And the news just keeps getting worse for the NSW Perrottet Government five weeks out from the 25 March 2023 state election

The NSW government is in disarray just five weeks from the state election as one of Premier Dominic Perrottet’s most senior ministers and closest confidants was forced to quit cabinet after it emerged he owned shares in the tolling company that controls most of Sydney’s motorways.


The premier was also forced to reveal on Friday that one of his parliamentary secretaries had stood down amid a scandal involving intimate photos he shared.


Finance minister and leader of the government in the Legislative Council Damien Tudehope quit just hours after he confirmed he held shares in Transurban, which owns the majority of tolling concessions across Sydney, including WestConnex, NorthConnex and the M2.


Perrottet sought legal advice on Friday afternoon over whether Tudehope “knowingly breached” any disclosure rules under the ministerial code of conduct.


In a statement late on Friday, Perrottet confirmed the advice from the Department of Premier and Cabinet had “cleared Damien” however Tudehope had decided to resign from cabinet…..


Upper House MLC Peter Poulos resigned on Friday from his secretary role amid internal anger after an admission he shared explicit images of Hawkesbury MP Robyn Preston in the lead-up to a bitter preselection battle. Poulos has apologised to Preston, who modelled as a Penthouse “pet” in the 1980s.


In a major embarrassment for Perrottet, Tudehope on Friday confirmed he held shares in tolling giant Transurban, which owns the majority of tolling concessions across Sydney, including the WestConnex motorway, NorthConnex and the M2.


Tudehope said he had unknowingly held the shares in a family superannuation fund, but insisted he gave a “printout of the assets” contained within that fund to both Perrottet and former premier Gladys Berejiklian.


He said the Transurban shares were sold overnight, and conceded they had risen in value considerably since he was appointed minister in 2019. Tudehope said he would donate to charity any profit he made, which he expected to be about $6000.


Tudehope said he did not recuse himself from cabinet over discussions involving Transurban because he did not know he owned the shares as the superannuation fund was managed by a fund manager…..

Transurban recently reported record half-year earnings of $1.66 billion, boosted by some $835 million in tolls collected from Sydney drivers over the course of the past six months.


Mr Tudehope was a cabinet minister during the Berejiklian government’s decision to sell the WestConnex toll road to Transurban for $11 billion in 2021. More recently, he took part in a number of cabinet decisions to provide toll relief to NSW drivers.


Earlier, he denied being “involved in any discussions relating to WestConnex” and claimed he “was not on the relevant committee or relevant cabinet meetings”.


The first thing is whether there was a significant impact, and whether I knowingly breached the code of conduct, and I have to say, I didn’t know that I held those shares at the time that I participated in policy decisions relating to Transurban,” he said.



It should be noted that Liberal MLC Damian Francis Tudehope has been a Member of the Legislative Council since 23 March 2019 having previously been a Member of the Legislative Assembly from 28 March 2015 to 1 March 2019.


He had been NSW Minister for Finance as well as Minister for Employee Relations since 21 December 2021, having been appointed to both ministries by Premier Perrottet. 


On 21 December he also became Leader of the Government in the Legislative Council and Vice-President of the Executive Council.


Damian Tudehope is reported as resigning as NSW Minister for Finance, Minister for Employee Relations and Leader of the Government in the Legislative Council on Friday 17 February 2023. Presumably he also resigned from the Executive Council.


Tudehope had previously been finance & small business minister during the Berejiklian Government years from 2 April 2019 to 21 December 2021.


Before entering parliament he practiced as a solicitor.


Interestingly, Damian Tudehope had been Chair of the Committee on the Independent Commission Against Corruption from 3 June 2015 to 22 February 2019 and, a Member of the Standing Committee on Parliamentary Privilege and Ethics from 29 March 2017 to 22 February 2019. Committee terms which should have seen him well acquainted with the ins and outs of of issues such as pecuniary interests and conflicts of interest.


According to ABC News on 17 February 2023; ...like Mr Perrottet, [Damien Tudehope] has links to the the Catholic Church's conservative Opus Dei organisation. 


It appears the families may know each other well. The Linkedin entry of the premier’s younger brother Jean-Claude Perrottet shows that he was an Electoral Officer for Damian Tudehope MP from March 2018 to March and 2019 and Policy Advisor for Damian Tudehope MLC Minister for Finance and Small Business.


The family superannuation fund” to which Mr. Tudehope was referring is possibly a self-managed superannuation fund titled Claiyear Pty Limited ATF The Tudehope Superannuation Fund (est.1998) or perhaps even Imtaga Pty Limited ATF Tudehope Family Trust (est.1985), as set out in his Disclosures By Members Of The Legislative Council form dated 31 March 2021. Although the latter registered company was missing from his disclosure of pecuniary interest form signed on 20 September 2022.

This graph shows 20 dividend issues to shareholders over a 10 year period. Not a shareholding one would normally expect to be overlooked in the investment portfolio of any politician.


As a member of the NSW Upper House Damian Tudehope  does not stand for re-election until his term of service expires at the end of the 58th Parliament (05 Mar 2027).


It is not outside the bounds of possibility that if the Perrottet Government is re-elected on 25 March 2023, Damian Tudehope will be restored by Premier Perrottet to a Cabinet-level ministry or ministries and a place on the Executive Council. 


In fact as recently as last Saturday, Premier Perrottet left the door open to reinstating Tudehope after 25 May; "Mr Perrottet, who described Mr Tudehope as a man of "the highest integrity and honesty", was quizzed on Saturday about whether he would consider making him a minister again post March 25. "I'll make those decisions in due course," the Premier told reporters."


The last time Damian Tudehope did Dominic Perrottet a favour — by vacating his Lower House seat in order for Perrottet to contest the 2019 election in a preferred safe seat — he was amply rewarded. I have a strong suspicion that both men understand that he will be similarly favoured this time around.


UPDATE


In an effort to walk back just one of the Premier's errors of judgement the NSW Liberal Party has acted.....


The Sydney Morning Herald, 19 February 2023:


"This afternoon, the State Director, in consultation with the State President, exercised campaign powers to suspend Peter Poulos from the NSW Division for a period of 6 months," a spokesperson for the Liberal Party said in a statement.


This in no way stops Poulos standing as a nominal Independent at the 25 March state election. Nor does preclude him changing from Independent MLC back to Liberal MLC in 2024 should he be re-elected in 33 days time.

Only 39 days remaining until the NSW state election and Liberal MP for Epping & Premier Dominic Perrottet's troubles are multiplying.

 

Perrottet's first problem of the month....

What the report is about

The Bushfire Local Economic Recovery (BLER) program was created after the 2019–20 bushfires, and commits $541.8 million to bushfire affected areas in New South Wales. It is co-funded by the Commonwealth and NSW governments.


This audit assessed how effectively the Department of Regional NSW (the department) and Resilience NSW administered rounds one and two of the BLER program….


What we found

The Department of Regional NSW did not effectively administer the Fast-Tracked stream of the BLER.


The administration process lacked integrity, given it did not have sufficiently detailed guidelines and the assessment process for projects lacked transparency and consistency.


At the request of the Deputy Premier's office, a $1 million threshold was applied, below which projects were not approved for funding….


This threshold resulted in a number of shortlisted projects in areas highly impacted by the bushfires being excluded, including all shortlisted projects located in Labor Party-held electorates….. [my yellow highlighting]


The Sydney Morning Herald, 3 February 2023:


The Perrottet government has handed the corruption watchdog a copy of a scathing investigation which found an intervention by the office of the then-deputy premier John Barilaro diverted funding for a $100 million bushfire recovery program away from Labor-held electorates.


The Department of Premier and Cabinet provided the report exposing serious transparency failures to the Independent Commission Against Corruption (ICAC) on Friday morning, sidestepping NSW Labor leader Chris Minns who had earlier threatened to do the same.


A damning report by the auditor-general released on Thursday revealed that instead of following guidelines, the office of the then-NSW Nationals leader devised their own rules to fast-track money to areas hit by the 2019 Black Summer catastrophe – a switch that meant 96 per cent of projects funded were in Coalition-held seats.


Minns issued the former deputy premier a 24-hour ultimatum to explain the reasons behind the 2021 decision or have the matter referred to ICAC by Labor. The Labor leader’s office was drafting a letter to the ICAC on Friday afternoon…..


Perrottet's latest political headache....

Jean-Claude Perrottet and Charles Perrottet (pictured) were called to appear before NSW Legislative Council Portfolio Committee No. 7 – Planning and Environment inquiry into "Allegations of impropriety against agents of the Hills Shire Council and property developers in the region".


Allegations of impropriety centre around a June 2022 statement made under parliamentary privilege by another Liberal MLA, Ray Williams, that senior members of the party & state executive received payment from a property developer to facilitate the selection of Liberal candidates at the December 2022 local government election who if elected would hold a favourable view of his development applications.

 

However, along with senior office holder in NSW Liberal Party and lobbyist Christian Ellis, Councillor Virginia Ellis (Lib) and property developer Jean Nassif, the Perrottet brothers (both NSW Liberal Party members) have failed to indicate attendance at the inquiry or acknowledge official summons.


While former The Hills Shire councillor Alan Haselden (Lib) appears to have walked back his previously expressed concerns.


Chair of Portfolio Committee No. 7 stated in an official 11 February media release: "This appears to be a calculated and coordinated attempt to avoid scrutiny by the NSW Parliament. The committee is extremely concerned by this behaviour and calls on these individuals to cooperate with the inquiry."


As the Inquiry is due to report to the NSW Parliament no later than 2 March 2023, just 23 days before the state election, in my opinion there is a strong suspicion that any failure of these persons to give evidence would possibly be part of a deliberate effort to forestall that report to Parliament.


Not a good look for the Premier.

Show Us The Money, Perrottet!

 

Fool us once, shame on you; fool us twice, shame on us. Try to fool us a third time, then your vote count drops on Saturday 25 March 2023.

The unveiling of the master plan for the $264 million redevelopment of Grafton Base Hospital (GBH) has been described by Des Harvey of the Grafton Base Hospital Community Committee (GBHCC) as a miniscule step forward.


The Minister and others might think it’s a major step, but in our opinion, there is still no funding other than just a mention of funding,” he said.


There is a promise of $263.8 million, but that has been around for too many years.


We’ve also had a promise that construction will commence before March 2023, and we know that’s not going to happen.


We’re still talking about planning.


In my opinion, and that of many people I speak to in the community, the planning really was completed back in 2015, and that’s the reason that the government was able to come up with a figure of $263.8 million, so they knew specifically how many nails, screws and alike were involved in the job…..


 But as far as I can see, there is no money in the budget for it, and until there is money in the budget, nothing happens,” he recalled.

Consumer spending in Sydney, New South Wales is the lowest it has 
ever been over the entire course of the COVID-19 pandemic to date and, 
there is no prize for guessing that what caused this was Australian Prime 
Minister & Liberal MP for Cook Scott Morrison's favourite three-word 
slogan, 'living with COVID'.


Which he so disastrously urged fellow Liberal & NSW Premier Dominic 
Perrottet to put into high-gear action by further reducing key protective 
elements of the public health response in NSW while at the same time 
opening up the state, then doubling down on dismantling what remained 
in place after the Omicron Variant entered Sydney and began to spread.

Escalating COVID-19 cases in New South Wales have not reduced appetite for travel, with tourist hotspots across the state still buzzing with activity.


However, many regional hospitality businesses are missing out on the potential windfall because staff shortages are preventing them from operating at full capacity…..


It's a similar scenario on the state's north coast.


Ballina RSL chief executive Bill Coulter said they had to reduce trading hours due to a lack of staff.


"It's challenging in terms of rostering. We're down about 20 per cent in staffing numbers and have been for quite some time now," Mr Coulter said.


"I think there is ongoing uncertainty about hospitality. When there's a COVID outbreak or issue, then it gets knocked out pretty quickly. And I think people's uncertainty in that space has heightened their anxiousness and they've sought alternative employment."


He said it was a problem across the region.


"We've had visitors in the club in the last week … and they say they just can't get into any business in town because nothing's open."….


Jane Laverty, regional manager of the NSW Business Chamber, said the latest surge in COVID cases had been a huge challenge for regional businesses.


"Our hospitality businesses … did see this as the time that they would be able to claw back some of the losses that they had previously, and they've been looking forward to this holiday period."


She called for government support to be reinstated for businesses across the state.


"We're certainly not back to any level of normal … we're still very much in the grips of COVID pain.


"That support will give the businesses and their employees some level of hope and support and dollars in their accounts during the period of time where we've still got such instability."

Australia 2022: a study in betrayal


SARS-CoV-2 entered Australia on 15 January 2020. It came here by a commercial passenger jet. It was not until 25 January 2020 that the infected passenger was diagnosed with COVID-19 and became our own Patient Zero in Sydney, New South Wales.


That same day two more airline passengers who disembarked in Sydney were also diagnosed with COVID-19.


From the very beginning the public health response of both the Federal and NSW governments was never as swift and comprehensive as it needed to be.


Indeed, over the next 15 months it often seemed that Prime Minister & fundamentalist Liberal Party ideologue Scott Morrison was personally determined to sabotage any chance of coming through this pandemic with minimal viral infections, deaths and long-term health problems for those who recovered from COVID-19.


However, despite the increasing politicization and weaponing of the public health response by the Morrison Government, we almost made it through.


By 15 June 2021 Australia had limited infection spread so that the cumulative total of COVID-19 cases was 30,274 people – just 0.1176% of the entire population. Sadly the COVID-10 related death toll stood at 910 individuals, but on the other hand there were only 116 active cases remaining in the entire country and only 26 of these were still sick enough to require hospitalization. Such outcomes compared favourably with global pandemic data.


On 16 June NSW Health confirmed that SARS-CoV-2 Delta Variant had been discovered after testing a man from Eastern Sydney. It was then that first the population of New South Wales and later by the rest of Australia discovered that, when it came to elected members of the federal and NSW state governments, there had been no lessons learnt from the earlier litany of public health blunders.


The Delta Variant quickly became a state-wide outbreak that was exported to other states and territories once then NSW Premier & Liberal MP for Willoughby Gladys Berejiklian – seemingly in thrall to Scott Morrison – began to insist that communities across the state must learn to ‘live with COVID’ and that the other states needed to follow her plan to re-open borders and scale back public health order conditions & restrictions. Scott Morrison threw his weight behind the only state premier who agreed with him and COVID-19 infections began to grow and spread at an alarming rate.


Over the next 23 weeks the number of confirmed COVID-19 cases in Australia grew to a cumulative total of 205,271 people with a COVID-19 related death toll of 1,985 individuals. The number of active cases remaining at the end of that time numbered 13,492 infected people with 557 ill enough to require hospitalisation.


There was a faint light at the end of the tunnel because infection growth and spread had begun to fall in the state that started the Delta Outbreak. So that at 8pm on Friday, 26 November 2021 the daily number of confirmed new cases of COVID-19 in NSW only totalled 235 people with 174 COVID-19 cases currently hospitalized and, 26 people in intensive care 10 of whom require ventilation.


Two days later NSW Health heralded the arrival of SARS-CoV-2 Omicron Variant after passengers who disembarked in Sydney from southern Africa on 28 November 2021 had tested positive for COVID-19 and their test results were being sequenced for this new variant.


The most charitable explanation for what happened next was that the entire NSW Government mindlessly panicked and, with new Premier & fundamentalist Liberal Party ideologue Dominic Perrottet at the helm, decided to treat this new outbreak in the making as a purely political and economic issue. Scott Morrison encouraged this approach just as he had encouraged open borders, lowering public health order restrictions and living with COVID.


This time Morrison appears to have gone further behind closed doors at the so-called National Cabinet meetings – rumours of verbal abuse, political threats and threats of financial sanctions by the federal government began to filter out.


By 15 December 2021 there was little left of what had always been an inchoate national public health response to the COVID-19 pandemic and, the states had begun to follow New South Wales down the rabbit hole Scott Morrison had so industriously dug.


On 31 December 2021 the national cumulative total of confirmed COVID-19 cases had grown to 395,504 people or 1.536% of the entire population. And tellingly, est. 190,233 more people had fallen ill over the space of the last 5 weeks. The cumulative national COVID-19 related death toll stood at 2,239 individuals. Active cases numbered 137,752 and current hospitalizations 1,591.


By 1 January 2022 that 190,233 figure appeared to have grown to 225,560 additional confirmed COVID-19 cases in Australia in the space of the last 5 weeks. 


When 2 January arrived  there was more unwelcome news. As at 8pm the number of additional confirmed COVID-19 cases in the last 5 weeks had grown to est. 257,194 people nationally. 


The national daily number of new confirmed COVID-19 cases on 2 January was given as 32,354 people and the number of active cases as est, 188,957 individuals. Currently 1,978 infected people were ill enough to require hospitalisation (1,204 of those being inpatients in NSW hospitals), 148 being in ICUs (95 in NSW) and 51 being ventilated (25 in NSW).


While the cumulative national total confirmed cases according to the Australian Dept. of Health was 462,928 and total deaths since January 2020 were recorded as 2,258 men, women and children.


Unfortunately, after 23 months of community transmission of SARS-CoV-2 , an erratic national public health response and a political response in recent months which has the effect of limiting community access to PCR tests & rapid antigen self- testing kits, the recorded tally of confirmed COVID-19 cases no longer represents a true and accurate total of the number of people who actually contracted the virus. The degree of undetected infection and the under reporting in official data to date has not been publicly quantified in Australia, but there is some suggestion that it could currently be somewhere between 20-25% and up to 50% for the latter part of December 2021. These percentages have the potential to impact on government's ability to assess probability and risk going forward into 2022.


Regions, local government areas and communities across Australia are in uncharted waters. It might never be possible to walk back the current high infection rate in the foreseeable future and, February 2022 may bring a new normal that is debilitating to national, state and regional economies, the public health system and social cohesion. 


Now one can argue about the level of virulence attached to the Omicron Variant and about whether cumulative, active, hospitalised or death toll numbers are important markers. However, what cannot be denied is that everyone of these active cases on any given day represents over time; a potential or real loss of productivity at state and national level, changes in the pattern of business profitability, yo-yoing consumer confidence, a decrease in tourism & hospitality turnover and an assault on the collective sense of safety and wellbeing. As well as a very real possibility that how Australian citizen’s cast their ballot at elections held in 2022 may be very different from past years.

In the first two days of 2022 Northern NSW Local Health District where this blog is situated had recorded a total of 715 new confirmed COVID-19 cases across the 7 local government areas and, reported up to 19 people in hospital with 4 in intensive care.

Two enormous authoritarian egos battle for control of Australia's fate

It has been painfully obvious since he first gained a federal government ministry that the Liberal prime minister of almost 200 social media 'nicknames', Scott John Morrison, is firm in his belief that his own political and personal decisions have the blessing of his god.


It is also becoming apparent that, in his turn, the current Liberal premier of NSW, Dominic Francis Perrottet, is unshakeably convinced his way is always the right way for the state and for the country.


The belief of both these proudly Christian, rigidly authoritarian, xenophobic, chauvinistic men in the rightness of their 'leadership', means they wield power with little thought to the public good or the safety of their citizens.


No matter how parlous their respective budgetary bottom lines are or how close economic neoliberalism is to their hearts, in the midst of a global pandemic is not the time for ego-driven 'one-upmanship' by the 'Prime Minister of NSW'  and the 'Premier of Australia'. 


Communities and families right across the country will suffer if these two politicians won't cease pawing the ground, tossing heads, snorting and bellowing, in a foolish attempt to establish dominance & territory.

A couple of weeks ago, without consulting the states, the Prime Minister announced he would be re-opening the international borders in states where the vaccination rate had hit 80 per cent.


It’s time to give Australians their lives back,” Scott Morrison said, in what appeared for all intents and purposes to be a move designed to ensure he was the bloke getting the credit for opening things up, whatever states and territories might be doing, not to mention giving the whole opening up thing a good nudge along the way.


The fact he hadn’t mentioned it to the states – despite the significant ramifications it has for them as the ones responsible for trying to manage the spread of COVID-19 and the quarantine system (offloaded by the federal government) – meant the Prime Minister could hardly complain on Friday when the new NSW Premier Dominic Perrottet returned the favour by announcing his government would be removing both quarantine requirements and caps on overseas arrivals from November 1.


Perrottet didn’t mention it to any of the other states either of course, leaving the country in an apparently ludicrous shambles of restrictions: as many people have pointed out, of being able to travel from Sydney to Paris, but not Brisbane, Perth, Tasmania, the Northern Territory or even Canberra.


The last vestiges of the “national plan” – if there were any after Morrison’s move on international borders – have thus been smashed: that is, the stated idea that no one would open up until everyone had reached 80 per cent, regardless of individual states’ vaccination figures.


There’s so much to contemplate in this development: the humiliation – if the federal government was apt to feel such a thing – of a state government appearing to unilaterally end quarantine arrangements (the responsibility of the federal government) and overseas arrivals caps for starters


It looked for all the world as if the state government was running the joint. Perrottet the premier of Australia. Just as Scott Morrison has been dubbed the prime minister for NSW.


Before Perrottet’s announcement, we had heard nothing this week from the PM since Monday – when he emerged out of The Lodge to once again try to share in the joy of (and credit for) the end of lockdown in NSW……

Perrottet, Toole & Hazzard appear determined to keep Clarence Valley communities in almost Stygian darkness when it comes to their COVID-19 status


It has taken an instore notice posted at Coles South Grafton to make Clarence Valley residents aware that what appear to be locally acquired Covid-19 infected individual/s have been moving freely about the Grafton area since at least 27 September 2021.


It wasn't until almost 3 hours after the Coles instore notice (below) was shared on Twitter that 3 Grafton venues of concern were actually named by @NNSWLHD.


Just not good enough, NSW Health!
