Response to the 12th Annual Closing The Gap Report: "We die silently under these statistics"


The Monthly, 12 February 2020:

Northern Territory Labor senator Malarndirri McCarthy gave a devastating interview this morning, ahead of today’s annual Closing the Gap address, drawing a direct connection between the ongoing failure to meet targets to reduce Indigenous disadvantage and the policies of the Coalition government. 


Starting with the Abbott government’s decision to cut the Aboriginal affairs budget by half a billion dollars, McCarthy then cited the disastrous Aboriginal work-for-the-dole scheme (the Community Development Program), the cashless welfare card that “entrenches First Nations people in poverty in this country”, and the out-of-hand rejection by the Turnbull and Morrison governments of the First Nations voice to parliament requested in the Uluru Statement from the Heart. “All of these things are connected to Closing the Gap and improving the lives for First Nations people,” said McCarthy, who went on to slam as an “absolute disgrace” the abandonment of any referendum on constitutional recognition of Indigenous Australians after a backlash [$] in the Coalition party room yesterday. 

The key findings of the 12th annual Closing the Gap report, tabled in parliament today, received blanket coverage this morning: only two out of seven targets have been met, on early education and Year 12 attainment, while the other five targets on child mortality, school attendance, literacy and numeracy, employment and life expectancy are all off track. The government has responded by seeking to adopt new targets expected in April, drawn up after a year’s consultation by the Coalition of Peaks representative body chaired by Pat Turner, from the National Aboriginal Community Controlled Health Organisation, under a new national agreement to be signed by COAG. Both PM Scott Morrison and Opposition Leader Anthony Albanese gave set-piece addresses, and the debate continued into Question Time, with no real progress. Fine words every Closing the Gap day achieve nothing – as Crikey’s Bernard Keane writes [$], the sentiments are often the same, from PM to PM, from year to year. 


In a debate this afternoon, shadow Indigenous Australians minister Linda Burney gave a moving speech citing former social justice commissioner Mick Dodson, who said Australians suffered from an “industrial deafness” to the statistics of Indigenous disadvantage, accepting them as almost inevitable. “We die silently under these statistics,” Burney said, flagging that Labor looked forward to supporting new and ambitious Closing the Gap targets. Failure was not inevitable, she said, adding that “once again we offer bipartisanship from this side of the house”. In reply, Minister for Indigenous Australians Ken Wyatt also stressed the need for bipartisanship, saying: “All of us have failed in the Closing the Gap journey over the last 10 years. The intent has been good … but the model has been broken.” Then he veered into unconvincing management speak: a different paradigm, turning the dial, joint and shared decision making, better ownership at local level, and the engagement of mainstream Australia. 


While nobody is doubting that Wyatt is genuine about his portfolio, it will amount to little if his government colleagues are not behind him. It will be a tragedy if it turns out the first Indigenous minister for Indigenous Australians was appointed for cynical political purposes, and was nobbled from the start....

Closing The Gap Report 2020, exerpt:

Progress against the Closing the Gap targets has been mixed over the past decade. 

As four targets expire, we can see improvements in key areas, but also areas of concern that require more progress. 

• The target to halve the gap in child mortality rates by 2018 has seen progress in maternal and child health, although improvements in mortality rates have not been strong enough to meet the target. 

• The target to halve the gap for Indigenous children in reading, writing and numeracy within a decade (by 2018) has driven improvements in these foundational skills, but more progress is required. 

• There has not been improvement in school attendance rates to close the gap between Indigenous and non-Indigenous school attendance within five years (by 2018)

• The national Indigenous employment rate has remained stable against the target to halve the gap in employment outcomes between Indigenous and non-Indigenous Australians within a decade (by 2018)

Two of the continuing targets are on track. 

• The target to have 95 per cent of Indigenous four year-olds enrolled in early childhood education by 2025

• The target to halve the gap for Indigenous Australians aged 20–24 in Year 12 attainment or equivalent by 2020

However, the target to close the gap in life expectancy by 2031 is not on track. 

Jurisdictions agreed to measure progress towards the targets using a trajectory, or pathway, to the target end point. The trajectories indicate the level of change required to meet the target and illustrate whether the current trends are on track.

BACKGROUND

According to the Australian Bureau of Statistics; The final estimated resident Aboriginal and Torres Strait Islander population of Australia as at 30 June 2016 was 798,400 people, or 3.3% of the total Australian population.

It has been estimated that the pre-1788 resident Aboriginal population could have been as high as over one million people, or 100% of the total Australian population.

Political Artifice 101: physical presentation as a thing



Australian Prime Minister and Liberal MP for Cook Scott John Morrison is always crafting his image.

The jutting lower jaw pics, ubiquitous flag lapel pin, the city bloke attempt at mimicking the look of moleskins & cotton shirts when in rural areas, the occasional flirtation with different spectacles frames, his dizzying array of Trumpian baseball caps and those attempts to alter his hair style - buzz cut, casual tousle or added length.

However, the fact remains that it is only manufactured image easily seen through.

At every turn there is a enduring metaphor for the degree to which such image creation fails - in Morrison's case it's the top of his skull.



And the irritating smirk he can barely contain.

Diversity of opinions on NSW North Coast towards the short-term holiday letting sector


Mirage News, 11 February 2020: 

Residents’ views differ widely across the NSW North Coast on the impacts of short-term holiday letting (STHL), according to the results of a Southern Cross University survey.  

Most residents (71%) and approved accommodation providers (64%) favour rental caps for permanently non-hosted investment properties; while just 34% of Airbnb hosts residing in the region support day limits for such properties. There were more than 1,600 responses to the survey. 

The finding is part of research aimed at giving locals a say in decision-making about how to manage short-term holiday letting in the NSW North Coast region. The survey focussed on the area between Tweed and Kyogle in the north to Tea Gardens/Hawks Nest in the south. Residents in 12 council areas were surveyed: Ballina, Bellingen, Clarence Valley, Coffs Harbour, Kempsey, Kyogle, Lismore, MidCoast, Nambucca, Port Macquarie-Hastings, Richmond and Tweed. The research follows a similar study by the same Southern Cross University researchers in the Byron Shire in 2018. The project was undertaken in partnership with Destination North Coast. 

Drs Tania von der Heidt, Sabine Muschter, Deborah Che and Rodney Caldicott from the School of Business and Tourism at Southern Cross University spent several months surveying 1,632 residents in the NSW North Coast region, including 320 Airbnb hosts, 169 approved accommodation providers and 1143 other residents. 

Dr Muschter said one significant finding was slightly more than two-thirds of approved accommodation providers and other residents believed caps are needed when the property is without a host – temporarily or permanently. 

“In other words, most residents favour a model involving mandatory on-site management for any short-term holiday letting,” said Dr Muschter. 

The majority of the short-term holiday lettings are listed on online rental platforms, notably Airbnb. Across the 12 council areas Airbnb listings increased 371% over the past three years – from 4,072 at the end of 2016 to 6,456 at the end of 2019. The rate of growth in the 12 council areas has outpaced that of the Byron Shire, which grew by 195% in the same time period, albeit from a higher base. In December 2016 the number of Airbnb properties in Byron (1,172) was already more than three times as high as that of the next biggest tourist destination in the North Coast – Tweed – which had just 289 Airbnb listings at end of 2016. 

Dr von der Heidt said the data suggests the other surveyed council areas are following the Airbnb trend that started in Byron Shire. 

She said the study demonstrated a diverse range of perceptions of the sector with many championing the positive impact to tourism, the local economy and employment, while around half of the respondents highlighted social impacts such as traffic, parking and neighbourhood lifestyle and called for more regulation. 

“While Airbnb hosts did not wish for their operations to be regulated, most approved accommodation providers and other residents want more regulation on short-term holiday letting including adequate reporting avenues to lodge complaints of misconduct, appropriate enforcement of non-compliance, and the introduction of compulsory public liability insurance for guests and third parties,” Dr von der Heidt said. 

According to the latest data from Destination North Coast, the NSW North Coast’s multiple tourist hubs are valued at approximately $12.5 million per day. Even though tourism generates 9.4 per cent of regional jobs and supports 7,000 business, the North Coast faces many tourism pressures, including the burgeoning peer-to-peer accommodation platforms.....

In November 2018, with a view to shaping the implementation anticipated state planning legislation, Clarence Valley Council resolved to submit 
to the NSW Government "an expression of interest in allowing short term rentals for 180 days a year in R2 low density residential coastal areas (Yamba, Iluka, Angourie, Wooloweyah, Brooms Head, Sandon, Wooli, Diggers Camp and Minnie Water) but allowing short-term rentals for 365 days a year in all other residential areas where tourism pressures are not as pronounced and was allowed with a development application previously."

By February 2019 The Daily Examiner was reporting that there were 330 active Airbnb lisitings in the Lower Clarence, with the vast majority being in Yamba.

Novel Coronna Virus Epidemic - update and mapping


According to the World Health Organisation Coronna Viruses (C0V) are: 

a large family of viruses that cause illness ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV). 

A novel coronavirus (nCoV) is a new strain that has not been previously identified in humans. Coronaviruses are zoonotic, meaning they are transmitted between animals and people. 

Detailed investigations found that SARS-CoV was transmitted from civet cats to humans and MERS-CoV from dromedary camels to humans. Several known coronaviruses are circulating in animals that have not yet infected humans. 

Common signs of infection include respiratory symptoms, fever, cough, shortness of breath and breathing difficulties. In more severe cases, infection can cause pneumonia, severe acute respiratory syndrome, kidney failure and even death. 

Standard recommendations to prevent infection spread include regular hand washing, covering mouth and nose when coughing and sneezing, thoroughly cooking meat and eggs. 

Avoid close contact with anyone showing symptoms of respiratory illness...

The current Novel Coronna Virus (COVID-19) was first reported on 31 December 2019.

Worldwide there have been between 64,518 confirmed cases* of novel coronavirus and 1,383 reported deaths. The fatality rate is currently 2.3%.

Although highly infectious it appears that relatively quick responses from public health authorities around the world is limiting its spread.

Only 586 cases of COVID-19 to date have been diagnosed outside the country of virus origin. Two deaths have been recorded.

There have been no deaths from this viral infection in Australia.

As at 06:00 hrs on 14 February 2020, we have confirmed 15 cases of novel coronavirus in Australia: 

5 in Queensland 
4 in New South Wales 
4 in Victoria 
2 in South Australia 

6 of the earlier cases have recovered. 

The others are in a stable condition.

All of these cases came into contact with the virus outside of Australia.

On Friday 7 February 2020 photographer Brendan Smialowski captured a photo of U.S. President Donald Trump walking across the South Lawn of the White House after returning from Charlotte, North Carolina, with his face makeup clearly visible.


William Moon, who posts photos on the Twitter account @photowhitehouse, created and posted a headshot that same day which clearly reveals the president's makeup line.

In addition he posted this photo.


Apparently these images stung Trump and he tweeted an accusation that his image had been photoshopped - calling it "More Fake News" at 6:13AM on 9 February 2020.

NSW Northern Rivers learning the hard way that state-owned Forestry Corporation of NSW is a bad neighbour


ABC News, 11 February 2020: 

When the Busby's Flat Road fire ripped through Wendy Pannach's Rappville farm in northern New South Wales last October she assumed that neighbours would share in the cost of replacing boundary fencing. 

Two neighbours — a private landholder and a company — did agree to work together, but the state-owned Forestry Corporation of NSW has refused to contribute anything despite her desperate pleas. 

Ms Pannach initially thought that it may cost her up to $100,000 to repair and replace all the fire damaged and destroyed internal and boundary fencing. 

But now, with support from charity BlazeAid, it is expected to be far less, and the shared cost of the 1.3-kilometre boundary fencing with Forestry Corp would be minimal. 

"I am working to design the fencing to maximize how much BlazeAid can do in terms of supplying labour," she said. 

"Originally it was looking at $20,000, probably Forest Corp's share would probably now be about $5,000. It's not a lot of money. 

"But if there was no other support, and with the added cost of all of the other boundary and internal fences I have to replace it, it makes a difference." 

Ms Pannach is hoping that a Commonwealth natural disaster recovery grant of up to $75,000 will help cover costs as she is ineligible for NSW disaster relief. 

But she is concerned that farmers affected by future disasters may not receive access to similar funding....

MP admits NSW Govt not 'very good neighbour' 

The state Member for Clarence, Nationals' MP Chris Gulaptis, who met Ms Pannach at a food industry group meeting in Grafton, agreed that his Government needs to do a better job at managing its forestry estate. 

"It's a legitimate concern that she has, and other landowners have, who share boundaries with government land, whether it be national parks or state forests," Mr Gulaptis said. 

"The Government isn't very good neighbour, to put it quite bluntly, and it needs to be a better neighbour. I think that Forest Corp needs to look at managing its estate a lot better than what it does.".....

Tropical Cyclone Uesi predicted to cause damaging seas along Australia's east coast as it weakens


Tropical Cyclone Uesi at Category Two level, Monday 10 February 2020


The Tropical Cyclone Warning Centre Port Vila, Vanuatu, has this particular cyclone tracking south west towards south-east Qld and the NSW North Coast as it weakens.

Weatherzone reported on 10 February 2020 that:

At this stage, there is a fair bit of uncertainty around the movement of this system from Thursday onwards, with a range of plausible scenarios. 
Some forecast models suggest that Uesi will move towards the southwest on Thursday and Friday, which would allow it to move closer to Australia's east coast towards the end of the week. If this happens, the remnants of Tropical Cyclone Uesi, most likely in the form of an extra-tropical cyclone, could cause direct impacts in eastern NSW or southeast Queensland. These impacts could include large and dangerous surf, strong winds and heavy rain. It's worth pointing out that dangerous wind and rain would only occur if the system gets close enough to the coast, while powerful surf can reach Australia even if the system stays well offshore.

According to the Fiji Meteorological Service, which is tracking Uesi, its current route should take it in a south-westerly direction towards the coasts of both New South Wales and Queensland. It could enter Australian waters as early as Thursday.

The Australian Bureau of Meteorology also says there is a moderate chance the cyclone could turn southwest towards Australia on Thursday — giving odds of between 20%-50% the storm will enter the Coral Sea’s eastern region.

ABC News, 12 February 2020:

Tropical Cyclone Uesi could cause more havoc across the NSW coastline later this week, bringing swells of up to 5 metres. 

The news comes as the clean-up continues after the weekend's wild weather. 

The category three cyclone, which is passing north-east of New Caledonia, will track south-west towards the Tasman Sea and could cause increased swells, wind and rainfall as early as Thursday. 

ABC News weather journalist Graham Creed said the cyclone was expected to come closest to the coast on Friday and Saturday. 

"This may produce large swells, which combined with king tides may cause issues for beach erosion, as well as prolong the potential for locally heavy rainfall in showers and thunderstorms," he said....

The forecast at this stage is for swells of about 2 to 3 metres starting on the north NSW coast on Thursday and increasing to 3 to 5 metres on Friday....

By 8pm this evening, Thursday 13 February Cyclone Uesi will have dropped to a tropical low (while possibly maintaining an intensity equivilant to a Category 2 tropical cyclone) and is expected to sit less than 600km to the east of Tweed Heads as the crow flies.

At 2am Friday 14 February 2020 the tropical low is expected to be sitting further south less than 600km to the east of Moonee Beach.

Late Friday night the low will continue to track south before veering further away from the NSW coastline on Saturday.

Morrison's refusal to release the written finding of the Gaetjens investigation into the allocation of Community Sport Infrastructure Grants during the 2019 federal election campaign is raising eyebrows


The handling of the Community Sport Infrastructure Grant Program during the 2019 federal election campaign - otherwise know as SportsRorts scandal - has already taken the scalp of former Agriculture Minister & Nationals Senator for Victoria, Bridget McKenzie, after poor personal polling on 12 January  and growing public anger on the release of the Auditor General's adverse report of 15 January 2020 caused Australian Prime Minister Scott Morrison to order an internal investigation into this $100 million dollar scheme.

Ms. McKenzie has been made Leader of the Nationals in the Senate as compensation for the fact that she was forced to resign in an effort to put a lid on the whole affair.

Nevertheless disquiet remains after Morrison refused to release the written finding of the Gaetjens investigation.......

Former head of the Departments of Prime Minister and Cabinet, Finance, and Employment and Industrial Relations and currently Visiting Fellow at the Australian National University, Michael Keating, writing in Crikey.com.au on 11 February 2020:

In my view the Gaetjens’ report reflects poorly on its author.

It would seem on the evidence that Gaetjens has produced a report whose only purpose was to get the government off a political hook.

One suspects that finding McKenzie guilty on the grounds of political bias in her administration of these grants would have implicated other ministers and/or their offices, and therefore she was exonerated on this charge.

However, as head of the public service, Gaetjen’s first duty is to uphold its values and integrity. And as set out in its enabling legislation, the Australian Public Service is meant to be apolitical, serving not only the government but also parliament and the Australian public.

Gaetjens should be setting an example for the rest of the APS — indeed the head of any organisation has their greatest impact on its culture.

My other concern about this sports rorts saga is what it tells us about the prime minister’s attitude to the public service.

As the High Court has found: “the maintenance and protection of an apolitical and professional public service is a significant purpose consistent with the system of representative and responsible government mandated by the constitution”.

But the Gaetjens’ report reinforces doubts about whether Morrison accepts the independence and impartiality of the APS.

Furthermore, this report comes on the back of the Morrison government’s rejection of all the recommendations from the independent ThodeyReview of the APS which would have strengthened that independence, and therefore reinforces that concern.

On 5 February 2020 the Senate resolved to establish a Select Committee on Administration of Sports Grants to inquire into and report on the administration and award of funding under the Community Sport Infrastructure Grant Program.

The first and, perhaps the only, hearing day is today Thursday 13 February 2020 -  beginning at 4.30pm when the Auditor General Grant Hehir will be giving evidence.

The closing date for submissions is 21 February 2020 and the committee is to present its final report on or before 24 March 2020.
BACKGROUND
Terms of Reference 

1. That a select committee, to be known as the Select Committee on Administration of Sports Grants, be established to inquire into and report on the administration and award of funding under the Community Sport Infrastructure Grant Program, with particular reference to: 
a) program design and guidelines; 
b) requirements placed on applicants for funding; 
c) management and assessment processes; 
d) adherence to published assessment processes and program criteria; 
e) the role of the offices of the Minister, the Prime Minister and Deputy Prime Minister, and any external parties, in determining which grants would be awarded and who would announce the successful grants; and 
f) any related programs or matters. 

2. That the committee present its final report on or before Tuesday 24 March 2020. 

3. That the committee consist of 5 senators, as follows: 
a) 2 nominated by the Leader of the Government in the Senate; 
b) 2 nominated by the Leader of the Opposition in the Senate; and 
c)1 nominated by the Leader of the Australian Greens. 

4. That: 
a) participating members may be appointed to the committee on the nomination of the Leader of the Government in the Senate, the Leader of the Opposition in the Senate or any minority party or independent senator; and b) participating members may participate in hearings of evidence and deliberations of the committee, and have all the rights of members of the committee, but may not vote on any questions before the committee. 
c) a participating member shall be taken to be a member of a committee for the purpose of forming a quorum of the committee if a majority of members of the committee is not present. 

5. That the committee may proceed to the dispatch of business notwithstanding that not all members have been duly nominated and appointed and notwithstanding any vacancy. 

6. That the committee elect as chair one of the members nominated by the Leader of the Opposition in the Senate and as deputy chair the member nominated by the Leader of the Australian Greens. 

7. That the deputy chair shall act as chair when the chair is absent from a meeting of the committee or the position of chair is temporarily vacant. 

8. That, in the event of an equality of voting, the chair, or the deputy chair when acting as chair, have a casting vote. 

9. That the committee have power to appoint subcommittees consisting of 3 or more of its members, and to refer to any such subcommittee any of the matters which the committee is empowered to consider. 

10. That the committee and any subcommittee have power to send for and examine persons and documents, to move from place to place, to sit in public or in private, notwithstanding any prorogation of the Parliament or dissolution of the House of Representatives, and have leave to report from time to time its proceedings and the evidence taken and such interim recommendations as it may deem fit. 

11. That the committee be provided with all necessary staff, facilities and resources and be empowered to appoint persons with specialist knowledge for the purposes of the committee with the approval of the President. 

12. That the committee be empowered to print from day to day such papers and evidence as may be ordered by it, and a daily Hansard be published of such proceedings as take place in public.

Australian National Audit Office (ANAO), Award of Funding under the Community Sport Infrastructure Program, Report NO. 23 OF 2019–20, which found:
  • The award of grant funding was not informed by an appropriate assessment process and sound advice.
  • The successful applications were not those that had been assessed as the most meritorious in terms of the published program guidelines..... 
  • There was evidence of distribution bias in the award of grant funding. Overall statistics indicate that the award of funding was consistent with the population of eligible applications received by state/territory, but was not consistent with the assessed merit of applications. The award of funding reflected the approach documented by the Minister’s Office of focusing on ‘marginal’ electorates held by the Coalition as well as those electorates held by other parties or independent members that were to be ‘targeted’ by the Coalition at the 2019 Election. Applications from projects located in those electorates were more successful in being awarded funding than if funding was allocated on the basis of merit assessed against the published program guidelines.

Shorter Residential Aged Care Industry Message in 2020: If you personally pay us more we will treat you better

Sydney's streets were thick with smoke as the blazes took hold on December 5 last year. 

That may explain why few noticed or cared about the final sitting day in Canberra.

But what happened in the Senate that day shows just how strong the ties that bind the aged care lobby and government really are.

At 9.30 that day, some crucial amendments to aged care legislation were introduced which would force nursing home to reveal how they spent their $20 billion of taxpayer funds each year — specifically, how much went to staff, food and "the amounts paid out to parent bodies".

Unlike hospital and child care centres, aged care facilities can employ as few staff as they like because there are no staff-to-resident ratios in nursing homes.

When it comes to food, a study of 800 nursing homes shows the average spend is just $6 a day.

The Senate vote was taking place just five weeks after 
the scathing interim report from the Royal Commission into Aged Care Quality and Safety.

Among its findings of a "sad and shocking" system which was 
"inhumane, abusive and unjustified", the commissioners also commented on the lack of transparency in aged care, with the numbers of complaints, assaults and staff numbers all kept secret from the public.

"My amendments are all about transparency and accountability — 
and, boy, do we need more of this," said Senator Stirling Griff from Centre Alliance, who proposed the amendments.

When the crucial vote came, Labor, the Greens, Centre Alliance and Jacqui Lambie supported it. But the Government voted against it and, with the help of Pauline Hanson, the reform was defeated.

It might seem an odd choice for Pauline Hanson, who has previously rallied against the aged care sector for "rorting and malpractice", but it shouldn't be surprising that the Government voted it down.

The influence of lobbyists

The aged care industry has been successfully lobbying governments for years. The influence of the industry through government committees, think tanks and policies is well known and is being rightly questioned at the royal commission.

For example, when the Queensland Government proposed laws requiring nursing homes to publish their staff numbers last year, the federal Department of Health sent a six-page document arguing against it, saying it might "confuse or mislead" families and "appears to create a reporting burden on providers with no clear benefits to consumers".

If you think the Federal Government's objections sound a lot like those of the aged care lobby, you wouldn't be wrong.

In fact, the industry group Leading Aged Services Australia (LASA) argued in its own submission that few families would be interested in accessing a website with such information and that the numbers could be used "to push a particular medically based care model (which may be contrary to the preferences of residents)".

That's an argument LASA has been using for years. It's code for arguing against more registered nurses for fear it spoils the "home-like" atmosphere of an aged care facility.

Others might argue that the hundreds of stories told to the royal commission of poor wound care, misdiagnosis and failure to send sick residents to hospital may have something to do with that lack of a "medical model".

Currently there's no requirement, except in Victorian state run facilities, for an RN to be employed at a nursing home.

The aged care lobby doesn't want that to become a national trend.

Why can't we know how many staff there are?'

The industry and Federal Government's opposition to the argument against making the staff numbers public didn't wash with the Queensland Government.

"We report the number of teachers to students in classes, educators to children in child care, why the hell can't we know how many staff there are in aged care facilities?," said Queensland Health Minister Stephen Mills, who successfully passed the legislation and says he will "name and shame" nursing homes which refuse to make staff numbers public.

Prime Minister Scott Morrison will argue that the Government voted against the federal moves for financial transparency because it doesn't want to introduce any major reforms before the final report from the royal commission.

However, that excuse didn't stop the Federal Government from its massive reform of putting the publicly funded Aged Care Assessment system out to tender last year.

The move to privatise it was widely denounced by state ministers (including from the NSW Liberal Government), advocates and the medical profession.

...the federal Health Department revealed it was yet to implement key recommendations of the Australian Law Reform Commission's 2017 report on elder abuse. 

Responding to a question taken on notice at a Senate estimates hearing, Health Department bureaucrats this week said a "scoping study" was being done on a register of aged care workers, while "preparatory work" was under way on a serious incident response scheme for assaults in care. 

Labor's aged care spokeswoman, Julie Collins, said older Australians at risk of abuse deserved "immediate action, not years of inaction and delays". 

Official data shows there were 5233 assaults in residential aged care facilities in 2018-19. 

Catholic Health Australia outlined its proposed new means-testing rules in a pre-budget submission to the federal government.

There is a question begging to be answered here. 

If Scott Morrison and his Lib-Nats cronies go down the path of attempting to permanenltly conceal what amounts to institutionalised elder abuse, allows residential aged care providers to further entrench differing levels of care based on an ability of the frail aged to pay and goes ahead with further aged care services privatisation in order to avoid accountability - has Morrison himself calculated just how many elderly Australians will be likely to commit suicide soon after being told they will be entering residential aged care?
