal works to be retrospectively approved — another piece of law which may have helped Mr Harris….

Is the NSW Berejiklian Coalition Government taking the Norther Rivers bushfire risk level seriously?


The NSW Nationals Parks and Wildlife Service (NPWS) manages more than 870 national parks and reserves totalling over 7 million hectares.

With 22 per cent of the Clarence Valley covered by heavily timbered national parks and the entire NSW Northern Rivers region having 10 national parks, at least 9 nature reserves and 2 state forests, the risk of bushfires has always been high.

With climate change raising the fire risk and the NSW Berejiklian Coalition Government stripping the NWPS of personnel and funding, many local residents are beginning to worry.


Park Watch group forms as a fight back against the Berejiklian Coalition Government's ongoing cutbacks to the NSW National Parks and Wildlife Service

The NSW National Parks and Wildlife Service staff in restructure meltdown due to executive and ministerial incompetence according to Park Watch

A new group known as Park Watch comprised of concerned, former National Parks and Wildlife Service (NPWS) officers, scientists, botanists, researchers and former high ranking government officials have received information from serving NPWS officers of a pending mass no confidence vote in the NPWS executive due to incompetence, bullying, the direct appointing of favourites, loss of positions for those who speak-out and, continual lack of consultation.

Park Watch spokesperson on National Park Operations, Mr Ross McKinney has stated that “Under the Berejiklian Government the 10 years of relentless NPWS ‘decimation-by-restructure’ has caused the highest rates of employee stress that has now reached a point where sources within the NPWS are concerned that some staff may be at serious risk of harm.

“I have recently seen a letter of desperation written by a staff member to an NPWS executive Director which paints a disturbing picture of what is happening to staff in this once, world renown organisation. Unfortunately, based on the present NPWS executive’s record, the letter may prove to be career ending for this courageous officer but it clearly demonstrates the anger and sheer desperation of the remaining staff in NPWS”, Mr McKinney said.

“Other sources from within the NPWS have also mentioned a groundswell of Branch based staff who want to send a formal no-confidence message to the government over the existing NPWS executive’s inability to consult, continual movement of the restructure goalposts, lack of leadership and direction, unmanageable workloads, bullying, the direct appointment of favourites to positions that clearly should have been advertised and the loss of positions held by those who have spoken out against the restructure, not to mention the massive funding cuts and decade long restructure time frame”, he said.

Mr McKinney went on to say, “Based on the numerous pleas for help from NPWS staff and information they have provided to Park Watch, it is obvious the  Berejiklian Coalition Government is hell-bent on dismantling the NPWS by setting it up to fail completely, well before the 2019 March election. The NPWS failure as a conservation land management agency then allows the government to introduce a ‘common-tenue’ approach to the state’s remaining forested areas as proposed by Timber NSW, which essentially opens the State’s protected areas to destructive logging operations.


Park Watch - Who are we?

Park Watch is a group of people concerned with the sound management of protected areas so that the diversity and beauty of our natural wild places and landscapes is maintained for all to enjoy - now and by future generations.

The group came together when former staff of NSW National Parks and Wildlife Service started to hear about the NSW Coalition government's proposed cut- back in NPWS staff.  Despite the NSW Government hosting an international World Parks Congress in 2014, that made a “Promise of Sydney”, to not regress on looking after our national parks and natural reserves, we are seeing an attack on the national parks workforce underway now. 

Park Watch believes it is important to alert the public to the consequences of the cut backs to visitor services, control of weeds and introduced animals, loss of species, wildfires, degraded walking tracks and vandalising of our natural areas.

Are the NSW Berejiklian Government & local Nationals preparing to trash the Clarence River Estuary?


If there’s one thing the NSW Nationals can be relied on to do it is to run with any short-sighted idea which involves the threat of environmental degradation and risk to regional water catchments.

Here we have them joining the Liberals in touting what appears to be a deal done in Sydney (with no genuine local community consultation) to bring international cruise ships into the environmentally sensitive Clarence River estuary – an act which would require a significant degree of initial and ongoing dredging to maintain access, with perhaps the partial dismantling of one of the internal training walls which were built to direct flood water flows.
Even cruise operators with smaller vessels will demand a guarantee of risk free access and some form of terminal – demands which would see existing local tourism along with commercial and recreational fishing disrupted and perhaps diminished.
It seems that Nationals MP for Clarence Chris Gulaptis has all but forgotten that just last year he was not in favour of the last attempt to co-opt the Lower Clarence River for the personal gain of outside financial interests.
Perhaps he needs reminding that ships that meet his specifications such as this one pictured below would still require estuary modification and shoreline development which is also unlikely to tick any of the social or environmental boxes he once thought important.
As the average small cruise ship would exceed length overall LOA 30 metres they would all require compulsory pilotage to and from the river entrance to their berth.

Local residents are aware that Mr. Gulaptis has been lobbying Clarence Valley Council on the matter of cruise ships having access to and use of the river estuary. Perhaps he might like to inform us all exactly on whose behalf he has been doing this lobbying? And declare if he is receiving some form of consideration or financial benefit from such lobbying?

THE FIRST cruise ship that could test the Port of Yamba's passenger facilities could arrive before the end of the year, says Member for Clarence Chris Gulaptis.

"I've heard there could be a cruise ship coming this year,” Mr Gulaptis said.

But he was unsure of the any details of the size or type of vessel that could be coming.

Mr Gulaptis was with the NSW Minister for Roads, Maritime and Freight, Melinda Pavey, and Minister for Transport and Infrastructure, Andrew Constance, yesterday when they announced Yamba and Coffs Harbour were being considered as potential international cruise ship terminals for the NSW Mid North Coast.

Mrs Pavey announced the start of investigations as part of the launch of the government's Future Transport 2056 strategy.

"This is a major step, with the need for a facility being recognised in the 10 to 20-year horizon, so early investigations can begin now,” Mrs Pavey said.

The new facility has the potential to link in with North Coast tourist hotspots and part of the process will look at how to integrate the proposed port with the wider area.

"The cruise industry is booming and is set to get bigger in coming years.

"A cruise terminal would give the region a share of that industry,” Mr Constance said.

Despite the minister's optimism, Mr Gulaptis said there were lot of obstacles to overcome.

"Just where passengers would embark and disembark is not known,” he said.

"Goodwood Island could handle the size of the vessels, but its facilities have been used for live cattle exports and it's well away from Yamba.

"The only other place I can think of is at the marina on the other side of the wall, where the fishing boats moor.”

He said any use of the river would need approval of its owners, the Yaegl People, and the ships could not impact the Dirrangun reef, which was sacred to them.

He said the vessels would be much smaller than the big cruise liners.

"I think the maximum draught at Yamba is about five metres, so that should limit the size of the vessels to no bigger than 5000 tonnes,” he said.

The prospect of cruising liners coming to Yamba alarmed environmentalists such as Iluka's Ian Gaillard, who was a vocal opponent of a proposal that emerged last year to build a megaport in the Clarence Estuary.

He said people may think cruise liners coming to Yamba could represent progress, but in reality, it would be a retrograde step.

"Cruise ships bring with them some of the worst excesses of modern life,” he said.

”The danger for the local populace is that once these things are established, they change the amenity of the place forever.”

NSW Minister for Roads, Maritime and Freight Melinda Pavey is obviously confident that she and her cronies will be able to expand Port of Yamba by stealth.

Perhaps someone should remind her that Northern Rivers communities tend to jealously guard the existing aesthetic, environmental, cultural, social and economic values of their waterways and lands.

Like Chris Gulaptis, last year Cr. Jim Simmons was mindful of the environmental and cultural issues associated with dredging the entrance to the river and estuary.

Look at him now..... 

Clarence Valley’s new mayor Jim Simmons was quick to jump on board the idea to support Yamba and Grafton's tourist credentials. “Oh yeh, we’d give it  a go at Grafton.  We’ve got the best beaches up here and I think Coffs Harbour has had its fair share of things and it’s time other places got a go,” he says.

In the face of the growing threat of climate change sometimes Australian politicians leave me speechless


The Guardian, 9 October 2017:

The New South Wales government will introduce legislation to approve an underground coalmine that was blocked by the courts because it was polluting Sydney’s drinking water.

On Monday the state’s energy minister, Don Harwin, announced the government would overturn a decision by the NSW court of appeal to block the extension of the Springvale colliery.

The mine, owned by Centennial Coal, is the sole supplier to Lithgow’s Mount Piper power station, which provides about 10% of NSW’s electricity.

On Monday Harwin said the mine was “vital for energy security and affordability”.

“My top priority as energy minister is to ensure NSW households and business have an affordable, secure and reliable energy supply – this decision supports that,” he said.

The legislation, which is expected to be introduced to the parliament this week, will change the NSW Environmental Planning and Assessment Act to “clarify” that “projects in the Sydney water catchment seeking to expand must maintain or improve water quality compared to their existing consent”.

It will also specifically validate the Springvale mine’s state significant development consent.

The government’s planning minister, Anthony Roberts, said the legislation would “support the construction of a water treatment plant” which he said would eliminate saline discharges.

“This new treatment plant will see zero mine water discharge into the Coxs river, is supported by the EPA and WaterNSW and has separately been approved by the independent Planning Assessment Commission,” he said.

In August the court of appeal determined that the mine was polluting Sydney’s drinking water and therefore operating on an invalid licence.

After a challenge by environment group 4nature, the court found the commission had erred in approving the licence because it involved discharging polluted water into Sydney’s drinking catchment.

The approval involved saline mine water being discharged into the Coxs river, which flows into Lake Burragorang, Sydney’s major drinking-water reservoir.

How many times and in how many ways does the NSW Government have to be told before they admit they are wrong?


The majority of local residents and farmers don’t want this coal mine, a number of experts have been warning against it for years - yet still the NSW Government doesn’t appear willing to genuinely protect the water resources, agricultural assets and biodiversity values of the Liverpool Plains food bowl.

Here is the latest plea to go public.

The Sydney Morning Herald, 28 August 2017:

Claims that Shenhua's restricted coal mining will avoid affecting the aquifers of the rich farmlands of the Liverpool Plains are "false and ignorant", former state and private agronomists have said in a letter to Premier Gladys Berejiklian. 

The government last month paid the Chinese coal miner $262 million for just over half the exploration licence area of the proposed mine at Watermark in northern NSW. Energy Minister Don Harwin said the buyback would ensure there was no mining on the fertile black soils of the plains.

But the agronomists, five of whom worked for the Department of Primary Industries or precursor departments, said limiting the proposed open cut mine to ridges would still likely affect surface and groundwater flows in the plains and downstream regions.

"The claim that mining the ridges above Breeza will not have an impact on farming operations is false and ignorant," the letter's authors said.

"Hydrogeological investigations have shown that there is a high degree of connectivity between the alluvial aquifers throughout the Namoi Valley."
Brian Tomalin, a retired cattle farmer and a former Namoi Catchment Management board member, told Fairfax Media endangered ecological communities such as whitebox woodlands were also at risk from impacts of an open pit reaching as deep as 300 metres.

This is what privatisation did to Australia's household electricity bills


When three eastern and one southern state formed the National Electricity Market in December 1998 Australia had the lowest retail prices in the world along with the United States and Canada.

The rules which underpin this National Electricity Market are created by the Australian Energy Market Commission (AEMC) set up by the Council of Australian Governments (COAG) - through the COAG Energy Council - for that purpose and to advise federal & state governments on how best to develop energy markets over time.

The Australian Energy Regulator (AER) sets the amount of revenue that network businesses can recover from customers for using networks (electricity poles and wires and gas pipelines) that transport energy.

So far so good. There's a defined market and there are rules.

Then the privatisation of electricity supply and infrastructure began in earnest.

It should come as no surprise that this push towards full privatisation, with its downhill spiral in service delivery and uphill climb in cost to retail customers, began and was progressed during the term of Liberal Prime Minister John Howard.

By 2017 the NSW Berejiklian Coalition Government has almost completed its three-stage privatisation of state power infrastructure by selling off poles and wires and, it goes without saying that the retail cost of electricity is expected to rise again next year.

The annual cost to households of accepting a standing offer from one of the big three retailers instead of the best offer in the market has been estimated at $830 in Victoria, $900 in Queensland and $1400-$1500 in NSW and SA by the St Vincent de Paul Society.

Mr Mountain said power bills are constructed in such a complex way that ordinary customers without sophisticated spreadsheet and analytical skills have little hope of analysing competing offers to work out which offers them the best deal.

Private comparison websites do not include all market offers and charge retailers for switching customers, while the websites offered by the Australian Energy Regulator and the Victorian government do not provide the tools customers need to discriminate among offers.

Prime Minister Malcolm Turnbull has ordered the Australian Competition and Consumer Commission (ACCC) to conduct an inquiry into electricity supply, costs and pricing, including retail pricing.

The Treasurer should have a preliminary report from the ACCC in his hands by the end of September this year, however this body does not submit a final report until 30 June 2018 with no guarantee that any recommendations will be adopted by government and industry.

Quite frankly, it appears the privatisation train left the platform some time ago and there is no way to halt or divert it in order to genuinely benefit household consumers.

The Trouble With Water: not a good look for the National Party of Australia



On 1 June 2017 former NSW Minister for Natural Resources, Lands and Water (23 April 2014 - 2 April 2015) and current Nationals MP for Barwon, Kevin Humphries, announced that he will retire at the next state election in March 2019.

In the wake of the 24 July ABC “Four Corners” revelations of large-scale water theft under the Murray-Darling Basin Plan, Humphries has been referred to the NSW Independent Commission Against Corruption (ICAC) by the Labor Opposition.

Hot on the heels of this program came another announcement on 31 July 2017.

Former NSW Minister for Primary Industries (3 April 2011 - 2 April 2015) with responsibility for lands & water and current Nationals MP for Cootamundra, Katrina Hodgkinson, announced her retirement effective mid to late August 2017.

Hodgkinson denies any connection between her sudden retirement and those Four Corners revelations.

However it should be noted that it was on the joint watch of Humphries and Hodgkinson that the position of NSW Water Commissioner responsible for the overall management of the State’s surface water and groundwater resources was axed and the NSW Office of Water was reformed as part of the Dept. of Primary Industry maintaining overall responsibility for accepting and assessing applications to change water access licences and operating the Water Access Licence Register.

High volume water theft appears to have become easier on the watch of these two National Party politicians.

All that would be needed for a trifecta of retiring state politicians associated with water resource policy would be for the current NSW Minister for Primary Industry, Minister for Regional Water and Nationals MLC, Niall Blair, to announce an unexpected desire to spend more time with his family and pursue other interests.

Any further scandal surrounding the management water resources in the NSW section of the Murray-Darling Basin and this may well be a distinct possibility - or even more media coverage like this perhaps?

A NATIONALS minister is pushing Cabinet colleagues to change irrigation laws to retrospectively justify a decision by his department to give a major political donor and cotton farmer more rights over the precious Barwon-Darling River.

The Daily Telegraph can reveal that Primary Industries Minister Niall Blair is behind a push to alter an element of the Barwon-Darling Water Sharing Plan.

It comes after his department in 2016 overruled what it called “minor” error in the law to grant extra irrigation rights to Brewarrina cotton farmer Peter Harris.

A department briefing, seen by The Daily Telegraph, said the error was impacting on “some users wishing to trade between river sections covered by the plan”.

The briefing was written shortly after Mr Harris was given extra rights.

Mr Harris gave $10,000 to the National Party prior to the 2011 election in combined personal donations and those made by his company.

Its understood an internal Coalition fight has broken out between Mr Blair and current Water Minister Gabrielle Upton , who is resisting the changes. The revelations come as several inquiries have been launched into the alleged water theft on an industrial scale of precious resources across the basin…….

The Daily Telegraph has obtained another document showing that the retiring Ms Hodgkinson changed the water sharing plan to benefit irrigators after lobbying. She was water minister at the time.

In a 2012 letter to lobbyist and cotton farmer Ian Cole, Ms Hodgkinson wrote: “Following consideration of a number of WSP (water sharing plan) matter raised with me, I ­requested the Office of Water to make several amendments which I believe now present a fair and equitable outcome for all.”

The Minister for the Environment and Liberal MP for Vaucluse Gabrielle Upton's obvious reluctance may be due to her appreciation of a change in wind direction within the national electorate on the subject of Murray-Darling Basin water allocations.

The present Deputy Prime Minister and Australian Water Minister, Barnaby Joyce, is also in a somewhat precarious position – less to do with his manifest inadequacy as a federal minister and more to do with his stated motives for seeking to add the water ministry to his portfolio responsibilities.

Santos plan to build an 850 coal seam gasfield near Siding Spring Observatory has been submitted to the NSW Govt. They plan to triple the amount of pilot flares and double the amount of huge flares, adding damaging light pollution to our region in defiance of the recent declaration of this area being Australia’s only Dark Sky Park recognised internationally.

This submission has been written to draw attention to the unacceptable impacts of Santos current plan with light pollution from their upcoming 850 gaswells and flares near Siding Spring Observatory. It is a simple solution, as recommended by the NSW EPA to enclose all flares, not just for emissions and cleaner burning, but also to reduce the amount of unnecessary light pollution from giant flames lighting the night sky.

Siding Spring Observatory is Australia’s only unique science research facility using the largest optical telescopes for astrophysics and astronomy. First established in Coonabarabran NSW, on the Warrumbungle Ranges in the 1960’s it was built here because of the dark skies in this region. While there is historic value of this site from telescopes established over 50 years ago, this observatory hosts the largest optical telescopes from national and international universities and research entities. Not only hosting the largest, this site hosts the second, third, fourth, fifth largest telescopes etc in Australia, playing a key role in science research across the Southern Hemisphere. Over 50 telescopes are listed across the site being used by over 30 universities, institutions and private businesses using cutting edge technology, with some of the most advanced telescopes being used is astrophysical research. Future plans include another 50 telescopes to be built on site within the next decade. All this is reliant on keeping the dark sky dark! If this area was to lose the dark sky, this observatory would not be replicated again in Australia, but moved elsewhere in the Southern Hemisphere.

From 2013 onwards light emissions from the Santos gasfield exploration have increased to the point that, just the Bibblewindi large flare and unmanned facility alone, creates more light pollution than the entire town of nearby Coonabarabran with over 3500 people residing there. Santos have listed plans to triple the amount of pilot flares and double the amount of large flares including constructing 50 metre high flare stacks, with an average 30 metre high flame above it. Nowhere do they list the EPAs recommended practice to enclose flares, as has been done in NSW areas such as Gloucester. Enclosing flares is the only acceptable mitigation to protect the scientific community from the unnecessary light pollution they plan to emit. Siding Spring Observatory already has to deal with light pollution from existing mining and regional towns. Even Sydney itself, from over 400kms away can affect research from its light glow.

Santos are a lot closer than this. Every bit of extra light pollution is making it more difficult to continue the leading scientific research, and while each pollute in different levels, most consider they aren’t doing any damage. But it’s the combination with the existing light sources, adding a cumulative effect which is becoming worse as more pollution is created.

In summary, this is a simple fix in this case, as while Santos building infrastructure is willing to comply with shielded lights for buildings, they need to go a step further and enclose all current and future flares as the NSW EPA recommend. It is the only acceptable solution.

Siding Spring Observatory - A Priceless Resource Under Threat

Astronomers at Australia’s world-leading Siding Spring Observatory are becoming increasingly concerned about the potential threat to the observatory from adjacent coal seam gasfields. 

So much so that leading astronomers Robert McNaught and Malcolm Hartley have taken their protests directly to Santos.

Astronomer McNaught commented, “To put at risk the world class status of Siding Spring Observatory is both illogical and galling. It’s also infuriating that community concerns are being trampled upon by both government and industry.” 

The threat of light pollution from gas flares and infrastructure (expected to equal that of a reasonable sized town) and the increase of particulates in the air from flares, increased traffic on unsealed roads and clearing, has prompted the protest against Santos.

Other concerned astronomers and the community of Coonabarabran are united against coal seam gas (CSG) developments in the area.

The iconic observatory has been an important scientific tool and economic boon for the Coonabarabran area and Australia for over 50 years, with 30,000 visitors annually, many of them school children and family groups. About $5 million dollars is injected into the local economy each year.

The Federal Government has highlighted the protection of the observatory as one of the key areas it will be looking at in the Environmental Impact Statement of the Narrabri Gas Project, because of its importance to the regional economy and the national astronomy sector.

The site was chosen due to its high elevation, low humidity, non-turbulent atmosphere, clean air and clear night skies. These attributes bring astronomers from around the globe.

Siding Spring is the largest optical astronomy research centre in Australia, now with 47 Australian and international telescopes, and with more international and local research institutes looking to expand, including Japan and the US. 

More than $100 million worth of research equipment is located at the observatory.

Siding Spring employs many technical and maintenance staff, with around 40 living in Coonabarabran and another 50 (not including astronomers) living in Sydney and Canberra.

The observatory has been integral in the discovery of many comets, asteroids and galaxies and is renowned throughout the world.

Recent discoveries include the oldest known star, the largest comprehensive mapping of the universe in the world, and an intensive study of the closest known super nova.

The Siding Spring Observatory survived destruction during bushfires in 2013 and is now under threat by the proposed Santos coal seam gas developments in the Pilliga Forest and future expansion into other PELs including the Liverpool Plains and Coonabarabran itself.

The threat to Siding Spring Observatory is just one of many issues created by proposed Santos CSG developments that have led to community solidarity against Santos in Coonabarabran and opposition in the surrounding area.

As well as light pollution, astronomers are concerned that material dispersed from mining operations will be corrosive to telescope lenses. Siding Spring has around 50 high-grade telescopes pointing at the heavens.

Peter Small, who provides technical support for Siding Spring, said an existing mining operation at Boggabri already gives off more light than the neighbouring towns of Narrabri and Gunnedah.

“We get light pollution from that – we even get light pollution from Sydney, which is 400km away, so you don’t have to be that close,” he said.

“This will reduce visibility. If there’s light pollution from anywhere, never mind about the gasfields, this site becomes unviable. It would shut down and all those local jobs would be lost.
