COVID-19 State of Play: Progression of NSW Delta Variant Outbreak up to 12 July 2021

NSW Health, media release, 12 July 2021

Sometime between 17-18 June 2021 it is highly likely that it became obvious to state authorities that the Delta variant of SARS-CoV-2 which causes a highly infectious form of COVID-19 was now loose in New South Wales.

At that point the cumulative number of COVID-19 cases in the state stood at 5,442 people, including interstate residents in NSW health facilities.

On 26 June 2021 the Berejiklian Government issued public health orders - eventually locking down Greater Sydney, Blue Mountains, Wollongong, Shell Harbour and the Central Coast.

By 8pm on Sunday 11 July 2021 the percentage of COVID-19 infections acquired in the community had grown to est. 92% of all confirmed new cases from all infection sources recorded since the Delta variant outbreak began in the state.

"NORMAN SWAN: This graph tells the story. The number of people who have been infectious while in the community keeps rising - day in, day out." [ABC “7.30” program, 12 July 2021]

To date there has only been one confirmed death in New South Wales due to COVID-19 infection since the new outbreak began on 17 June 2021.

UPDATE

NSW Healthmedia release, 13 July 2021

Australian Liberal Prime Minister Scott Morrison's inept handling of the COVID-19 vaccine supply contracts revealed, as business turns to former Labor prime minister Rudd for assistance

Letter dated 30 June 2021 concerning Pfizer vaccine supply - from former Australian Prime Minister Kevin Ru... by clarencegirl on Scribd

The New Daily, 12 July 2021:

The ABC, which obtained a copy of the letter, reports that Mr Rudd stepped in after a senior Australian business figure living in the USA held two meetings with Pfizer because he was despairing of the Coalition government’s vaccine supplies.

The ABC reports that senior Pfizer executives had been astonished that Mr Morrison had not directly spoken to the Pfizer chairman and suggested that Mr Rudd — who was known to them because of his work in the United States — may have some influence.

If it was possible for Pfizer to accelerate the doses, Mr Bourla indicated they would need a contractual request from the Australian government, Mr Rudd’s letter states…..

Nine days after Mr Rudd’s Zoom meeting [with Mr. Bourla], Mr Morrison announced on Friday [9 July 2021] that Australia’s Pfizer doses would be brought forward, with 1 million jabs per week starting in July......

Immediately after the media reports began to circulate on 12 July 2021 Australian Minister for Health and Aged Care & Liberal MP for Flinders Greg Hunt began issuing denials that Mr. Rudd had any involvement in the contractual delivery schedule of Pfizer COMIRNATY BNT162b2 (mRNA) doses to Australia being accelerated.

However the letter of 30 June clearly indicates that Rudd had earlier proactively contacted Pfizer and that Pfizer would be amenable to being contacted further in relation to the supply schedule by the Morrison Government, its contractual partner.

The letter also indicates that prior to the 30 June letter being sent Rudd personally contacted Prime Minister Morrison informing him of the initial contact with Pfizer.

In my opinion the contents of Rudd's letter are more credible than deflective statements made by Minister Hunt.

The Pfizer COVID-19 vaccine is being rolled out in northern New South Wales for people aged from 40 to 59 years

Port Macquarie News, 23 June 2021, article excerpt:

The Ballina Commonwealth Vaccination Clinic began administering the Pfizer COVID-19 vaccine this week and will be able to start accepting people aged 40 to 59.

Planning is underway to increase the number of Commonwealth vaccination clinics offering the Pfizer vaccine.

The other six Commonwealth vaccination clinics in the region are at Wauchope, Kempsey, Murwillumbah, Casino, Yamba and Nambucca Heads.

Additionally, 20 local general practices are due to begin administering the Pfizer vaccine from July 5, with a further 10 starting on July 12.

More practices are expected to come on board from July 19.

There are more people in line for the Pfizer vaccine after the federal government announced that Pfizer is the preferred vaccine for people aged 59 and under, based on updated advice from the expert vaccine body.

BACKGROUND

Australian Technical Advisory Group, statement excerpt,

17 June 2021:

A statement from the Australian Technical Advisory Group on Immunisation (ATAGI) on the AstraZeneca COVID-19 vaccine in response to new vaccine safety concerns.

Summary

The Australian Technical Advisory Group on Immunisation (ATAGI) recommends the COVID-19 Pfizer vaccine (Comirnaty) as the preferred vaccine for those aged 16 to under 60 years. This updates the previous preferential recommendation for Comirnaty over COVID-19 Vaccine AstraZeneca in those aged 16 to under 50 years. The recommendation is revised due to a higher risk and observed severity of thrombosis and thrombocytopenia syndrome (TTS) related to the use of AstraZeneca COVID-19 vaccine observed in Australia in the 50-59 year old age group than reported internationally and initially estimated in Australia.

Australian GovernmentTherapeutic Goods Administration (TGA)COVID-19 vaccine weekly safety report - 17-06-2021, snapshot:

Five of the twelve cases of confirmed or probable adverse reactions resulting in Thrombosis with thrombocytopenia syndrome (TTS) after being administered the AstraZeneca COVID-19 vaccine recorded between 11 and 17 June 2021 were in people aged between 65 and 80 years of age.

Australian GovernmentTherapeutic Goods Administration (TGA)COVID-19 vaccine weekly safety report - 24-06-2021, snapshot:

Two of the five cases of confirmed or probable adverse reactions resulting in Thrombosis with thrombocytopenia syndrome
(TTS) after being administered the AstraZeneca COVID-19 vaccine recorded between 18 and 24 June 2021 were in people aged between 60 and 95 years of age.

As of 24 June 2021 there have been a total of 64 cases of confirmed & probable TTS reported from approximately 4.2 million AstraZeneca vaccine doses and, as of 20 June 2021 there have been a total of 38 reports of the immune disorder Guillain-Barre Syndrome (GBS) following approximately 4.2 million doses of the AstraZeneca vaccine. GBS causes nerve inflammation and can result in pain, numbness, muscle weakness and difficulty walking. In many cases it resolves within months but can sometimes take up to two years.

Australian Government Dept. Of Health, "Information for health care providers to help consumers make informed decisions", 18 June 2021:

TTS involves blood clotting with low platelet count. Current data indicates that TTS occurs in around 2 out of every 100,000 people who receive the first dose of COVID-19 Vaccine AstraZeneca. TTS appears to be far more rare following second doses, with data from the United Kingdom indicating a rate of 1.5 per million second doses. The severity of illness due to TTS ranges from fatal cases and those with significant morbidity, to relatively milder cases. TTS appears to be more severe in younger people. In Australia, the overall case fatality rate is 3%. Of the TTS cases that have been classified by the Therapeutic Goods Administration as confirmed or probable, over half have been discharged from hospital. Around a quarter of the Australian cases so far have been more serious and have required treatment in intensive care, and tragically two people have died.

Less talk about a 2021 federal general election since the impact of Morrison's vaccine procurement & rollout blunders began to bite

The hoped for strong surge in support for the Coalition parties is not being realised, while Australian Prime Minister Scott Morrison's personal support has been falling since his late April high this year.

An October 2021 federal general election is becoming less of a certainty and News Corp media is reporting that Morrison is telling colleagues that the election will not be held until 2022, with 21 May being put forward as a possible date by former senior Abbott advisor and current Liberal Party campaign director Andrew Hirst.

On 20 April 2021 Scott Morrison in a private capacity attended the Australian Christian Churches National Conference on the Gold Coast and billed us all an est. $29,157

https://www.youtube.com/watch?v=aziBueAsv6U&t=3s

This is the full speech by Prime Minister & Liberal MP for Cook Scott Morrison at the Australian Christian Churches National Conference 2021 on the Gold Coast last week.

This footage was originally broadcast by Vineyard Christian Church.

It was posted on Youtube by Rationalists Australia on 25 April 2021.

Morrison's speech was filled with memorable disclosures - including this:

"I've been in evacuation centers where people thought I was just giving someone a hug and I was praying and putting my hands on people in various places, laying hands on them and praying, in various situations”.

It has been reported in mainstream & social media that Scott Morrison flew up to the Gold Coast from Sydney by RAAF VIP business jet on Tuesday 20 April 2021 and returned to Sydney by RAAF VIP business jet later that night.

The jet was a Dassault Falcon 7x Special Purpose Passenger and VIP Transport with a crew of two pilots and one cabin attendant.

The cost of this private jaunt was taxpayer funded and, based on 2019-2020 fixed fees and additional costs for the entire round trip (with the jet flying to Sydney at 2:21pm from its Canberra airbase and returning to the airbase at 11:51pm) was est. $29,157.

However, as Morrison's trip to the Gold Coast does not appear to have been announced as part of any prime ministerial itinerary and, as he specifically stated at approx. 3:24 mins into his 23:20 mins conference 'sermon' that "I didn't come here to talk about politics tonight", one wonders why taxpayers should foot his extravagant bill.

In my opinion the fact that his "brothers" Stuey (Robert) and Matt (O'Sullivan) also attended this conference is not an acceptable fiscal figleaf for #ScottyFromGilead to hide beneath.

Prime Minister Scott Morrison's arrogance brings Australia closer to an all out trade war with China

China is said to account for around one-third of Australia's export income

This may not continue into the future.

Given the growing tension between Australia and China, caused in great measure by Australian Prime Minister Scott Morrison acting as US President Donald Trump's annoying little barking dog snapping at the heels of Xi Jinping, it is possible that in 2021 Australia could face over $105 billion in lost trade with China.

 The Monthly, 15 December 2020:

..Beijing appears to have officially blacklisted Australian coal for the foreseeable future. The Chinese government sure knows how to hit where it hurts. Australian coal exports to China were worth $14 billion last year, and, for the many coal-lovers in the Coalition, the one argument for the industry’s continued existence – the financial one – has just been crushed. It was hard enough justifying a project such as Adani’s Carmichael mine before; now it looks ridiculous. Trade Minister Simon Birmingham has urged China to clarify the reported ban, calling it unacceptable and discriminatory, while Scott Morrison somewhat hopefully called the reports “media speculation”, and warned that a blacklisting would “obviously be in breach of WTO rules and our own free-trade agreements, so we would hope that it is not the case”. It’s a lot more than media speculation, of course. And it’s hardly coincidental that this news has arrived hard on the heels of the stoushes over Australian iron ore. Where is all this heading?

Australian businesses are going to suffer, and people are going to get hurt. Journalist Anna Krien has been tracking a terrible situation involving sailors marooned off the coast of China, on ships full of Australian coal. For up to eight months, these ships have been unable to offload their cargo into Chinese ports due to an informal government ban. “China doesn’t want it. The seller won’t leave. A game of chicken except these men’s lives are at stake. Three are on suicide watch,” Krien reported via Twitter. “Their medicine has run out. The water they are being supplied with is bad – causing rashes that won’t heal and [are] pus-filled. They have families. One sailor’s father back home in India has died, his mother is dying.”

Some of the stranded seafarers haven’t been allowed to disembark for 20 months due to COVID-19. Do Birmingham, Morrison, Canavan, Pitt and Payne care about these workers? Does the Minerals Council? Let alone the hundreds of thousands of workers in the other sectors hit by China’s abrupt strikes on Australian products…...

Yes, Scott Morrison really said that!

When Scotty From Marketing tried his hand at turning Australia into a Potemkin village

Crikey, 28 September 2020:

The PM has created a Potemkin policy village. He's learnt that it’s not whether you do nothing, it’s how you do that nothing that counts.

It’s become a media truism: the pandemic response shows that Morrison really learnt from his bushfire stumbles. But just what did he learn? It seems that Morrison learnt to control the news cycle -- it’s not whether you do nothing, it’s how you do that nothing that counts.

Moving on from the Hawaii-holidaying “I don’t hold a hose, mate” dismissal of the media, he has learnt that he needs to feed the media chooks a steady flow of announceables. He needs to look all prime ministerial for the television cameras, after the details have been shaped into the government’s preferred narrative in advance through special day-before briefings for the gallery heavyweights.

It’s Morrison’s Potemkin policy village: a facade of action thrown up to keep journalists busy. It's all colour and movement, with no substance. It's a little like the notorious village facades set up by Grigory Potemkin, Catherine the Great’s 18th century court favourite, to comfort the empress that her country was richer than it was....

Sometimes Scotty From Marketing can become quite literal about his faux Russian village.

Here is Scotty pretending to erect a very, very, very small house......

And here he is mangling a wee hen enclosure.....

Flushed with success, last night he attempted to create a budget to pay for the main street and village square Ă  la Potemkin - details of which can be found here.

COVID_19 reached Australia around 236 days ago but Prime Minister Scott Morrison did not act on fully implementing contact tracing of overseas air arrivals until Day 234

Australian Prime Minister and Liberal MP for Cook Scott Morrison and his office were quick with the excuses and blame for others when found out, but a man already notorious for being chronically workshy has just reinforced his reputation.

There was a reason most of the jobs he held between leaving university and entering the Australian Parliament lasted no more than two years' duration and, unfortunately the drought, then the bushfires and now the pandemic are showing us that reason.

News.com.au, 18 September 2020:

Scott Morrison was warned that COVID-19 contact tracers urgently needed airlines to keep more data on travellers in January but failed to secure agreement on the mandated collection of information for travellers until today’s national cabinet.

Correspondence obtained by news.com.au confirms that Queensland Premier Annastacia Palaszczuk wrote to the Prime Minister on January 31, just days after the first confirmed case in Australia on the “matter of national importance”.

As the states dealt with the influx of international passengers, they were shocked to learn that incoming travellers’ passenger cards were essentially thrown in the bin or unable to be accessed on privacy grounds.

In the letter, the Queensland Premier warned the Prime Minister that the states’ ability to respond to the emerging public health crisis would be greatly assisted “if your government, as the primary recipient of information concerning people entering Australia, could undertake to contact anyone considered at-risk”.

It is important that in times such as these we work together to respond quickly and effectively to minimise the potential risk this emerging public health issue poses to our community,” she wrote.

The correspondence also asked the Morrison Government to share information with the states about arrivals from Wuhan, the epicentre of the outbreak.

Only the Federal Government has the details on their incoming boarding card of who they are, where they are staying and their mobile phone contact numbers.

We need to contact those people. I don’t know at the moment in Queensland where people from the Hubei province currently are because the Federal Government has that information.”

Ultimately, Federal Health Minister Greg Hunt said the full Tigerair manifest, including emails, contact numbers and other known details of all the passengers was given to the Queensland Government.

But despite the pleas of state leaders since January, the mandatory collection of data on domestic flight has taken more than six months to finalise.

Privacy laws have proved a minefield for public servants to navigate, with the Morrison Government forced to find “work arounds” to provide contact details on international travellers while the collection of information on domestic flights was even worse.

The Prime Minister confirmed the new arrangements today for the mandatory data collection on domestic flights to assist states and territories when it comes to contact tracing.

From 1 October, part of the mandatory manifest information will be name, email address, a mobile contact number, and a state of residence,’’ Mr Morrison said.

There’s still some work to be done there. That will be arranged with the major airlines, with the Department of Infrastructure, and those arrangements are being put in place now.

Now, that is just simply to help our state and territory agencies in the contact tracing that they may be required to do, when it comes to tracking when people are moving from state to state, and that information will, of course, be treated sensitively by the states and territories in the same way that public health information is always treated.”  [my yellow highlighting]

ABC News, 19 September 2020:

Flights with confirmed cases of COVID-19 are published by state health authorities.

According to New South Wales Health, there were nine domestic flights that passed through the state that had confirmed cases of COVID-19 from May to August.

Health authorities list the rows considered to be "close contacts" of the confirmed case.

Those who have been in close contact with a confirmed case are required to self-isolate for 14 days.

Scott Morrison still running away from scrutiny

Prime Minister Scott 'Job Shirker' Morrison suspension of the Australian Parliament drags on and on.

Even though he has appropriate IT capability at his disposal Morrison is still refusing to let both the House of Representatives and the Senate sit virtually.

This means that the Australian Parliament has only sat for 28 days so far this year.

Which has left Scott Morrison and his cronies free of official scrutiny for most of the last six months.

Even during the 1919 Spanish Influenza pandemic which killed est. 15,000 Australians the Senate sat for 39 days and the House of Representatives for 51 days.

Both houses also sat during the world war years of 1914-1918 and 1939-1945.

However it seems, like his 'mentor' Donald Trump, Scott Morrison is made of lesser stuff.

Scott Morrison admits to being on holiday on the day an elderly Victorian man died from COVID-19 infection

Sometime around 5 July 2020 Australian Prime Minister & MP for Cook Scott Morrison began a planned fortnight's holiday.

Like his holiday trip to Hawaii during some of the worst days of the 2019-20 bushfire season, he did not announce his plans.

Indeed this time he went to some lengths to disguise his absence by doing a phone interview on 2GB radio which was aired in the early evening of 6 July.

However, as press releases are a poor substitute he had to return to Canberra and show his face on 9 July because social media had begun to comment negatively on his absence.

On 10 July he again fronted the media where he admitted that he will be at his holiday retreat for the next week and will conduct any government business from there via phone, email or video conferencing.

This two-day return to work over he went back to "Jenny and the girls".

On 11 July now he was openly holidaying he decided to attend a football match at Kogarah, where he didn't wear a mask or practice social distancing but did scoff a beer or two or three or......

Something which I'm sure impressed those living south of the Murray River - especially the millions of Melburnians suddenly in COVID-19 lockdown due to a surge in infection numbers, as well as the familes of an elderly Victorian man in his 90s who died sometime on 10 July and a Victorian man in his 70s who died sometime during the night of 11 July after succumbing to this serious disease.

Morrison returns to Canberra at the end of this week ahead of the government's update on the economic and fiscal outlook on Thursday, 23 July 2020. On that Thursday he is also expected to announce how many people will be losing the JobKeeper wage subsidy by the end of September.
